Tho President Believed that He
Could Control State's Vote.
Washington, Jan. 16.-Telegraph
*c dispatches announcing the fact that
earl Wight, of New Orleans, had
finitely decided that he would not
cepl the office of Commissioner of
ternal Revenue* are of more than
dinary interest to the. people of
uth Carolina.
Behind the statement of Mr.Wight,
hat he will not come to Washington
o become the head of the big Inter
al revenue bureau, ls an interest
ing story. Last summer, when Mr.
erkes, then commissioner, decided
that he would leave the office for
tho purpose of resuming the active
practice of law, there was much spec
ulation as to who would be his'suc
cessor. To the surprise of many peo
ple John Q. Capers, of South Caroli
na, was named by the President to
hold the place temporarily until Mr.
Wight, the real appointee, could so
arrange his business affairs that he
could come to Washington.
Mr. Wight held several confer
ences with the President about the
matter, and finally decided that he
could not afford to sacrifice his busi
'ness Interests by assuming the cora
misslonershlp-at least not at that
time. Mr. Capers then went In, so
far as the public knew, to hold the
place only temporarily. There was a
general feeling ?mong the public,
however, that th?, President, know
ing of Mr. Cap?rs' strong political
hold In South Carolina and elsewhere
in the South, had really Intended for
him to be the permanent commis
sioner.
Another fact that leads to the be
lief that this ls the true state of the
case ls that Mr. Wight did not dell- |
nitely and positively decline to ac-|
cept the place until a few days ago
after Mr. Capers had been confirmed
by the Senate as commissioner.
There is apparently no reason why
Mr. Capers should not hold tho place
for an indefinite time. The adminis
tration of his office has been entirely
satisfactory, and he has mixed poli
tics and business of his bureau to
the liking of both the President and
becretary Cortelyou-his Immediate
superior.
Mr. Wight's statement that he
would not accept the place and Mr.
Capers' confirmation should mean
that the latter will hold the place for
an indefinite period.

Shoot Slayer of Brother.
Lawton, Okla., Jan. 17.-Dr. F.D.
Beauchamp, of Lawton, to-day was
shot and killed by Attorney John E.
Thomas, of Lawton, and William J.
Thomas, of Fort Worth, Texas, in a
three-cornered pistol fight, caused by
an old feud.
Several months ago Dr. Beau
champ killed Charles Thomas, a bro
ther of John and William Thomas, at
Hobart, Okla., Beauchamp alleging
intimacy between Charles Thomas
and the doctor's wife. Since that
time trouble has been brewing.
Dr. ricauchamp was about to de
part from Lawton to-day when the
Thomas brothers met him on the sta
tion platform. All three men drew
pistole immediately. William Thom
as fired twlc\ both bullets being ef
fective. Thea .John Thomas shot
Beaucamp twice, and the doctor fell
to the platform dead. He fired at
the brothers before falling, but miss
ed them.
The Thomases surrendered to the
sheriff.
Dr. Beaucamp had been released
on bond.

Shot to Death on Moving Train.
Helena, Arkansas, Jan. 16.-John
Stokes shot and killed Charles Bil
lingsley, whose wife was formerly
Mrs. Stokes, aboard a train near this
place to-day. Following the grant
ing of a divorce the former Mrs.
Stokes was married to ?Billingsley,
and the parties were en route to this
city to attend a session of court at
which the matter of the custody of
Stokes' two children was to have
been decided, when the men met and
the shooting resulted.
Stokes, who has been arrested,
claims to have acted In self-defense.

Schmitz has applied through counsel
to be admitted to ball, but in the
absence of the District Attorney the

Schmitz has grown very restive in
the jail and is clamoring for re
lease.
Ruef says that when he gets out
he proposes to work for better quar
ters and food than are now given
occupants of the jail. He declares
the cells are very unsanitary.

The contest for mayor was between
Col, James Grant and Col. R. E. A.
namby, the former getting 16 and
the latter 65 votes. All opposition
in the race fdr councilmen was with
drawn before the election began.

Cortelyou Denies Report.
Washington, Jan. 16.-Secretary
Cortelyou was at his desk in the
Treasury Department for the first
time since his reCent illness which
began about four weeks ago. He
said that the published story that
he had resigned or would resign was
absolutely without any foundation.
Mr. Cortelyou pronounced the story
that he had been offered the presi
dency of the Knickerbocker Trust
Company, of New York, as abso
lutely untrue.

tile mills already amounts to fully a

der Randall, a citizen of Augusta,
native of Baltimore, died here at 4
o'clock yesterday afternoon, after an

"My only regret is that I could not
do for Massachusetts what Randall
did for Maryland."
For twenty years he was editorial
writer of the Augusta Chronicle, sev
ering his connection here In 1886,
when he became connected with the
Baltimore Press. He graduated from
Georgetown and received his LL. D.

leen to-day by Judge St. Paul, of the
Civil District Court, in a controversy
between him and Donolson Caffery,
Jr., son of the late United States
Senator Caffery.
The judge had printed In a news- -
paper a formal card applying to Mr.
Caffery one of the epithets formerly
recognized as cause for a duel. The
card was In reply to a statement al
leged to have been made by Mr. Caf
fery last night in a political speech
regarding an injunction which Judge
St. Paul issued last Saturday, tempo
rarily restraining the Governor from
removing from office a registrar of
voters in New Orleans. Mr. Caffery
immediately replied that his remarks
had Deen incorrectly reported to
Judge St. Paul.
, Judge St. Paul to-night, after con
sidering Mr. Cattery's reply, issued
the "amende honorable," exonerat
ing Mr. Caffery. The amende was
In regualr form, signed by two sec
onds of the judge and likewise ac
cepted by two seconds of his oppo
nent.
This ls the second time In the
present Gubernatorial primary that
preliminary steps of the dueling
code have been entered into. On
the former occasion Mr. Caffery took
exception to remarks alleged to baye
been made by J. Y. Sanders, one of
thu candidates for nomination for
Governor._
