Jeff Di Morgan was shot and killed by
Robert Crosby, an escaped prisonor from
tho Salem, Ark., jail. Sheriff Morgan
loamed that tho man was in town and
went to arrest him on Main street.

Crosby said: "All right," and protonded
to submit, but suddenly dashed down his
grip ?.ml in an instant had shot Sheriff
Morgan in tho heart.

nent merchant to a Journal reporter.
The local morohants have all bcon not died
of tho strict laws governing tho importa
tion of oats from tho weevil infected dis
trict? and for several months not a sack
of Toxas oats has boon unloaded hore.
The .Southern States gonerally, includ
ing South Carolina, havo, through, their
Commissioners of Agriculture, passed
strict rules governing tho shipment of
oats aud grain and at ono timo it ap
peared that tho looal dealer? would bo
greatly inconvenienced in thoir efforts to
get grain for Ibo homo aud county trade.
The Spartauburg dealers, howovor, say
that they aro mannging to got considera
ble quantities of grain from Oklahoma,
and tho States north of Texas, aud, there
fore, aro not suffering tho result of tho
embargo of grain severely as they llrst
thought they would suffer. "As no
Toxas oats can bo unloaded in South
Carolina without a jury llrst examining
it and declaring it tree from tho boll
weovil, it is evident that no Texas grain
shipper is going to tnko this risk, and, as
far as wo know, nono of thom havo tried
it," said a well-known merohnntof Spar
tanburg. Tho offerts of tho States to
keep out tho boll weovil havo oausod a
good deal of lucenvouiouco to tho grain
dealers boro, but tho merchants recog
nize tho need of tho strict watch on ship

sociation last yoar sent out circulars
stating that OU account of excessive
amount of bagging which bad previously
boon put on cotton nt tho gins, nud tho
fact that Spinner? had boon billing back
to tho cotton merchants amount, of ex
cess bagging and ties abovo six yards of
bagging and six ties to tho halo; that all
of tho firms belonging to tho association
would hereafter put a penalty of npt loss
than (50 cents per halo upon any balo
which had upon it abovo six yards of
bagging and six bands. This penalty to
bo increased according to tho amount of
excess bagging thoro may bo abovo B?X
yards and six bands so allowed.
This notion on tho part of tho mombors
of tho association, which was partici
pated in by practically all thc buyors
and cotton mills in tho Southern States,
had tho effect of practically stopping tho
placing of excess taro upon cotton at
tho gins, as whoro bales wero offered for
salo showing excess taro it was penalized
lu accordanco with tho resolution of tho
Southeastern Cotton Ruyors' Associa
tion.
Many other firms havo joined tho asso
ciation and nt tho last annual meeting a
resolution was passed ronowing tho pen
alizing of halos showing oxcoss taro in
