was oxonoratcd this morning at tho
mooting of tho State Board of Control
and he was reinstated as Commissioner,
in fact as well as in name. Mr. Douthit
has been to his ollico daily since tito
Board of Control "bouncod" bim. Ho
has offered to porform tho duties of tho
oflicc, but an to tho matter of signing
checks ho was debarred in that. Capt.
Webb, the clerk of tho Board, was only
authorized to do so. When tho court de
cided against the majority of tho Board
Mr. Douthit continued to act in cortain
capacities as Commissioner, but tho reso
lution of the Board still hold and ho
could not sign eliocks for receipt or in
payment of tho oxponsos of tho dispen
sary.
At thc Board meeting to-day there was
quito a lively discussion as to a resolu
tion olVered hy Haselden last night, but
not adopted, that tho whole matter bo
dropped for tho prosent and tho Legisla
ture ho allowed to act. Mr. Haselden,
who is using crutches, took no part in
tito dobato. Mr. Williams said that Mr.
Douthit had acted as ho thought lie
ought to under thc rules of tho Board in
rrioronco to tho soiling of contraband
liquor. Mr. Douthit may havo mado a
mistnke, but each member of thu Board
is equally guilty. "When 1 proparcd tho
resolution," said lie, "which was adopted
by the Board in roforonco to tho salo of
liquor from tim State dispensary. I did
not realizo that tho Board was violating
tho law, but it was becauso tho law says
liquor can bo sold only from tho dispen
sarios."
After a great deni of discussion and
personal quarreling botweon mombors,
which did not result in any fight, tho
Board finally adopted tho following reso
lution:
"Whereas, certain charges have here
tofore been made against J. B. Douthit.
Commissioner, and whereas, tho Boara
of Control lias sinco beoomo thoroughly
convinced, that tho charges cannot bo
sustained; lie it. thoroforo,
"Resolved, Tliat tho said charges be,
and thoy aro hereby withdrawn."
Tho resolution was adopted. Mr. Ha
soldon was tho only recorded "nay"
against ita adoption.
