This means that all the cotton exohanges in South Carolina, whether operated as buoket Bhops or not, will have to go out of busines. Tbero is nothing in the law us it is generally uuderBtood here, however, which preveuts anyono receiving cotton and stock market quotations, provided orders for futuros aro not received or transmitted. Tho buroau is almost absolutely necessary for cotton brokers, manufac turers and the farmers who want to koop in close touch with prevailing pricos every hour in the day. Tho doalors in grain aud meat want to know what Chicago markets aro doing and there is some intornst in the Now York stock market. The State law is aimed at speculation. It seoks to prevent tho handling of contracts for future dolivery, whether in cotton, stocks, wheat or anything else. Tho law, however, is not effective in interstate business, and those desiring to deal in futures will probably resort to the tolograph oompanies, whero they will have to stand the heavy private tolls. It is ovident, therefore, that while specula tion cannot bo stopped entirely, it will be considerably roduoed under tho new law. We uu?.u-stand the markets will bo reooived by private wiro by the different manufacturers and buyers throughout Oconee oounty. Bloody Affray in Edgefield. C.-Kurthor develop ments ID tho case of Hov. C. M. I ii ll im;?, rccontly doprcssod from tho pastorate of the Baptist ch m cii here, aro to the otTect that this drastic action came as tho result of a report which had boon circulated about BUllngs1 conduct with his cham bermaid, a neat oo'.erc.! girl, who had been in his employ for several years. Tho story waa generally reported on the miuister rccontly but tho positivo proof of tho charge was not secured till totters by tho preacher, whiob wore read at the church conference yesterday, to tho negro girl, who had Hud to Bamberg, S. C., cleared away tho least vostige of doubt and made tlioso who had boon thu preacher's fiietuls shudder with the horror and dehaseness of his conduct, tho liko of which was novor before known in til i s com m ii ni ty. Those letters uddrosttud to the negro girl at Bainbrig told, in many terms of endearment, of the love tho miuister bore for her, that ho could not livo without lier presence, and that in order to bo with I hor at all times ho would leave his home, Alis wifo, and all his frionds-and go with lier, even to death. Boforo coming to Blackville Billings preached at Waynosvillo, N. C., Tim tnonsvillo and Walterboro, S. C., and other places. Reported troubled of a nat oro similar to thal nure was circulated on tho man at Waynosvillo. Billings married an invalid wifo in "North Carolina and to them was born a boy, who is still quito small. Tho physi cal condition of his wife and tho youth of the ohild greatly increase tho enormity of the offonse against socioty and the ohurch. ?UNE 28 WRS SOUTH^CftROLINA DRY AT JAMESTOWN-GOVERNOR ANSEL, W.
