that one George llampton Barnes presented
an order for $'20, purporting to be drawn by
2o1, WV. E. Welbarn of this County, to Messrs.

The voters of Spartanbutg County voted
on the question of subecriblug $76,000 to the
Spartanburg and Laureus Railroad. The
subrcription was carried by over 1,600 ma.
jority. Those who voted against the sub.
scription declared that they did so for the
purpose of keeping down their taxes, while
those who voted for the subscription declared
that they did so for the sanie purpose. We
are of the opinion that, if by voting the
$75,000, the Virginia Mlidland extension is
secured to Spartanburg, those who voted for
the subscription (lid in reality vote for what
they professed There is no question but what.
the road when completed will pay twice as
much to the county of Spartanburg as the
county will have to pay in interest on the
bonds to be issued. Spartanburg is a live,
progressive county. She voted, we believe,
one hundred and fifty thousand dollars to the
Air Line Railroad, and then within a year or
two thereafter, voted one hundred thousand
dollars to the Spartanburg and Asheville
Road, Now she goes it again for $75,000 to
the Spartanburg and Laurens. The taxes to
meet the interest on all this debt may be a
little burdensome for a while, but in the end
Spartan'burg will be the richer by it, and the
citizens will never begrudge the amount they
have given to build up their county and make

1st, show an increase in the condition of the
cotton since the reports of June. The average
condition is 95 per cent. against 100 at the
same time last year. The following are the
reports by States: Thirty four counties in
North Carolina average 94 per cent... nineteen
counties in South Carolina; average 93; fifty
sevenl counties i Georgia average 98; thirteen
in Florida average 99: thirty-two counties in
Alabama average 102; thirty-nine counties in
Mississippi average 94; eighteen counties in
1,onisiana average 96; sixty-four counties in
Texas average 89; thirty-two counties in Ar
kans-is average '.2; eighteen counties inl Ten
nessee average .10 5. The plant is generally
reported smll and ten days late. Hot and
too dry weather is almost universally noted,
