That in order to meet said subscription the corporate authorities of sueh County or town shall have power, and ire hereby authorized, to issue seven per cent, coupons bonds, in denominations of :?ne thousand dollars, live hundred dollars uul one hand red dollars, payable in twenty years after date, with the coupons payable an the lir?t day of April in every year.? | And it is further made the duty of the corporate authorities c-f such County or tov. n to have levied and collected from year to year on tho taxable property of such I'ounty or town a sum of money sufficient I to meet tho interest accruing ou such Jionds, ir.d to provide for the payment of such bonds as they fall due ; and the moneys so levied and collected under the provisions of ;his Section shall bo kept separate and ipart from all other funds collected by the Treasurers of such Counties or towns and paid only to the coupons of the said bonds. .Yiiil tins Section shall, on ami after its passage. be considered to be in the nature of a joutract with the holder of the bonds aforesaid. for his protection and the bettor securng of the prompt payment of the coupons m the same as they may fall due.
