THE TAX LEVY.
In this issue wo liave thu pleasure of
laying before our readers th reo letters,
writton by Senator Horndon and Repre
sentatives Doyle and Drown respectively
on tho tax levy for this year anent our
remarks last weak on this Important
subjeot. It is true nt that writing wc
did not reckon witli tho 1} mills in the
acts mentioned. In fact wo presumed
these acts li ad hoon ei'her repealed or
tho levy provided by them would ho
covered into tho county treasury for nex'
year, after payment of debts for
whioh lt was pledged. There was
no referonco to these special levies
in tho newspaper reports of thc
supply bill, nud wo naturally took
lt for granted that tho :i mills was all
that, was provided for ordinary candy
exponscs this year. Ir, this respect wo
aro pleased io find wo were mistaken.
But wo aro glad that wo wrote when
and how wo did, if for no other reason
that wo thereby drew their lire ano fur
nished thom an opportunity to write in
teresting letters, givin;-, tho information
desired by tho tax-payers on these ?.iat>
tors. Wo esteem it a unique privilege
that we can lay before our readers letters
from our ontiro delegation, even though
they have to write on tho ever recurring
theme of taxation.
Still wo think it will bo hard for the
County Commissioners to make "huckle
and tongue moot" on the small appropri
ation mado for this year. As wo said
last week it will require at a conserva
tive estimate $10,(HM) to work the roads
and repair tho bridges this year, even
should wo bo so fortunato as to escape
loss from lire and Hood. To tho levy of
11 mills, Riven by tho Legislature last
year, the County Commissioners bsd to
add a special levy of ? mill for special
roads, and then they came out behind
on this score;.
Now, as tho year begins with tho pur
chase of Havener's bridge and the re
butidlas of Prat lier's bridgo, ifc seems
tho Commissioners will bo compelled to
levy tho full 1 mill for special roads
in pursuance to authority gi Veil thom '?.
tho statute for that, purpose. This will
make ft} mills for all county purposes, if
tho $45,000 of bonds can he Moated so as
to retiro all tho past indebtedness at an
early day. Unless this can bo done
soon, however, a portion of the 1} mills
will ho exhausted in the payment of the
interest accruing daily on the debts, ami
on a largo sum it grows fast, lt will
tako timo to have the bonds ongravod
and placed before tho money will ho
available for tho payment of debts.
There is always moro or less delay ill
consummating such a largo deal to H?
best advantage,
In all theso matters, our readers have
an interest, and there is nothing 1 i kt; the
virtue of publicity. We believe our
Senator and Repr?sent?t i ves have labored
faithfully to do tho very best they could
to promote the public welfare, and their
labors have been crowned with a large
measure of success. We aro sine
Oconeo has boon fori mate, dining the
ontiro term of the present incumbents, in
having three capable, fearless and faith
ful men as their mouthers of tho General
Assembly. They comparo most favora
bly with tho delegations from tito
largest and richest counties in Hie State.
Wo know whereof WO speak, and wo
avail ourselves of this opportunity of
saying so, since Borne might bo laboring
under tho erroneous impression, from
our remarks last week, that, wo enter
tained a different estimate of their ser
vices. They merit tho "well done" of
their constituents, and have set a high
standard for those who may conto after
thom.
Now, in conclusion, a word for the
County Commissioners. They solicit, thc
earnest help and co-operation of ?ill our
citizens in the discharge of their arduous
duties. Lend thom a helping hand, and
don't try to drive too big a bargain with
tho county. Throw a little patriotism
and love of country into your wink for
tho public, and thus holp to pull, thc
county finances out of a hob;. Itomotn
ber tho Commissioners can do little
without your help; but. w Ith it, much can
bo accomplished.
Well, suppose, the bonds can ho sold
soon, what will bo left to run tho county?
It will stand as follows:
8 mills in supply bill.$10,033 BO
1} mills in former acts (esti
mated) . 5,852 90
Commutation road tax (esti
mated). 2,270 OM
Total.$18,150 Ht
It matters not what kind of an extra
effort tho County Commissioners may
make, tho roads cannot bo worked as
thoy should out of this amount, after
paying tho fixed charges against thc
county. Hence, thc only recourse the
Cont missioners have will be tho levy of
ono mill for special roads. This will
raiso $3,844.50, which added to the above
will givo $21,600.00. This sum Is ap
proximately tho expenses last, year, ex
elusivo of the $10,000 Hood debt. Wi
may count ourselves fortunate indeed it
Prattler's and Ravenel's bridges can la
paid for, tho roads worked and the
county run on this sum. Tho Commis
sioners will make an extra effort to this
end, and they solicit extra help from tin
people.

