and two lor grand larceny in taking $800.
A verdict has been found against the bondsman

The New Postal Rill.?Washington, March
v 15.?11 P. M.?The IIouso committee on postotliccs
jjoid post roads has nearly completed the
bilP for the classification of mail mutter and
rates ef postage tbereon. Mail matter is divided
Into fouudasscs: first, written matter; sec
" ond, printedTRattcr of two kinds, privileged
and. ordinary; third, other printed matter;
fourth, merchandise. The rates existing will,
probably, not be changed, but the classification
is simplified. The bill prohibits the carrying
of mail matter outside the mails and authorizes
the postinnstcr-genccal to use return postal cards
and a combined letter-sheet an envelopes. The
committee is divided as to whether any distinction
should be made in the rates on second class
matter, or whether the ratos should be uniform.
Several votes were taken ou this question, and
although udecidcd, the probability is that the
law will rfhnnin as it is, making the rate two
ond three cents per pound. Chairman Waddell
will report the bill, ns soon as perfected, for
printing and rccommilt&l. The committee will
proceed with the postal savings bill, introduced
by Mr. Waddell, as soon as the above named bill
is completed.
Tiir Curiositirs ok Frkioiitixg.?Tho Milwaukee
Wisconsin, of the 7th Instant, says :?
'A curious fact has been developed in connection
with the present railroad freight war. To
ship flour to New York froin Milwaukee by lake
and rail costs at present 40 cents per barrel,
and tho all-rail rate 45 cents per barrel. At
the same time Dour is shipped through from St.
Louis to New York for 20 cints per barrel. As
tho tariff on flour from Milwaukee to St. Louis
ranges from 16 cents to 18 cents per barrel, our
millers are enabled to forward their product
through to the seaboard via St. Louis at from 2
cents to 4 eents less per barrel tlmn by either of
tho direct routes. One of ouir heaviest millers i
is now making arrangements to forward 500
barrels of flour eastward in this way, with tho
view of effecting a saving in freight. This
flour if shipped will bo carried from Chicago to
St. Louis and returned from the latter point to
Chicago without breaking bulk, after which it
will bo carried to its Eastern destination, the
extra distance thus traversod amounting to 5G0
