The Democratic members abd Senators in Congress, have ?Bsued an address, in which it is stated that upon the legislatures elected this year de? pends the character of nearly one third of the United States Senators; and npon the fall elections depends tho character of the next Congross. They have strong reasons to hope for favora? ble results, and beg their Southern fellow-citizens, not to risk any loss by eleoting to Congress persons who can* not take the test oath, or are under the disabilities imposed by the Fourteenth amondment.
