WANT STANDAIII' WAHBHOUSES.
New York Ranke-s l/ooklog for Bet
ter Hlode of Crop Financing.
A dispatch rroin New York says:
A proposal to standardize ware
houses and warehouse receipts for
cotton and oilier staple commodities
is being considered by members of
the Federal ?Reserve Board, officers of
the New York Federal Reserve Rank,
and the heads of several loading New
York hanks.
The subject was discussed recently
?it an informal meeting here attended
by four members of the Federal Re
serve Hoard. Although no action was
taken it was learned that the con
ferees expressed the view that a
string of warehouses should be estab
lished under private ownership and
uniform State laws so that receipts
would become a standard of accept
ance by hanks and he immediately
rediscountable at the Federal reserve
institutions, in some Southern Slates,
notably Louisiana and Texas, il was
said, warehouses are under State su
pervision with good results.
The proposed standardization plan
is calculated to render banking re
sources more flexible and extensive in
the interest of the farmer. Bankers
point out that ?here was need of a
warehouse receipt that would be in
stantly accepted in any bank through
out the country. Thai is declared to
be essential to bettor financing of the
crops, particularly cotton.
The New York bankers informed
the Federal Reserve Hoard members
thal any plan npproved by their
Southern correspondents would be
acceptable.
Members of the conference express
ed the belief thal the cotton crop,
could he financed this year without
taxing thc country resources despite
the absence Of the usual large supply
of foreign banking capital.