Hy the terms of these aots (court houso

Columbia, S. C., Fobruary 18, 1004.
Messrs. Editors: Tho advance sheet of
tho editorial pago of this week's Courier
was received, and I knew that tho articlo
on tho tax levy would never havo boen
written had you boon entirely conversant
with tho tax lovy as it will atleet Ocouoo
couuty for tho year 1004.
Hut since tho articlo in question has
booti published I think it incumbent
upon myself, ns hoing ono of your Kep
resontatives in tho (louerai Assombly of
South Carolina, and hoing in part re
sponsible for tho levy ns llxed for this
year, to inform tho tax payers of Ocouoo
just what tho lovy is.
Last year's lovy, ns fixed by tho Legis
lature, was as follows:
Cour t house and jail.. J of ono mill.
Past indebtedness... 1 mil).
Ordinary County... 44; mills.
Total .(?i mills.
This Legislature bas passed a bill au
thorizing tho County Commissioners to
issue bonds. In this issue of bonds will
ho included thc court houso and jail
debt as well hs tho past, indebtedness of
tho county and practically all of tho in
terest on tho samo.
Under tho act passed by this body
throe years ago, levying } of ono mill for
improvements on tho court houso and
jail, this levy goes into tho ordinary
county finnis, as well as tho act passed
last year levying ono mill for past in
debtedness. Heretofore this money has
been Used for this speedie, purpose.
Hut since tho act bas passod authoris
ing tho bonds to ho issued for tho pur
pose of retiring thoso debts it will no
longer bo necessary to apply those levies
to these specific purposes, and since
these levies go into tho ordinary county
funds, therefore they can be used aa ordi
? (tri/ count;/ /linda.
So it can readily bo seen that tho funds
available for ordinary county expenses
this year aro as follows:
Court houso and jail.. S of ono mill.
Past indebtedness. ... 1 mill.
Culinary county. :l mills.
Total. 4? mills.
Instead of .' mills lj mills nru to bo
applied to ordinary county purposes, and
(hero is only i of ono mill difference be
tween tho amount levied and tho amount
(."> mills) suggested by tho editors, and
tim amount levied gives tho Commis
sioners for ordinary county purposes J
of ono mill moro than they had last year.
Tho levy this year will li.ise $15,880 87
for ordinary county purposes-that is,
that amount will bo available-and this
amount, in my judgment, will bo suffi
cient. And I rather think that ono year
boneo, when our new road law goes into
effect, that tho prosont lovy should bo
lowered. That, however, can bo met at
that time and has nothing to do witli tho
question under discussion.
Had wo loft thu levy as it was last year
tho amount which would havo been
available for ordinary county purposes
would havo boon as follows:
Court houso and jail..* S of ono mill.
Past indebtedness. 1 mill.
Ordinal y county.4 } mills.
Total. t!? mills.
Tho Commissioners under thc old lovy
would have had at tlioir disposal (?? mills
instead of 5 mills, advocated hy tho
editors, or tho 4} mills as allowed by tho
(.enc! al Assembly.
Tho total levy for all county purposes,
fixed by thc Legislature, (including past
indebtedness. ?fcc.,) was ti? mills. This
year it is B '.'/20 mills for same purposes.
At tho samo timo tho ordinary county
tax available this yoar is l?? mills against
.I .J mills last year. Tho total levy is
lower this year because wo have provided
for tho bonds. Tlioy will run longer
than our loan from tho State Sinking
Fund. Our total levy for. tho purpose of
paying our indebtedness to tho Stato
Sinking Fund was IJ mills, whilo our
total levy for tho purpose of cancelling
tho bonds, when tlioy become duo, is
1 ]/:> mills.
I trust that tho above is BUfHoieutly
clear to relievo tho fears in tho mind of
tho odi'ors as well as tho Commissioners.
For my part 1 cortainly have no desire to
cripple thom in their elforts to give us
good roads and bridges, but, on tho
other hand, havo always tried to holp
them in their efforts, provided I thought
them reasonable.
And would say further that I am sure
they will bo satislied, since tlioy havo
found ont what they really havo availa
bio, and boliove they will lind tho lovy
ample for au economical administration
which they claim and 1 beliovo they aro
giving us.
I haven't mentioned tho Stato tax of *>
mills nor tho constitutional 8 mills school
tax, as they aro not questions at issue,
and of course remain justas thoy wore.
In conclusion, and I trust that this
may ho the conclusion of thc whole mat
ter-as I havo an aversion for newspaper
controversies, and, in fact, for newspaper
notoriety of any kind-that now in tho
closing days of my legislativo career, I
can truthfully say that I have tried to bo
faithful to tho trust placed in mo by tho
pc .plc of Oconee county, and havo cor
tainly gnat dod their interests as host I
could, although I may possibly have
fallon short in some instances. I fool
perfectly sure of ono thing : 1 haven't
scored a completo failuro.
I trust that all errors in diction, Sro.,
in the foregoing may bo overlooked, ns
lt is written during a furious del ato on
submitting thc dispens?t y question to
tho various counties of tho Stato.
Thanking tho peoplo of Ocouoo for the
boums ? havo received at thoir hands,
respectfully, K. C. Doyle.

problem to solve and wo pavo it earnest
consideration, taking all things and all
thu tax payers into consideration.
Our aim was to meet tho demands
against our county as soon as possible
without working a hardship or burden
on our pooplo. Wo feel satisfied that
our solution of tho problem is the best
way out of tho ?nanoial trap wo find
ourselves in. Wo also think that tho
County Commissioners do not fully un
derstand What WO have placed in
their hands to ho used hy thom. Whilo
wo would not accuse our presont board
of being extravagant, wo think tlioy havo
done well when wo consider what they
havo had to contend with. But tho
timo lias come, and now is, that WO must
begin to put on tho brakes all along tho
line on thc subject of taxes.
As to the bill requiring tho purchase
of Havenel's bridge, wo think it is only
fair to tho people of that, section of our
county, that being tho only toll bridge in
the county, and Bickens proposes to pay
one-half of tho cost, that tho bridgo
should bo bought and give a freo cross
ing to our people.
Our pooplo will find in a lotter from
Dr. Doyle just what their taxes will bo
and for what, purpose. Wo hopo that
our hoard will ho able to get through
and that the tax-payers will also bo able
to live after paying their taxos.
Wo will soon be at homo and thou wo
will ho willing to give an account, of our
doings. W. M. Brown.
