Boys and Cigarettes. Tho Georgia Legislature has taken up the oigarette question again. A dispatoh from Atlanta reports that tho House of Repr?sentatives has passed "by an overwhelming vote" a bill prohibiting tho sale of cigarettes and oigarette papers in tho State, and it is oxpeotcd that the Senato will pass the mcasuro as soon as it ronches that V, "dy. There is no ground, we think, to doubt tho wisdom of saoh legislation so far as it applies to minors, and in the absenoe of information to the contrary we assume that tho Georgia bill applies only to that class of per-1 HODS. It is well known to all medioal mon that smoking tobacco is injuri ous to boys, when carried to excess, and a very moderato indulgence for a man is excess in thoir case. The effect of the praotico is to weaken thc heart and disturb its functions, and how very many young constitu tions in every community are so im pairedjis sufficiently shown whenever physical tests aro required in examina tions for competitive places. Ruled out for a "tobacco heart" has bocomo a familar story in tho country. The cigarette is responsible for most of tho harm done, as it is the mode of smoking most in favor with boys. Comparatively fow men in dulgo in it. It is, therefore, well to strike at tho practice, either generally or specifically with reference to young smokers. It should be prohibited, in in their interest. Tho objection is urged that the Bale of .cigarettes "oan not bo prevented." If so, then smok ing in public should also be forbid den under sharp penalty. Boys do most of their smoking away from their homes and places of employ ment. If they cannot smoko else where except in fear of polico atten tions the evil will bo greatly abated, and it should be abated as far as practicable. The leorgia Legislature is doing a good work, and it should have many imitators.-r-News and Courier. --? ? ? A crowd collects and gots somo unsus pecting youth to join thom in a snipe hunt in somo distant forest. Ho is assigned a station and given a bag to catoh the snipes as they are driven in. Ile gets down on his knees and holds the bag open whilo his com panions retiro with torches to drive the gamo into tho open bag. But that is tho last Been of them, for they go home leaving the innocent young man out in tho dark holding thc bag. Whon ho realizes that he is tho victim of a practical joke ho does not know how to got back to tho starting point, for ho is on strange ground. Thoro is a groat snipe hunt going on now. McL?urin and some Others who undestand tho game have a num ber of innocent men out in tho woods holding bags opon to scouro the gamo as it is driven in. It will not bo long until tboy realize that they aro victims, and then they will not know how to get back to the starting point. Tho whole country is watching this great snipe hunt and beforo long tboy will seo tho bag holders coming in with dejected looks and no game.-Abbeville Medium. Twentieth Century Medicine. CENSUS FIGURES. Population of the Country by Sex, Nativity and Color-More Males than Females. The final census report on tho population by sex, general nativity and oolor of tho several States and Territorios was issued recently. It shows that the males numbered 89, 059,242, and constitute 51.2 per eont of tho total population in 1900, while the females numbered 37,244,145, or 48.8 per cent. There is a, slightly larger proportion, ot females now: than ten years ago. There is a dif ference in favor of males at tho pres ent ceusus of 1,815,097, as compared with an excess of males for the equivalent area in 1890 of 5,160,370. Thore has been an inoreaso in total population of 13,233,031, or 21 ;>er oent since 1890, made up of 6,744, . 179 males and 0,489,452 females, representing an increase in males of 20.9 per oent and females 21.1 per cont. There aro 06,843,302 native born persons and 10,460,085 foroign born persons, tho lattor element constitut ing 18.7 per cent of the total popula tion in 1900, against 14.8 per cent ten years ago. The foreign born show an absoluto in?rense during the deoade of 1,151,994, while the native born have inoreap^d in ton years 12,081,637. As to color and race the popula tion in 1900 is made up of 66,990,802 white persons and 9,312,585 colored persons, tho latter figure comprising 8,840,789 porsous of negro descent, 119,050 Chinese, 85,986 Japanese and 266,760 Indians. The corres ponding figures for 1890 showed a total of 65,166,184 white persons, 7,488,788 persons of negro descent, 126,778 Chineso, 14,399 Japanese and 273,607 Indians. The colored element constituted 12.2 per cent of the total population in 1900, as against 12.5 per cent in 1890. The white population shows an increase since 1890 of 11,824,618, or 21.4 per cont and tho oolored element as a whole of 1,409,018, or 17.8 per cent. Thore has been an increase during the past ten years in persons of negro desoent of ' 1,352,001, or 18.1 per cent and in Japanese of 71,587, or 497.2 per cont. Tho Chinese on tho other hand show a loss since 1890 of 7,728, or 6.1 per cent, while the Indians have decreased from 287,297 in 18r tho negro race everywhere, save within British dominion, race prejudice is as strong there as it could possibly be in tho South. Tho now Australian Parliamont has taken prompt stops for tho re pression of the colored races. A labor bill passed prohibits the immi gration of people who cannot speak some European language At first it was proposed to limit the immi gration to those speaking English, but it was finally decided to extend the privilego to people speaking any European language. As tho bill was intended to difforontiato betwoen whito and black, this requirement was deemed effective. As to gov ernment work, employment is given to whites only, and in all tho mail contracts, whether overland or marine, there is a stipulation that colored labor is not to be used. There is a movement now on foot to exclude black labor from the sugar plantations, which is likely to culmi nate into law. Tho edict seems to bo that the colored man must go. Tho Boston Herald, in discussing the outbreak of whito antipathy in an English possession, tries to ex plain tito exclusion of colored mon from tho marino service by saying that "in times of need, liko tho Chi nese, they aro not to bo depended on." Whatever tho excuse, tho fact is them that colored men arc not wanted.-Atlanta Constitution. ? ? .?> Hero is a suggestion to the oorn lesB farmers of tho State, which was made by a careful farmer. He sa^s that if ono will select a lot of fair land, prepare it thoroughly, and sow about ono peek of wheat and a bushel or moro of oats to tho aero, manure it well.and out in tho dough sta to he will get fino horse and cat tip feed. By sowing tho early varie ties of wheat and oats it will bo ready to cut May 20 to 25 and tho land can, be planted in cotton or corn immediately. That will supplement tho short corn crop. Or if tho land is sown in peas and sorghum, with seasonable showers, a fine crop of hay may bo mado. Tho Pel/.er Manufacturing com pany distributed $60.00 in prizes to tho ladies who kept tho cleanest and most attractive yards or gardons.
