NOTICE OF ELECTION.
State of South Carolina,
County of Oconoe.
Notice is hereby given that tho
.Cernerai Election for United States
Senator (full tenn) and Representa
tives in Congress, and a Special Elec
tion for United Stutos Senator (short
term) will be hold at tho voting pre
cincts fixed by law in the County of
Oconee, on TUESDAY, November 5th,
1918, said day being Tuesday fol
lowing the first Monday, as prescrib
ed by tho State Constitution.
The qualifications for suffrage are
as follows:
Residence In State for two years,
in the county one year, in the poll
ing precinct in which the elector of
fers to vote, four months, and the
payment six montos before any elec
tion of any poll tax then duo and pay
able: Provided, that ministers in
charge of an organized church, and
teachers of public schools shall be
entitled to vote after six months'
residence in the sute, otherwise
qualified.
Registration. - Payment of all
taxes, including poll tax, assessed
and collectible during the previous
year. The production of a certificate
or the receipt of the officer authorized
to collect such taxes shall be con
clusive proof of the payment thereof.
Before the hour llxod for opening
tho polls Managers and Clerks must
take and subscribe to the Constitu
tional oath. Tho Chairman of the
Board of Managers can administer
the oath to tho other Managers and
to the Clerk; a Notary Public must
administer the oath .to Chairman.
The Managers elect their Chairman
ard Clerk.
Polls at each voting place must bo
opened at 7 o'clock a. m., and closed
at 4 o'clock p. m., except in the city
ol Charleston, wnere they shall bo
oi ened at 7 a. m., and closed at 6
!>. m.
The .Managers have tho power to
lill a vacancy; and if none of the
Managers attend, the citizens can ap
point, from among the qualified vot
ers, tho Managers, who, after being
sworn, can conduct the election.
At the close.of the election, the
Managers and Clerks must proceed
publicly to open tho ballot box and
count tho ballots therein, and con
tinue without adjournment until tho
same is completed, and make a
statement of the result 'for each
office, and sign the same. Within,
three days thereafter the Chairman
of the Board, or some ono designated
by the Board, must deliver to tho
Commissioners of Election tho poll
Hst, tho box containing the ballots
and written statements of tho result
of the election.

Tho qualification for suffrage:
Managers of Election shall require
of every oloctor offering to vote at any
election, before allowing him to voto,
?to production of his registration
certlllcate and proof of. tho payment
of all taxes, Including poll tax, os
.e?ssed against him and collectible
during the previous year. The pro
duction of a certificate or of the re
ceipt of the officer authorized to
collect such taxes, shall be conclu
sive proof of the payment thereof.
Section 237, Code of. 1912, as
amended by 'Act No. (5, Special Ses
sion of 1914.
Soction 237. There shall be three
separate and distinct ballots, as fol
lows: One ballot for United States
Senator, Representatives in Congress
and Presidential Electors; and ono
ballot for Governor, Lieutenant Gov
ernor, State Officers, Circuit Solici
tors, .Members of the House of Rep
resentatives, ?tato Senator, County
Officers, and ono ballot for all con
stitutional Amendments and special
questions, each of three said boxes to
he appropriately labelled; which bal
lots shall be of plain white paper,
and of such width and Iongth as to
contain tho names of the officer or
oillcers and question or questions to
bo voted for or upon, clear and even
cut, without ornament, designation,
mutilation, symbol or mark of any
kind whatsoever, except the name or
names of the person or persons voted
for and the office to which such per
son or persons aro intended to be
chosen, and all special questions,'
which name or names, office or of
fices, question or questions shall be
written or printed or partly written
or partly printed thereon in Dlack
ink; and such ballot shall be so folded
as to conceal the name or names,
question or questions thereon, and
so folded, shall>be deposited in a box
to be constructed, kept and disposed
of as herein provided by law, and no
ballot of any other description found
In either of said boxes shall be
counted.
On all special questions the ballot
shall state tho question, or questions,
and shall thereafter have .the words
"Yes" and "No" inserted so that tho
voter may indicate his vote by strik
ing out ono or tho other of such
words on said ballot, tho word not
so stricken out to be counted.
Before the hour fixed for opening
tho polls, tho Managers and Clerks
must take and subscribo the Con
stitutional oath. The Chairman of
tho Hoard of Managers can adminis
ter the oath to the other members
and to tho Clerk; a Notary Public
must administer the oath to the
Chairman. Tho Managers elect
their Chairman and Clerk.

closed at 1 o'clock p. m., except in
the city of Charleston, where they

and help with the mending of a num

tion, so no ono need fear infection.

Tho Bureau of Aircraft Produc
tion of tho War Department has re
quested the Red Cross to give the
widest possible publicity to the vital
need of walnut wood for uso in tho
making of aeroplane propeller blades
and gun stocks. Tho matter is ac
cordingly being brought to the at
tention of the entire Red Cross or
ganization in all parts of the coun
try, with the request that the state
ment be read in all chapter, branch
and auxiliary work rooms, posted on
bulletin hoards, inserted in local
newspapers and in all other ways
given full publicity.
The Bureau of Aircraft Production I
states that walnut has been found
to bo the best and most desirable
wood In the construction of aeroplane
propeller blades and gun Btocks. Both
of these are essential parts of war
machinery. Walnut trees are scat
tered through different parts of thc
United States, growing in 'small
groups, and in taking tho necessary
steps to soo that tho trees are made
available to the government, the own
ers^of trees have an opportunity to
demonstrate their patriotism in a
most practical and effective manner.
Only a part of the lumber produced
from each tree can bo used, and the
government cannot, therefore, buy
the trees from tho owners. When the
trees are sold to a saw-mill wheih
has a government contract for lum
ber for propeller blades or gun
stocks, this wood will bo sorted out
and put to tho uses ot which it ls i
best adapted. Owners of walnut trees ?
can probably lind out In their com
munities which saw-mils have gov
ernment contracts; but If this Infor-'
mation ls not available, please write,
giving the number of trees and their
location, to the "Ordnance Depart
ment, Procurement Division, Small
Arms Section, Washington, D. C."

their owners to take stops to have
them put in this very necessary war
