.? A Compromise on the Bond Question.

A'twa and Courier, under date of lOtliinst., says:
About 2 o'clock 1\ M. it was whispered
"around that a compromise on the Bond Question
had been agreed to by both parties in tno conference
committee, and wheu the House adjourned
shortly afterward t ho Speaker announced
that a caucus of the Democratic members of the
General Assembly would be held at 4.30 P. M.
At this hour the caucus was called to order by
the prcsideut, and Senator Jeter, chairman of
the oonference committee, at once rose and pre*

which had been agreed to. It is as follows :
The committee appointed by tho caucus
charged with the duty of considering, and, if
possible, of suggesting some plan whereby may
be adjusted the differences of opinion between
tho tnombers of the Democratic party respecting
* tho Funding Act and the report of the Boud
Commission thereon, respectfully report:
That they have conferred with each other and
have discussed various plans of settlement, nud
that they have finally agreed unanimously upon
the adjustment herewith submitted.
As they have been appointed to suggest a plan
for adjusting tho bonded debt of the Stats tliav
have considered as a part of the same subject,
and as in a very great measure inseperably connected
therewith, the outstanding Hoatiug indebtedness
of the (State. The plan of settlement
which had been adopted by a former Legislature,
and which has been accepted by the
majority of the boud creditors of the State, including
Baring Brothers & Co., proposed to the
holders of the State bonds, in pnymcnt of their
mittce have therefore inserted a clause providing
for the settlement of the floating indebtedness.
If these suggestions be adopted by the democratic
parly the whole debt of the State- wsoon
be adjusted and settled, the unity andJptegrity
of the party will he preserved, and future
prosperity of the State be secured.

The following proposition is mbmittcd as a
basis of settlement of the Consolidation Bonds
and Stocks, and of the Floating Indebtedness of
the State :
1. To levy (or the current fiscal year a tax
sufficient to pay the cojipons and interest orders
maturing on the Consolidation Bonds and Slocks
during the present fiscal ^fcar.
2. To constituto a special court of three circuit
judges, to be chosen by the General Assembly
011 the nomination of a caucus, who shall
have jurisdiction to hear and determine a ease
or cases made up to test the validity of the various
classes of bonds mid slocks mentioned in
the report of the llond Commission as "not issued
in accordance with law, and authorized to .
he consolidated by the act of 1873," and also
"as not issued in accordance with law" and further
designated in Schedule 0 of said report,
with the right of nppcul to the Supreme Courts
of the State and Uuited States; the propriety
of the appeal on the part of the State to depend
on<hc demand of the attorney-general and the
assistant counsel or a majority of them.
3. That the General Assembly shall employ
two nssistaut counsel to aid the attorney-general
in the proceedings to settle the validity of said
bonds and stocks.
4. That the attorney-general with the consent
of the creditors, or so many of them as may be
necessary, make up a case or cases to he tried
in said court, in which, if practicable, the State
umy be defendant, to test the validity of the
bonis and stocks mentioned in said Schedule 0;
bringing before the court the various classes of
vouchers which arc said to impair the validity of
said bonds and stocks.

fiscal year out of the money now in the treasury
for that purpose, and those for the current fiscal
year out of the tax to be levied for that purpose.

of the several classes of bonds and stocks mentioned
in said Schedule 0, the same be paid out
of the taxes for the last and current fiscal years
respectively, whenever there shall be a final adjudication
as to the validity of the said several
classes-of bonds and stocks in favor of tho sffid

7. That the said court shall meet in the City

8. That no further bonds or stocks be issued
under the act of 1873, known as tlie Consolidation
Act, in exchange for bonds or stocks issued
since April 1808, until they are duly examined
by the authority of the General Assembly and
found valid.
0. That all of the unfunded debts and liabflities
of the State, including herein the bills of the
Hank of the State and so much of the funded
debt as is known as the Little Bonanza, be settled
after proper proof and examination at the
rate of fifty per cent., payable in cnipon bonds
bearing interest at the rate of six per cent, per
annum, payable semi-annually, the principal
payable within years in full satisfaction of
said demands ; except that advances made for
the support of the Lunatic Asylum and State
Penitentiary since the 1st of November, 1875,
on which shall be paid the amount actually and
bona Jiilc due, after proof and proper examination
thereof, the said payment to 'be made in
coupon bonds of like oharactcr as those above
referred to, for the full amount allowed nfter
such examination.

Mr. Jeter explained the terms of the compromise,
and urged the caucus to adopt it without
opposition, ns he was satisfied that, by means of
it, even and exact justice would be done t]ie
bondholders and the State. A viva voce voto
being taken, the compromise was adopted with
but only a few dissenting voices. It was then
moved that the vote be made unanimous. There
>vas only one vote in the negative. Thus it will
be seen that th8 compromise is "tin fail accompli,"
and the votcupon the question in the House
on Thursday will be a mere matter of form.
It is a significant fact that the price of gold,
ft.s quoted in NVali Street, New York, instead of
going up on the passage of the Silver Bill, lias
actually declined. What say the golu-bugs to
