PROTECTORATE FOR HONDURAS?
To Shut Out European Powers, Amer*

Washington, Jan. G.-In order to
avoid any possibility of the interven
tion of European powers in the af
fairs of Honduras in contravention
of tho Monroe doctrine, tho United
States government is endeavoring to
straighten out the tangelo* financial
affairs ot' that country.
There ls no present Intention, it |
is said, at the State Department, of
establishing a financial protectorate
over Hondura? similar to that which !
exists in relation to San Domingo.
Much dissatisfaction is expressed by j
the foreign holders of the Honduran i
builds, especially 'hose in Great Bri-!
tain, and the course of tho Ameri
can government is directed in an ef
fort to bring about a settlement that
will be satisfactory to both Hondu
ras and bondholders,
American Interesta Will SulVer.
Tho interest of the United States
lies lu the possibility of foreign in
tervention of Honduras, unless some !
satisfactory arrangement ls conclud- |
'V lt is said that tho debt of lion- 1
( aras, with its arrearages lu accrued
interest, amounts to more than one'
hundred million dollars. Tho incep- i
Hon or the debt dales back to 1807,
and has berni increased from time to
time. The bonds have greatly depre
ciated in values, and to-day it is said'
they are being quoted on foreign ox- j
changes at I 2 Vj and 1.'! cents on the
dollar.
In view ol' til's situation, the
bondholders are vt ry anxious to ef
fect a settlement nuder the beal

ilui republic is negotiating with
American linancier.; for a loan. The i
amount of the loan which bas been I
suggested ranges from $7,500,000 '
to $10,000,000.

New t'-rk. .lan. 0. - lt was sahl'
t?'-day in reliable quarters that the
negotiations by the commissioner ap
pointed by tho Honduran govern-,
nienl and New York bankers for rt?-'
funding the Honduran government's
indebtedness are still pending, andi
thal the main feature of these nego
tiations is a loan to bo secured by j
tho customs receipts of Honduras,!
which are to be collected under a ,
treaty to be arranged with the Uni

The details of tilt? foregoing plan
have not been given ont. They
would seem to contemplate the ap
pointment of an American customs

accordance willi the proposed treaty!
with the United States. No confir
mation can be obtained, however, of
reports that this will amount to an
American protectorate over Hondu
ras, although it ls so Interpreted in
some quarters. The refunding of
the Honduran external debi bas
been under discussion for the last
year or mon?. This debt was origi
nally contracted about forty years
ago, and consisted of four loans,
