hgton, Jan. 15.-Telegraph
latches announcing the fact that
Wight, ot New Orleans, had
Itely deolded that he would not
)( the office of Commissioner of
t?rnal Revenue . are of more than
dinary interest' to the. people of
>uth Carolina.
Bviiiud thu statement of Mr.Wight,
?at ho will not come to Washington.
become the head of the big inter
nal revenue tureau, ls an Interest
story. Last summer, when Mr.
rerkes, then commissioner, decided
he would leave the office for
the purpose of resuming the active
(votice of law, there waB much spec
1 ulation ns to who would be nts suc
cessor. To the surprise of many peo
ple John O. Capers, of South Caroli
na, vas named by the President to
hold the place temporarily until Mr.
Wight, the real appointee, could so
arrange his business affairs that he
could come to Washington.
Mr. Wight held several confer
ences with the President about the
matter, and finally decided that he
could not afford to sacrifice his Dust
iness Interests by assuming the cum
mlsslonershlp-at least not at that
time. Mr. Capers then went in, so
far as the public knew, to hold the
place only temporarily. There was a
general feeling among the public,
however, that the President,, know
ing of Mr. Cap?rs' strong political
hold In South Carolina and elsewhere
in the South, had really Intended for
'him to be the permanent commis
sioner.
Another fact that leads to the be
lief t li ii t this is the true state of the
case is that Mr. Wight did hot defi
nitely and positively decline to ac
cept the place until a few days ago
after Mr. Capers had been confirmed
by the Senate as commissioner.
There ls apparently no reason why
Mr. Capers should not hold the place
for an indefinite time. The adminis
tration of his office has been entirely
satisfactory, and he has mixed poli
tics and business of his bureau to
the liking of both the President and
becretary Cortelyou-his immediate
superior.
Mr. Wight's statement that he
would not accept the place and Mr.
Capors' confirmation should mean
that the lattor will hold the place for
an Indefinite period.
