Tho Clerk of tho Stato Board of
Pensions stated yesterday that the
approved rolls of pensioner*, had
been sont in by most of tho County
Boards. It is noteworthy that these
rolls show a deoided decrease in tho
number of pensioners as compared
with last yoar's list. This is proba
bly duo to tho operation of tho pro
visions of the now act now of force,
throwing groator safeguards around
the disbursement of the pension ap
propriation.
Despite tho fact that many of the
counties have sent in their lists, the
lists will have to be returned for re
vision, owing to defects. This, of
courso, will, of necessity, delay the
meeting of tho State Hoard, and
consequently checks will likely reach
tho pensioners later than usual.-The
Stato, March 7th.
Bill Unconstitutional.
Judge Benet yesterday in court
hore decided the act of 1900, putting
tho county otlicers on salaries, to be
unconstitutional, on tho ground that
it was local and special legislation,
and, therefore, repugnant to the con
stitution. The question came up on
a oaso of Probate Judge Nance vs.
Tho County Board of Commissioners
on a bill presented to the Hoard by
the Probate Judge.
It was an agreed case between tho
parties and it was decided to make a
test case of it. Hon. George E.
Prince represented the Probate
Judge and lion. J. E. Broazoale, thc
County Attorney, represented the
County Commissioners. The case
will be appoalod to the Supremo

James E. Oglethorpe, the founder
of Georgia, was a person of conside
rable culture, enjoying tho friend
ship of such scholars as Alexander
Pope, James Thompson, the groat
poets, and of Samuel Johnson, who

mountains of Idaho with a partner
when I went out alone one day to pop
over some game for tho dinner pot. I

"On a grassy spot, in tho full blaze
