The Governor's Message. .
Govornor Ellorbo's mossogo was sub
mltted to the Geuoral Assembly Tuesday
aftornoon, Boon aftor tho Sonato and
House had organized. It is a brief docu
ment, as compared with' former mossagos
of lato yoars, and this ia ono redcoming
feature. Many of his ideas, suggestions
and vooouimoudatious aro timoly and
proper. The dispensary, however, is
again given a prominent place in tho pie
ture, and is evldontly still bis "pot"
moasuro. Briefly epitomized, tho moa
sago contains a roviow of tho finances of
tho S*ato, wbioh "aro still in an unsatis
factory condition," and contains many
suggestions for tho consideration of tho
law-makors, touching tho ponai, charl t
ablo and educational institutions of tho
State, tho "order and duration of Courts,"
tho suppression of lynch law, tho prosor
vatlon of tho Confodorato records, tho
regulation of tho pondon systom, tho
holding of bi-onnial sessions of tho Log
iBlaturo, tho care of tho nubile health
and tho administration of tho dispensary
law.
lie urges bi-onnial sossions of tho Leg
islature; that tho history of South Caro
lina's part in tho Civil war bo written to
accompany tho Confodorato rolls, which
havo bcon complotod; that lynching
should bo suppressed, and tho counties
required to pay $5,000 for ovory victim
slain by a mob; that all moneys paid to
Stato colleges bo directly appropriated
by tho Legislature; that tho appropria
tion for Confederate pousionors bo re
duced one-half and tho list ho purged of
all unworthy beneficiaries; that a re
formatory Tor youthful criminals ht
established; that a liberal appropriation
bo made for tho State Hoard of Health.
? All the foregoing suggestions aro on
tho light line, except it ho the reduction
of one-half of tho amount heretofore
given to tho support of maimed Confede
rate soldiers, and his suggestion to make
counties pay $5,000 to tho family of a
victim lynched hy a mob. Wo aro op
posed to lynch law in principle, but see
no senso or reason for making rich tho
family of a villain who ravishes a white
woman, because ho happen.-; to bo over
taken by tho swift vengeance of the mob.
Tho method is a cheap form of demagog
ory, and will never go down with our
people ' .
The dispensary is still tho bono of con
toution. Qovornor Ellorho suggests tho
question of dispensary or prohibition
may ho submitted to tho votors of each
county in tho Stato, as a local option
moasuro, but ho has imposed so many
conditions and burdons on any county
voting for prohibition ns to render pro
hibition impossible in short, ho makes
a strong argument for tho dispensary,
and agahiBt prohibition, whilo ho attempts
to peso as a local optionist. But tho sub
terfuge ?B too patent lo fool any ono.
Mr. N. G. Gonzalos, in a lengthy edito
rial ovor bia own signaturo in tho Stato,
of tho 11th instant, gives tiov. Ellorho a
torriblo excoriation for duplicity in bis
campaign pledges. It will ho recalled
that just before tho second Domocratio
primary in Soptombcr, tho Stato advo
cated tho renomination of (Jov. Ellorbo.
Thoso who thought with tho Stato
woro surprised at its course, and called
on it for an explanation. This tho
Stato declined to givo at tho timo, but
promised a futuro explanation, lt now
appears that tho Stato has hoon buncoed,
and Editor Gonzalos publishes in full
tho intorviow, and,also gives tho written
pledgo of Gov. Ellorbe, signed on Sep
tember 8th, 1808. Upon agrcomont of
