tative W. P. Stevenson, of Cheraw,
who is a member of the committee
on banking and currency, says that

the farm loan situation caused by the
attack upon tho constitutionality of
the farm "loan ?ct.
The Supreme Court has postponed
until next fall the re-argument of
this case, and In the meantime tho
farm loan board ls tied up, and so
are many millions of dollars' worth
.of "mortgages which have already
been executed, but on which no
money has been advanced. Mr. Ste
venson says the matter is one of
great importance to South Carolina.
The legislation, which has been
approved by the banking and cur
rency committee, and which will pro
bably be furthered by a special rule
within the next few days, will au
thorize the Secretary of the Treas
ury to purchase farm loan bonds on
mortgages executed before the 1st of
March, 1920, up to a total amount
not to exceod $64,000,000. This, lt
is understood, will easily take care
of all the mortgages which are tied
up because of tho inability ot the
farm loan board to function.

Honor System Proves Failure.
Chicago, May 13.-Abolition of
the honor system among the studonts
of Northwestern University is an
nounced by tho faculty. Dean 'Roy
C. Fllcklngor, of the College of Lib
eral Arts, stated to-day that ono of
tho reasons for the suspension of the
system was that the students had
failed to livo up to the confidence*
placed in them, and that cheating
during examinations') had increased
under the honor system. Hereafter
some member of the faculty will bo
presont while students are taking
examinations. The honor system was
instituted live years ago.

Wm. Donn Howells' Funeral Simple.

vices for William Dean Howejls,
novelist and editor, In the Church of
the Ascension, in Fifth Avenue, to
day drew a throng of friends and
admirers, among whom were many
of the foremost figures in American
literary life, in accordance with Mr.
Howells* request Rev. Dr. Percy
Stickney Giant, a life-long friend,
waa selected to have charge of the
simple services.
The body will he cremated and the
ashes taken to Cambridge, Mass. No
eulogy was delivered, Dr. Grant ex
plaining that this was the wish of
the novelist.
"Simplicity marked his life, and
he wished to have simplicity mark
his departure from this world," said
the clergyman.

York, S. C., May 12.-Sam Steele,
colored, who lives in Bullock's Creek
township, was arrested last week by
Officers Horace L. Johnson, M. S.
Turner, Coy Jones and D. T. Quinn,
charged with violating the prohibi
tion laws. A large lard can, which,
it is said, was being used for. distill
ing liquor, was found in the house
and also about 30 gallons of mash.
There wes no liquor in evidence.
Steel is now in jail.

cials ask that persons hearing of vio
lations report to 'them. These offi
cials are also keeping a lookout for
overcharging by retailers. Reports
have N reached Columbia of sugar
scarcity in many parts of the State.
Federal Profit ls Fixed.
Washington, Muy 13 -Telegrams
were sent by the Department of Jus
tice to all United States attorneys
reiterating the department's policy
of holding the margin of profit on
sugar sales to one cent per pound
for wholesalers and two cents> per
pound for retailers.
