STILL BUILDING RAILROADS.
Reports of various kinds are circulat

directly to President Spencer. It stated
that the railroad would bo built through

With tho Hine Ridge Railway asan outlet
for the products of the coal fields and
timber regions. This proposed short-cut
trunk line has been looked forward to
with hope for years, and each year has
brought forth a heavy crop of roporta,
roviving hope for the realization of Cal?

South Atlantic coast. So far there has

In speaking of the reported extension
through Kainui Gap, President Spencer
says:

is to make a connection between Mary

route will not penetrate Kabun Gap as
iveportod. lt will pass through another
*ap in the mountains.
And thus tiie situation stands as it has
stood for years, and may stand for years
to come. The reports aro circulated in
one ?plaiter and denied in another;
promises made hen; .?nd ridiculed else

The Southern may he in earnest about
building; we hope it is. lt. may he at
tho same old game of reviving reports
ind tining a little work here and there to
hold its rights ot way. There may hu
something and there may ho nothing in

However this may be, we hope the time

abundance of traffic in the proposed

truth of the matter is, the Southern tloes

st. Petersburg, .lune 2(1.-Tho hu
nounoomont of AloxiofPs retiromout was
not aooompamed by tho usual rescript of

imperial disfavor. Tho retirement of
the Grand Duke Alexis as high admiral
and of Aloxieff as Viceroy of tho Par

Eastern committee in quiok succession is
the best evidence that .Japan could need
that tho Emperor has washed his hands
of the whole ManollUrian adventure. Tho
liberal press greets tho demise of the Far

Tho Slovo, M. Wittc's organ, traces
tho origin of the war to tho late Interior

"The black page which preceded tho

by the Emperor and all Russia will
