After taking the oath of olilce, Governor t
Richardson iade his inaugural address,
as follows:

sense of the responsibility and obliga
tion I asmsune that I have just taken in
this solemnn presenice the constitutional 1
oath of otlice as (iovernor of South Car
olina.
With no ordinary emotion, and with a
heart full of gratitude to the peoplo of
this State, through whose partial kind
ness 1 urm the recipient of this exalted i
honor, I this day enter upoi the dis
charge of its high duties, to the faithful,
honest, vigihmt and patriotic execution
of which 1 pledge the honor of a devoted
son of Carolina.
Sincerely distrustful of lmy own abili
ties, I contidently rely upon you, their
chosen representatives, for such wise,
liberal and( conservative action as will
render the progress of the State in
material J)rosperity rapid and the execu
tive adnmiiistration of her affairs easy-.
To the most unobservant and iu1tffr
ent it must be apparent that these are
timcs fruitful of vast and pressing
problems, social, industrial and eConom
ic, both in State and national aflairs,
which demand for their solution the ablest
talent and most unselfish patriotisia.
Notwithstanding the dual nature of our
institutions and government, investing
the citizen, as it does, with varied duties
and interests, the peculiar condition of
our State,.socially and politically, during
the dark days of reconstruction, rigidly
confined the attention of our people to
the seemingly hopeless and Herculean
task of wresting from a chaos of cor
ruption and venality in all their hideous
forms, and of universal nalfeasance in
,ilicial life, such as had never before dis
graced the annals of a ivilized conuu
nity, order and good government.
how successfully, how marvelously,
this has been accomphlished, need 1 at
tempt to describe? Surely, it can never
he possible that the deep, soul-burning
huniliations, the crushing tyranny, the
ruinaous taxation we so long endured, the
bold effrontery of loathsome vice in high
places that stalked in open daylight
through the streets of this beautiful
capital, have o sooni passed out of mind
and Ibeen forgottei like the id le terrors
of at dream, amidst thme quieting, restful
surroundings of the renewed peace, order
and good government we now so lounti
fully enjoy. To the peol le of (C'arolina,

ence that, upon the least cessation of
vigilance on their part, might, and would

nent is business, and, like any other
)imness, requires for its successful con
lutt the use of money; such, for in
tance, as for the adequate compensation
if oiliei tls, the proper maintenance of
baritable and penal institutions, the
>rompt payment of all public obliga
ions, the liberal support of common
ehools and higher institutions of learn
ug, the necessary expenses of legislation
tself, and the numerous other incidental
>Ur"poses that foot up no inconsiderable
imount.
We have already achieved nmch in the
t"ay of economy, having reduced ex
>tnditures to a point that places the gov
ruumenlt of this State naong the cheap
ut, it not the very cheapest, of the
states of the Union. A Comparison of
ur expenditures with those of any other
state will, I am sure, fully justify this
issertion. While looking, then, with
outinued care to the exercise of this
:ardinal virtue of economy in the admin
Istration of our atlairs, especial attention
ahould be paid to maintaining the credit
utf tho State, now at a point of excellence
nover before reached in the history of
her finances. If this credit is fully sus
tained the opportunity will stn he l)rc
sented, by the early maturity of unr se
curities, of refunding then at a much
reduced rate of intterest, and thus re
lieving the taxpayers, by a sitgle trais
action, of ant annual burdon of perhaps
one hundred and fifty thousand dollars.
This surely will prove a measure of
ectuonn y that would be sensibly felt as
a relief to every industry and oceupa
tion, and should enlist, therefore, for its
accomplishiment, the active sympathies
amti co-operation of all. A practical test
of the feasibility of this project must
soon be made in the case of our deficiency
bonds and stocks, which mature as early
as J uly, 188, for the refunding of which
timely provision, will have, of necessity,
to be made.

the appatent necessity for retrenchment
and reform, there is one direction in
which they cannot be exercised without
stifling the young life of the people ani
