We publisth in this issue, a connunica- h tion of Senator Butler's addressed to tihe tom rntt, sioner of Agriculture, in which he pros L pounds [several quest ions about (ie public c roads in this State. Senato' utller states c t.c that it is his pn pose to cllect all the in tormation he can upon this important sub e ject, ande prepare a series of communica- h tio's during his leisure in the summer, for " n] publication. If Senat or Butler can devise h any plnn by which the public highways in M1 the State can be placed and kept in good Jtt condition without. imposing a burdensomee 'ax upon the people, he will prove himself to lie a wise itatesman and deserving all the as honors that could be bestowed upon him. n What plan he may suggest we know not. in but we hop he may de,"iso a system by st which the abundance of labor uow available L for road duty, may be made effective enough au ro accomplish the object sought without imposing any additional tax upon the people. The Graud Juries of Greenville, Edge- re field and Spat-tanburg, we believe, have Hi reco, mmended in their presentment, that the roads be worked by a noncy taxation. To this we are opposed: First, because the ri people of the State, of this County espe T cially, are as heavily taxed now as they f can bear, and secondly-because three- st fiftbs of the labor in the State available for ly rand duty, belongs to that race which pays "u scarcely any tax for the st,pport of the rt government that gives them, protection. ifr -in the roads were worked by a money tnxation of these people who, as a race, have al ways been untagonistic to the interest of the whites, would be relieved from all tli dinties to the government, while the whites, c t who now pay a heavy Inx to educate negro l children, and to keep up the government. c would have the additionatl burden imposed upon them ot keeping ip the puhltic high t, ways, as much fur tnie benetit of tie negro as themselves. ...................-, bl.e,~ to I pnubl ic ronads kept nmn g.no conno, t rounbie now is thmat thmere is m n bod nespn- h sible for tine amnonunt or~ quanlity of wnork dnone.
