Hospital here nt 0.15 A. M. to
day, of peritonitis.
He had been at the hospital since
Sunday last, when ue underwent an
operation for appeudicitis. It was
then discovered that he was suffering
with a far more serious ailment. The
bowels had become twisted, and his
condition was found to be such that

recovery
He rallied, Lowever, and his condi
tion was satisfactory until 7 o'clock

The'Family Summoned.
The members of the Senator's fam
ily were with him when he died, hav
ing been informed that there was lit
tle hope that he would survive the
night.
Col. Ransdell, sorgeant-at-armB of
the Senate, at once made arrange
ments for the removal of the body
to the Latimer home at Belton, S. C.
Senator Tillman will announce, the
death of his colleague when the Sen
ate convenes to-day, after which that
body will immediately adjourn.
A committee of the Senate will be
appointed by the Vice President to
accompany the body to South Caro
lina.
Sketch of Senator's Life.
Anbury Churchill Latimer, United
States Senator from South Carolina,
a Democrat, was born in Helton,near
Lowndesville,Abbeville county, South
Carolina, July 31, 1851. He spent
his boyhood on the farm of his father
and not until he was ready to go to
college did he himself know but that
his future life might be spent in the
tilling of the soil. He spent a large
amount, however, of his life in agri
* irai pursuits, though his latter
Fs and years were given to politics.
He was elected county chairman of
the Democrat party of his county in
1890 and served two terms. He was
urged to make the - race for Lieut li
ant Governor of South Carolina In
1890, but declined, and later on was
elected to the Fifty-third and to the
Fifty-seventh Congress and elected to
the United States Senate by a big ma
jority over John Gary Evans to suc
ceed Hon. John L. McLaurln, and
took his seat as Senator on March 5,
1908, ana his term of omeo would
have expired in March, 1909.
Senator Latimer wt s 67 years of
age. He waa one of the most earnest
and conscientious committee workers
In Congress, being a member of the
committees on agriculture, immlgra
. tion, manufactures, public buildings
and grounds and census, as well as
others of less Importance.
The Friend of Good Roads. <
He was especially interested in
good roads, and probably did more
"~ttr promote the national movement
for government building of good
roads than any other member of Con
gress. He was the author of the
"Latimer Good Roads Bill." As a
member of the manufactures commit
tee he gave much attention to the
promotion of the pure food law, and
also played a prominent part In draft
ing the pending copyright bill.
During last summer he visited Eu
rope as a member of the immigration
commission and was preparing an
elabor?te report covering Immigra
tion conditions in the countries as
signed to him.

resolutions and the appointment of
a committee to take charge of the
funeral, the Senate adjourned until
to-morrow.
Tillman Announces Death.
?nator Tillman, in announcinglhe

.The Sonators in the chamber were
startled Monday morning with hews
that a surgical operation was to he
performed upon my colleague, Sena
tor Latimer. lt is now my painful
duty to announce that he never rai

and he died this morning."
Mr. Tillman then offered a resolu
tion declaring the Senate's regret,
which was adopted.
The Funeral Committee.
Vice President Fairbanks designa
ted a committee to arrange for and
attend the funeral, as follows:
Senators Tillman, Proctor of Ver
mont, FrazlerTif Tennessee, Poster of
Louisiana, Overton of North Carolina,
Johnston of Alabama, Carter of Mon
tana, Dillingham of Vermont, Dixon
of Montana, and Smith of Michigan.
In the house Mr. Finley, of South
Carolina, offered resolutions of re
gret, which were unanimously adopt
ed, and the Speaker announced the
following committee to attend the
funeral:

The death of Senator Latimer has
cast a deep gloom over legislative
circles in Washington, where he was
a familiar and highly respected char
acter in all branches of the General
Government. A feeling of genuine
sadness pervades the whole Capitol
on account of his untimely taking
away.

official bonds of the said State treas
urers for the loss of certain bonds
perloined from the State treasury
durlug the period from the year 1895
to the year 1901 Inclusive, and to
authorize the Attorney General to
discontinue suits commenced on said
official bonds.

Girl Gave Her Life in Vain.
CartersvUle, Ga., Feb. 20.-In an
heroic attempt to rescue her six-year
old companion, David Rogers, from
in front of an approaching train,
Lillie May Kline, twelve years old,
was struck by the train, and, with
the child In her arms, both were
crushed to death.
Tho children were walking along
by the side of the tracks accompan
ied by the girl's father. Hearing a
train in the distance the little boy
started to cross the track, and, be
coming frightened, stopped mid-way.
The girl,, realizing the danger, nt
once rushed to the assistance of the
boy, only to be struck by the train
just as she pfeked him up. Both
hollies were mangled beyond recog
nition.

Expert Says to Develop Blore Would

Washington, Feb. 20.-Dr. W. J.
Spencer, the British scientist who
was commissioned by the geological
survey ot Canada to make an In
vestigation of tho Niagara Falls pro
blem, discussad to-day in a most In
teresting manner the effect of the
utilization of its waters by power
plants upon the scenic beauty ot that
natural wonder.
At the Instance pf the American
Civic Federation Dr. Spencer has ap
peared before the house Rivers and
Harbors Cmmittee and presented
facts and figures to show what effect
tho request of the Ontario Power Co.
for a power franchise, to develop
which would require forty thousand
cubic feet of water per second, would
have on the falls.
It was contended by Dr. Spencer
that this request was for from twen
ty to twenty-five per cent of the
discharge of Niagara river.and would
greatly impair the characteristics*
of the whirlpool rapids, lower the
river bed up to the falls, break up
the surface rock at the foot of the
American falls and Goat- island, and
thereby cause a more rapid recession
of the Horse Shoe.
"Al tile beginning of these rapids
is marked by a rim over which the
flow of water is already very thin
upon the eastern half," said Dr.
Spencer to-day, "the diversion ot the
water will drain that portion of the
upper rapldB with tho effect of de
stroying about eight hundred feet of
the eastern side of the great Horse
Shoe and breaking up the American
falls Into separated streams. By
this shrinkage of the water, the to
tal length of both falls will be con
tracted from nearly four thousand
feet to, say, sixteen hundred feet,
and the diameter of the great fall
from twelve hundred to eight hun
dred feet. This diversion of the wa
ter will produce a shrinkage of the
Horse Shoe, so that what remains
will be entirely on the Canadian side
of the boundary line.
"On account of the lowering of the
water in the basin above the upper
rapids, it will increase the slop ; of
the river BO that the surface of Lake
Erie will be lowered by three feet.
Again, the lowering of Lake Erie
will,in the same manner,lower Lakes
Huron and Michigan."

vorce from him, L. Ashbury shot and
killed her last night. He then turned
tho gun upon himself and sent a
bullet crashing through his brain in
the presence of a number of persons,
Including Eunice Larkin, the six
year-old daughter of Mrs. Ashbury
by a former marriage.

Virginia Adopts Electric Chair.
Richmond, Va., Feb. 20.-In the
bill passed by the house yesterday
establishing a permanent place at
the State penitentiary for the exe
cution of criminals, is incorporated
an amendment changing the method
of execution from hanging to the
