This penalty to bo increased according to tho amount of excess bagging thoro may bo abovo B?X yards and six bands so allowed. This notion on tho part of tho mombors of tho association, which was partici pated in by practically all thc buyors and cotton mills in tho Southern States, had tho effect of practically stopping tho placing of excess taro upon cotton at tho gins, as whoro bales wero offered for salo showing excess taro it was penalized lu accordanco with tho resolution of tho Southeastern Cotton Ruyors' Associa tion.
