more than two hundred and fifty, inclu
ding joint and conourront resolutions,

Tlioro is, porhaps, some misapprehen
sion as to tho provisions of tho bill to ox
ompt eortain portions of our county from
tho oporation of tho stock law. This
bill provides for tho building and main
taining of a lino fonco across tho county
and around tho portions thereof to bo
oxomptcd, hy tho labor of thoso who aro
to onjoy tho bonoilt of tho samo, and no
tax is to bo loviod on any property what
ever for said purpose, lt was introduced
by mo upon tho petition and request of
tho people living v Ullin tho territory to
bo oxomptcd, and will givo to tho moun
tain people what thoy havo long desired,
and sooms to mo to ho fair, reasonable
and just in its provisions and will hurt
nobody and bonoilt a largo class.
Thoro havo been somo very important
measures introduced. Among theso 1
would mention tho bill to redistrict tho
Stato; that is, to roarrango and adjust
tho several Congressional Districts of
South Carolina. Under this bill our
District will be composed of tho counties
of Anderson, Ceonce, Piokous and Green
ville. Tho object Is, as thoro is no longer
any necessity for gerrymandering, that
each Congressional District shall bo com
posed of contiguous territory and of a
homogeneous population.
The bill to amend thc law so as to cro
ato ton judicial circuits, instead of eight,
as tho law now provides, has not been
killod. If this measure passes, which ?
think not very probablo, our county will
bo thrown in tho tenth circuit, composed
of Greenville, Oconee, Piokons and Lau
rens, Why Laurens instead of Ander
son should bo grouped with Greenville,
Oconeo and i'ickens is moro than I am
ablo to explain, when it seems to mo
that to ineludo Anderson and leave Lau
rens asido would bo tho natural forma
tion.
Tho bill to pr?vido for a system of
county courts will likely demand a good
measure of discussion, unless its neces
sity should be deemed supereeded by
tho creation of ten circuits, ii' that bill
becomes a law. Tho complaint is that
tho circuit courts, as now constituted,
aro congested and aro not sulllcient to
discharge tho business before them, and
heneo tho necessity for an increase of
circuits, or oise tho creation of a system
o? couiuy courts.
Thoro aro a number of bills bearing on
tho subject of the State dispensary, I
think it is safo to say that the provisions
of tho Act will bo very materially modi
fied, if thc law is not repealed, and a
qualified submission of tho question to
tho voters of each county in tho Stato to
dotormino for thonisolvcs ns between
prohibition and dispensary, and, por
haps, a systoin of high license, will most
probably bo tho result of tho agitation.
Thus far thoro has boon yo test of tho
strongth of tho sides holding theso op
posing viows, but it is genorally con
ceded thnt they number about one-third
oaoh of tho members of tho Assembly.
An oftort is being mado to unite tho
forces of prohibition and high license, as
against their common foo, tho dispen
sary; if so, thoy will crush it out; but
they may not he ablo to harmonizo and
tho groat "moral institution" bo allowed
to stand.
Sovoral bills hearing on tho subject of
tho privilege tax on fertilizers havo boen
introduced. Ono scoks to rr-duco it to
ton cont? per ton instead of twonty-llve;
anothor Books to distribute the income
from this tax to tho soveral counties of
tho Stato for tho establishment of a sys
tem of high schools; another provides for
tho d.vislon of tho fund arising from
this tax equally hotweon Clemson and
Winthrop colleges. Tho govornor rec
ommends this equal division in his mes
sage Tho board of Trustees of Cleni
Bon this yoar only ask for (40,000 of this
fund, and not tho whole amount thereof
ns horotoforo. I think it probable that
tho equal division hotweon tho two col
leges, as above, will most likely obtain,
though thoro aro somo mom bars who aro
in favor of paying tho whole fund into
tho Stato's treasury and putting all tho
Stato colleges on tho saino plano of sup
port by direct appropriations from
tho coffers of the State. This privilego
tax Act, it is generally conceded, is
unconstitutional, and would not stand
tho test of tho courts If tho quoston
was made, as it has been In tho Stato
of North Carolina, whom they have a
similar law, and thom tho question was
carried into tho United States Court, and
it hold that lt could only ho sustained ns

Charleston to build a road to Fairfax, a
ilistauco of about eighty or one hundred
miles and give it to tho Black Diamond
