The town of Walhalla is one of the most beautifully situated tn South Carolina. At the samo timo lt is one of those whose unevenness mnkes the work of permanent street and sidewalk improvement expen sive. In this connection there are a few suggestions that may be of benefit to the individual citizen as well as the entire town. The old method of working streets is an expensive and unwise que. from the simple fact that each improvement made ls but for a few months or a year or two at the longest, when the whole thing la to be done over again. Why con tinue such an expensive system when the benefit ls nothing when the cost ls considered? The town authorities are anxious to put in permanent work to tho ex tent of their financial ability, and it ls their intention to do as much as possible, and at the lowest price con sistent with permanent work. But the citizen must do his part. As a matter of fact, the town cannot do a great deal at once because the taxes levied will not justify lt. In order to preserve what old work ?till stands, and keep it in passable condition until lt can be reached for permanent work, the citizens can do much, at little expense, to assist. Take the one item of drainage of lots as an instance. If the property owner will so arrange his property that the water can be carried from lt at given points the town can pre serve the walks there at a small cost for piping. Many lots In town now drain water over the walks in half a hundred places, and the entire side walk ls washed In holes every year. The town authorities are blamed for the bad walks when as a matter of fact tho fault Iles with the citizens. Let us wake up to the fact that each .citizen has a part in this work on streets and walks. It is tho duty of :the town authorities to give the best streets and walks possible, and lt ls ?qually the duty of the property owner to see that the drainage from his premises does not undo the work done by the town. There are a dozen places on Main street where the drainage from large houses is conveyed by house gut ters directly to the sidewalks. This ls all right, provided the guttering is kept in repair. But the guttering becomes defective, gives way at the top, near the bottom or half way down tho house. The cost to repair .the defct would probably amount to T>0 cents or a dollar. That would come directly out of the pocket ot" the .property owner, of course, and lt may seem to him it ls the part of economy to let the leak go unre paired. The walks can be fixed by the town and tho expense divided .among all the taxpayers. The amount involved ls small, lt ls true, but does not that fact magnify the smallness ?of the property owner who lets his property thus become a small drain upon the public funds, when if he ?ired for his own property at lils own expense ho could save this drain ?on the public, and thus assist In get ting permanent work? Let us consider these little things ' hat in the aggregate mean a big thing for the town. A spirit of will ingness to assist the town officers In ?heir work will do much to Improve tho town as a whole. There is too much of a desire to throw obstacles "rn the way of the officers, and then criticise them for not doing just what they were intentionally prevented from doing. Let us get together and work for ^Valhalla's improvement. lt ls high time to do away with penny wise and Klound foolish methods. TO Ol'lt CORRESPONDENTS. P. and F.'s editor got off the train at the Walhalla depot and judged us misjudged, we should have said-by that, antediluvian structure. Don't fall into that error again, friend. The city of Greenville has gone Into the wholesale dog-killing busi ness, but not until after twelve chil dren were bitten by a collie pup, now supposed to have hoon mad. Ano ther case where an ounce of lead would have clone a world of good, If it had been used In time. ? * ? * ? The Blue Ridge Railroad is having some shingles put on the roof of the freight barn In Walhalla. We pre sume that ls the "new and commo dious depot' promised for Walhalla "the first thing In the spring." His In reality, however, sonVcthing like trying to nail shingles to the atmos phere. * ? * * . We have received from "The South Carolina Welfare Association" a very comprehensive little book on "The Health of the Mill Help." The book let ls vory neatly gotten up and con tains some timely thoughts on the Important questions of better sani tary conditions, better care for the sick, etc., In the mill villages of South Carolina. Efforts will he made to provide, wherever possible, hos pitals for mill communities, where the sick may be removed from the congested village quarters and given the proper attention. The ob ject sought ls a worthy one. and one that we hope to see attain a high de gree of success. The headquarters of the association are at Greenville. FARMER COMMITS SUICIDE. W. M. Dyar, of Anderson County, Blows Gut His Brains. Anderson, May 1(5.-W. M. Dyar, a white man, living In the Fork township, this county committed suicide by shooting himself In the head with a shotgun. He literally blew the top of his head off, his brains being scattered over the ground for a considerable area. So far as can be learned there was no cause for his rash act. J. J. Cromer, on whose place tho suicide occurred, says that Dyar was subject to des pondent spoils and that he had talk ed several times during the past year of killing himself. He left his home just before the act, told his wife he was going to see his brother in-law, a mlle or so away. He car ried his gun with him and Instead of calling on his relative he went to a field near his home and tired the fatal shot. .'tinglstrate Font held an Inquest and the jury returned a verdict that the deceased came to his death from self-inflicted wounds. The deceased was about 4 5 years of age and was a ?inlet, hard-working man. From Ramsay's Creek. Ramsay's Creek, May 17.- Spe cial: There has been much sickness throughout this section for sonic time. There is a lot of corn land to be planted yet. and hut little cotton has been thinned to a stand. Sullivan and Long made a raid on a crow's nest recently and killed live of ibo birds. This is getting rid of the pests some. Mr. and Mrs. W. X. Sullivan spent Sunday with relatives In the Toxa way section. Rev. Massiah Cobb will preach nt Cross Roads next Saturday and Sun day at 11 a. m. One and all are cordially Invited to attend. W.l.D. 1 VICTIMS OF MAD DOO BITE. Twelve Greenville Children Taken to Atluntn for Treatment. Greenville, May 16.-Twelve chil dren were taken-to Atlanta to-day to be treated in the Pasteur Institute of that city for what the physicians of that hospital think will turn out to be hydrophobia, caused from the bite of a n.*\d dog puppy and mad shephard dog. C:i Wednesday a lit tle Fhepherd puppy bit nine children lu the Stone avenue neighborhood. The parents of these children be came frightened because the little puppy was acting queerly, and killed the canine and shipped its head to the Pasteur Institute to be examined. Yesterday afternoon B. H. Peace, of the Peace Prlntiug Company, re ceived a telegram from the hospital In Atlanta, snylng that they had ex amined the head of the dog which was sent there and lound that the animal had had hydrophobia. Upon the receipt of this telegram, Mr. and Mrs. Peace, with Mr. and .Mrs. Frank J. Watson made arrange ments to leave for Atlanta yester day morning with their children. Five of Mr. Peace's children, three of Mr. Candler's children and one child of Mr. Watson were bitten by tho puppy and they were taken to Atlanta to be treated. Three children from West End. accompanied by their parents, made hurried preparations late yesterday afternoon and left for Atlanta,where the children will also he treated for hydrophobia. These children were bitten late Wednesday afternoon by a large Bhepherd (log, which was af terwards killed hy policemen. Biliousness and Constipation. Wheeler, of Madison, spent Sat urday with Rev. Fuller. Mr. Wheeler made a good Sunday school address Sunday morning. Jesse Johns and sister, Miss Hat tie, of Retreat, were in our midst recently. E. C. Tannery and Mr. and Mrs. Stancil visited In this community last week. Rev. H. F. Stovall. of Avalon. New York, May 18.-According to reports compiled by the Public Ser vice Commission, there were in the month of April 4,707 accidents upon the street railways, subways and ele vated roads within its Jurisdiction. This shows a steady Increase since the beginning of the year. In Jan uary there were 3,031 accidents; in February 3,051, and In March 4,353. Altogether there were 2,386 persons hurt. Of these 1,671 were passen gers. 66 2 persons not passengers and 503 employees. These figures also show an increase. Of the persons Injured In April 30 died.
