ADDS MATS ttl ALLY TO TAX AB LB m?
PBBTY,
Chairman Bradloy. of tho Stato Board
of Equalization, in talking of tho offloial
action of tho Stato Board, was askod :
'.What will bo tho offoct of tho law
equalizing the nssossmont of cotton
mills, oil mills and fortilizor companies?"
Ho said : "Tho immodiato effect is tho
addition of $1,403,071 of thc taxable
property to tho tax books of cotton mills
alono. I think, howovor, that tho most
important result of tho law is found in
tho fact that it reveals tho great inequal
ity of assessment as betweon counties.
Tho assessment of cotton mills, cotton
oil mills, otc, clearly reboots tho condi
tions ns to all other property in tho sovo
ral counties, and discloses but too plainly
tho fact thal in somo counties proporty is
assessed much lower than ill others, and
that in all tho counties tho assessment is
far bolow markot valuo-tho basis ilxod
by law."
"Why did tho board lix 00 nor cont of
tho markot valuo of stock as tho basis of
taxation ?"
"It was thought by tho board that this
amount was a fair average as compared
witli tho nssossmont of ot her proporty,
varying from 45 por cont to 80 por cout,
as I am informed by individual mem
bers."
"Will tliis present por cont basis havo
a tendency to reduce tho nssossmont on
real ostato and personal proporty ?"
"I think not. All proporty is reasses
sed noxt yoar. and now that wo know
and havo proclaimed tho fact that pro
porty is assessed ridiculously low, I be
liovo an offort will bo mado to placo all
property near the markot valuo. This
will work no hardship on tho tax-payers,
as increasing tho valuo of proporty will
roduco tho rato of taxation."
"Do you think tho law can bo improvod
in any particular ?"
"Ves, I think it should include nil
manufacturing establishments, banking
corporations, and, in fact, all tho perso
nal and real property in tho State. I bo
liovo as a rulo that money or credits, as
tito caso may bo, bear loss of tho burdon
of taxation than any other class of pro
perty, and this is most applicable to tho
privato monoy-londors. I may add that
Iioor land is assessed at noaror it? mar
cel value than in any other class of pro
perty ; lu fact in many instances it is as
sessed at 100 cents on tho dollar."
"Dow do you think tho mill mon viow
tho law ?"
"Judging from what they havo said
boforo our board, in poi son and by lottor,
I boliovo they aro willing to put their
property on a parity with otlior proporty
of tho Stato and will accept a general ad
vanco all along the lino."
"Docs tho presont per cont basis, fixed
by tho board for this mooting, hold good
for subsequent sessions of tho board ?"
"No, and it is perhaps hotter that it
should not. As pointed out by Col. Orr,
it would bo possible for somo corpora
tions to so manipulate salcsof stock as to
reduce their assossmont very much bo
low tho truo markot valuo; this, 1 say, is
possible while complying with tho law
in making roturas, otc.
"in this connection 1 may add that
North Carolina proceeds in tho samo
manner that wo havo dono to arrive at
tho valuo of tho plant, and thoy assoss
tho cotton mills at 80 por cent of this
amount. This was brought ont at our
mooting yesterday, when Mr, C. W. John
son, of Charlotte, representing a mill at
that placo and ono at Hock Hill, S. C.,
mado a statement to tho board."
MOltH TIIOKOUOII NKXT Y KAU.
Tho work of tho board at this session
was very much impeded, owing to tho
fact that the law is a now ono, and tho
Comptroller General found it impossible
in tho short spaco of timo allowod him to
get full in formation relativo to tho vari
ous companies. With tho information
now in hand and the plan of assossmont
outlined tho work can bo mado much
moro thorough next year.
