they had cut down thc body of Gen.
Richard 1). Simms, aged ~>2. of Wash
ington. H. C.. a patient :il a local
sanitarium, from a roadside tree,
where it had been found hanging
some hours after life was extinct,
don. Simms' horse was found near
by, and officials said that ho bad ap
parently ridden under the tree, knot
tod the rope around his neck, tlod
tho other end to a limb, and then
spurred his horse out from under
him.
At tho sanitarium officiais in
charge said only the body had been
found by the roadside.

was announced from Asheville, was
a native of Washington. Kor many
years he was purchasing agent for
the District of Columbia, resigning
in 100f> to become treasurer of tho
Capital Traction Co. .loining the
District National Guard in ISNS as
a private, he was promoted until he
reached the rank of brigadier gene
ral in 1018. He served as a captain
in the Spanish-American war. Gen.
Simms was prominent socially and a
member of several clubs. He ls sur
vived by ono daughter.

Todd, the British cotton authority
and former secretary of the Empin
Cotton Growing Commission of Eng
land, arrived ?it St. Matthews yester
day for a conference with J. Skot
towe Wannainaker, president of the
American Cotton Association. -He
will stay nt St. Matthews until Mon
day or Tuesday, and may visit Co
lumbia. He will attend the first an
nual convention of the American Cot
ton Association at Montgomery, Ala,.

Prof. Todd says that he has re
signed from tho cotton growing com
mittee of England, and that he is
now devoting his entire time to his
business as a consulting economist.
"I am keen on cotton," said Prof.
Todd, "and want to know all about
tho American situation. I have al
ways been Interested in the prob
lems of the Southern cotton grow
ers, and am in sympathy with their
present, efforts. The greatest benefit
would como to tho cotton industry
in America through a reform of the
present system of marketing. The
growers have always been at a dis
advantage in this respect, and I havo
for years been urging the necessity
of a change in this respect. I cer
tainly hope that the movement this
time through the American Cotton
Association will be successful."
Prof. Tdod admitted that the Brit
ish cotton Interests were frankly
worried over the tendency toward ti
decrease in cotton production in Am
erica. "Our manufacturers." he said,
"can do nothing for the present but

East. They are on the lookout for
every promising opportunity. They
bought our Indian cotton at high
prices when no ono else would show
even a passing interest in it. They
will undoubtedly become an import
ant factor in the future cotton in
dustry."

mittee, according to Prof. Todd, ls
now well organized after the inter
ruption caused by the war, and it
will use all the means in its power
to bring about a largo cotton produc
tion throughout the British Empire
"Tho committee," he explained,
"will receive substantial contribu
tions from the government and the
trade. Tho plan to levy six pence
per bale on ?ill cotton imported into
Great Britain will almost certainly
go through, which will furnish $500,
OOO a year to further the work. This
amount, of course, is no. sufficient
to do anything in the way of run
ning plantations or actually growing
cotton, but it will be used entirely
to pay tho expenses of administra
tion, education and research. Our
only hone toward production must
come from educational work among
tho native agricultural populations
We must tench them bow to grow
cotton, furnish them with the proper
seed and prove to them that it will
be worth while financially. This will
take a great many years, and there
is no chance of imm?diate relief.
