T>jtF ASHINOTON SOI Til CAROLINA. BEI'ORK THE COMMISSION. Washington, Feb 20. Objections to tho vote of South Carolina: First, that no legal electiou was held in South Carolina for presidential electors, the Ceueral Assembly of that State not having provided, as required by Artitle 8, Section 3 of the destitution thereof, for the registration of the people entitled to vote, without which registration no valid election could be held. Second, that there was not existing in the State of South Carolina on the first of January, 1870, nor any titnethereafter up to aud including the tenth of December, 1870, a Republican, form of government, such as is guaratitcod by the Constitution to every State iu the Union. Third, that the Federal government, prior to and during thu election en November 7th, 1870, without authority of law, stationed in various parts of said State at or near tlic polling places detachments of the United States army, by whose presence the full right of suffrage was prevented, and by reason whereof no legal or free election w as or could be held? Fourth, That at the several polling places in said State there were stationed United States deputy marshals, appointed under the wrovistona of sections 'J.0'21 and 2,0*22 U. S. Revised Statutes, which provisions were unconstitutional and void; thai said deputy marshals, exceeding over on* thousand in number, by their unlawful and arbitrary action, in obedience to the improper and illegal instructions received by them from the Depa rtuicnt of Justice, so interfered with the full ami free exercise of the right of suffrage by the duly qualified voters of said State, that u fair 'election could not be and was not held in said State ou November 7lh, 1870. Fifth, there was not, from ttio first of January, 1870, up to and including the 10th of December, 1876, at any time a State governmeut in South Carolina, except a pretended government set tip in violation of ltw and of the Constitution of the United States, by Federal authorities, and sustained by Federal troops. HAYKS' POLICY TO-WAH1) TUKSUl'TII. A special hence to-day to New York 1'oit says: In a letter received here to-day from Columbus, the statement is made by authority that Gov. Hayes has not only not expressed to his friends the probable policy to he pursued by his administration, in reference to the complications in Louisiana and South Carolina, but he says distinctly that at this time lie cannot tell what it will be, so far as it relates to the two States named. If declared President by the joint commission, he will endeavor to meet all questions and decide them in accordance with the spirit of the constitution, and with justice to all classes ' of people. But the question of deciding beaplwecn two rival factions in both of these States ^is not one which should be settled without grave nnd careful consideration, and after full consultation with his constitutional advisors. Gov. Ilaycs has not settled these questious, and does not propose to do so, until after he is duly installed in the Presidential chair, and has had time to call about liira his cabiuet. Hampton last night as to his views concerning the proper course of Democrats in Congress. Hampton snH: "1 think it is not advisable to throw obstacles in the way of the decision of the commission. We submitted cur case to that tribunal, and if we have beeu deceived or betrayed, we can better afford to sutler defeat which brings no dishonor to our party, than to iucur the imputation of acting in bad faith. Other legitimate means of redrtss are still open to us without resorting to parliamentary tactics, which may injure the peace of tho country, and would surely place us in a false position. The interest of the whole . country demands a peaceful settlement of the pending question." The Markets. As the photograph has.superseded the oil-painting, ' because ot its exact reproduction of the suhjact, so this process is bound to take the place of steel engraving, or any method which depends upon nrtistic eonceiition and execution for result ?wo > incau for the production of portraits. What the people want in a portrait is truth ?they do not wish the artist's conception of a man, but the face and features of the man as ho is?and by no means can tliis grand result be better attained than by the means of photography, and this new process based thereon. Hut while theso great advantages are secured, it admits of tiro embellishments of art, and a portrait is produced possessing all the truthfulness of a photograph, with the artistic effect of tho steel engraving. The publishers have been extremely fortunate in their selection of tho mode by which tlicy give to all admirers of the great statesman tho noble, generous, manly features, which speak so plainly the gieat mind, elevated feeling, and generous heart of Wade Hampton.
