ID the Boase of Representatives, on
Thursday last, the Commit te appointed
under s resolution, to examine into the
Slate finance:) submitted tba annexed
report, which was read and referred.
Will it b* heard from again ? We
shall see. ^
To the House of Representatives :
The committee appointed under thc re
solution authorizing au investigation
into the alleged over-issue of State
bonds, have hud the same under consider*
.atioo, and beg leave to submit the foi ?
lowing report :
The whole amount of thc bonded
debt of the Slate, as shown by the re?
port of the Comptroller General, on the
31st of October, 1868, was $5,407,306,
?7, exe! '.ive of what is known as the
war debt. Tc thia ammount add the
bonds issued to redeem the bills of the
Bank of the State. 81,258,550, making
the old debt $6,665,856.27. To this
amount there was, daring the years
1869 and 1870, added $500.000 in bonds
to redeem bills receivable, and $500,000
in bonds which had bees issued to p v
interest on public debt, and had been
sold bj the Financial Agent, malting the
bonded debt of the State on the 31st of
October, 1870, $7 665,856 27. There
was also, at thc same time, in tho hands
of the Financial Agent, $1,000,000 of
hoods for ihe relief of the Treasury,
$500.000 to pay interest on public debt
and $700,000 Land Commission bDnds,
making a grand total of $9,665.856 27,
and showing that only $$,200,00 new
bonds have been issued up to 31st Oeto
ber, 1870, to wit : Bonds to redeem bills
receivable $500,00; topsy interest on
public debt $1.000.000; for relief of
Treasury $1.000,000; Land Commission
boef3a $700,000 ; total $8,200,000.
According to the sworn statement of the
State Treasurer, there are now signed
and outstanding $9,514,000 of new
State bonds. Deduct from this amount
trie 83^0(7,000 ?hat were out oo the
Ula r.f October, 1870," and we find that
80.314.000 have bren si^n^d and put
upon thc market, which, in ?be opinion
of your committee, is an over issue.
This conclusion,, is arrived at"aft?r a
c*re?rjt"?neesTi<:?t?onao"d clo?e scrutiny
of the Acts under which it is claimed
tbe authority was derived foi the issuing
of said bond?.
1 First. Under au Act to authorize the
loan tn redeem thc obligativa known as
the bills receivable of the S'aieol South
Cnrulina, approved August 26,1868. the
Governor of the. Sta e was authorized to
borrow, within twelve months' fruin the
passage of the Act, a sum nut exceeding
8599,000, ?* ?..? much -thereof as he
itii.'h; deem necessary to ;wicetu ?aru
billi.
Second. Under en A ot to authorise.
tl?* State loau to rwy "utterest on tree
public debt, approved August 26, 1868.
the Governor vena authorized to borrow,
within twelve months from the passage
of th" Act, a s?tn not exceed;u+r SI.
or as much thereof'a* he ntifb:
deem'necessary, to pay the is'cr'-st on
the public debt. T?*two Acs were
arocuded by an Act, approved March 26.
l-8i'9, extending the time therein
limited, during which said bonds niitjht
be negotiated, "to tweuty fear months
from thc passage of the said Act," to
wit: August 26, 1868.
Third. Under an Act to authorize a
;oao for the relief of the Treasury, ao
proved February 17, lfc6*,authority was
given ?o borrow, within twelve mouths,
$1.000,000, or as much thereof as twight
be deemed necessary, for the relief of the
Treasury of the State.
The Act authorizing a loan for the re?
lief'of the Tren-orv expired on thc 17th
(.1 February, 1870, and the Act to
authorize a loan to redeem the bills
receivable, and to pay the interest ou
the public debt, expired on the 26th
day of Angas! of the same year; and ol
thc 31st October, 1870, the Stat;
Treasurer reports to the Comptroller
Genera! that only $3.200,000 ut w bonds
were outstanding; leading your commit
fcc to the co:.elusion that the amount
tUemrd nr.CKX&ary, according to the lau-;
giiasc of the above Acts, had been ob
tainui Ly thc issuing of that amount in
bond?; and ii' said amounts had no)
been negotiated up to that time, then
no authority existed under tbe sun for
the further issue ol State bonds This
position, your committee think?, is
proven by the passage of the Act amend
in sr the 1 wo A et? approved August 26,
1868 ; for in iLose Acts the time
originally tlUotCfd iu which lo negotiate
tht amount reguireu was twelve months.
A sufficient amount not having be- n ob?
tain- d, it w:is deemed necessary to ap?
ply to the Gerenil Assembly for an Act
extruding the tone tweloe months long
cr.
Your committee thinks that the Act
approved March 23, 1869, providing for
the o m version of State securities Was
not intended to be used for the purpose
of increasing ?he State db, but solely
for the object naturd in t li o ' Act - the

la w, your co ut m it tee preso wed that he
made the report of tbe 31st October,
1870. filing the amount of new bonds
theo oat at $3.200,000. The testimony
of lr Comptroller General takeo try
the ( imtntttee shows th?t although the
.Treasurer has made a report to him at
?ho etrd of eeetj ruorrth since tbeabfre
date, up to September, 1871; yet he
hes failed in all these reports to give
account of a further issae-olbooda, and
there is no information io the Comp?
troller-General's offiee, according to his"
sworn testimony, that the State debt
has been increased. If other evidence
is required of this over issue, it is eon
fained in the testimony of his Excel l#n
cy the Governor, who states that he has
signed ind delivered to the State Treas?
urer boa d' for the conversion of the
$700,000 issued by the Land Commis?
sion ; also, the $1.000.000 for the reliefJ
of the Treasury ; and a large portion of j
these to j.ay the interest on the public
debt. Yet til, or nearly all, of said
booda are ont as a portioL of the in?

Your committee, having reported the
