with, it is by no moans oortahi that tho
noxt Legislature will bo in sympathy
with tho dispensary law. Thoro will ho
in tho noxt General Assembly a largo
number of aimon-puro Prohibitionists.
Also a largo number not Prohibitionists,
who aro opposed to tho disponsary law,
and it is by no moans certain what will
ho the result. You will recollect that
tho last Gouoral Assembly caino vory
near passing tho Childs bill, and I boliovo
that if Mr. Childs'a health had permitted
hir.i to bo prosont and push his bill, as ho
would bevo dono but for bis ill health,
tho bill would havo bocomo a law.
But in caso I should bo oloetod Gov
ernor, and tho Gonornl Assembly should
seo fit to let tho disponsary system
stand, it would not only uo my duty, but
my pleasure, to enforeo tho disponsary
law and all other laws to tho host of my
ability. Tho law has some good foa
turos, and with an honest, cloan enforce
ment, it can bo mado to do much bettor
sorvico than it has dono in tho past. I
do not moan to bo understood as charg
ing that tho ontiro forco of disponsary
officials aro rottoti and corrupt, for I
know that thoro arc somo good mon
amongst thorn, who aro socking to do
thoir full duty, but it cannot uo doniod
by tho most ardont advocates of tho law
that thoro has boon a largo por cont o?
corruption and rottenness, it will also
not bo denied that tho law is capable of
gr?at improvement along the lino of
onforoomoiiu, and to accomplish this a
better class of mon will havo to bo put in
chargo of a great many of tho offices.
"It has boon charged that tho Prohibi
tionists aro not in favor of onforeing tho
disponsary law. Such is .jot tho fact.
So long as it romains a law, as law-abid
ing citizens thoy aro in favor of its on
forcomont. Thoy would liko to soo it
on forced by mon all ovor tho State who
will make its managoniont cloan and
honest, who will not uso it as a political
machino and to further thoir own privato
cuds, but who will mauago it in such a
way as to soil as littlo whiskoy as possi
ble Such a state of affairs 1 will earn
estly try to bring about in caso I am
olectcd."

tional question?"
"1 am glad you asked that question.
While on the stump my timo was so lim
ited that 1 could not discuss this ques
tion as I might havo dono. To start
with, I am in favor of building up and
improving in ovory way possiblo tho
common schools. This must bo done
boforo tho colleges c?mi llourish as thoy
ought. Every boy or girl in South Caro
lina ought to ho given a good common
school education. Whon this is dono,
with the high schools and academies
scattered ovor the State, it will ho no
trouble for tho hoys and girls to ho pre
pared for college, and tho result will bo
the building up and ?lou? ?ahmg of all our
colleges. 1 do not boliovo that any of
them ought to bo torn down or allowed
to starve and languish for want of sun
port.
"It may ho, and doubtless is, trito, that
thoro have been tunny, or at least somo,
extravagance in tho management of our
institutions. All this can and will bo
corrected in timo. it must bo douo. ft
is impossible to keep down extravagance
in connection with such largo institutions
as Clomeon and Winthrop. Especially is
this true while they are in thoir infancy
and before tboy beoomo thoroughly or
ganized, lint all of this will bo ovor
como. I would not say aught against
Collisoli, but I would say a word in
praise of Winthrop. In my judgment
there is no better or grandor institution
in tho South than Winthrop, and 1 know
whereof I spoak, for 1 have boon thoro.
Wo cannot afford to lot t ho old South Ca
rolina College languish and starve. In
stoad of this tho standard ought to bo
raised, so that sho will not compote with
our denominational colleges, and sho
ouglit, to bo put upon a firmer and bettor
basis. Tho same tiling ought to ho dono
iu roforonco to tho Citadel, This old
institution has dono groat work for tho
State, and .'d.'o will continuo todo so in
the futuro if she Is not hainporcd by
want of funds.
"One thing I would emphasize and
then I am through talking. What wo
want, and what we must havo in South
Carolina, is economy in the maiingomont
of all our Stato affairs. Not stinginoBS
or ponuriousnoBB. for economy docs not
mean that, but thoro aro extravagancia
which can and must bo stopped. Wl at
wo need is tho samo amount of onr rgy
and economy in tho conduct of tho
State's affairs that is exeroisod by tho
ordinary man in tho management of his
own affairs. With such a stato of things'
in oxistenco taxes can bo loworcd to a
certain extent, reforms, truo reforms,
can be instituted and old South Carolina
will be ono of tho most prosperous States
in the Union."

ehlppod to Laurons, S. 0., by oxpross on
August 4, 1808, On tho day of tho cam
paign mooting it was usod, and handod
out to suoh parties as woro thirsty, and
who belonged to tbo faithful. It came
from a houso In Philadelphia, from whiob
tho dieponsary buys liquor, and tbo box
woighed foi'ty-flvo pounds. Anotbor box
weighing sixty pounds was also rooolvod
from tho samo aourco, but was shippod
to a di lieront party. It Is not nooossary
at this timo that I should givo tho names
of tho partlos to whom it was shipped,
for I havo no dosiro to injure tho parties
in tho loast.
Socond. At Spartanburg, on tbo day
of tho campaign mooting at that place, I
discovorod that a quantity of tbo stuff
was on hand nud being usod. I was
roliably informod that It had boon shipped
there a fow days beforo to tbo repio
scntatlvos of oortalu whiskey bouses,
who either had sold, or hoped to soil,
their wares to tbo disponsary. By whom
It was shippod I know not. That it was
ehlppod there and usod, as above stated,
is absolutely cortnln.
Third. A goodly supply was on hand
tho day of the campaign mooting at An
dorseu and ueod f rooly. Whoro It oamo
from 1 am not proparodto say, but it could
1 idly havo como from tbo local dispon
sary, for it was gonorally understood that
it was oloBod.

groat many of tho candidates know that
what I say is truo. How tho whiskoy
could havo boon thus shippod lu opon
violation of tho disponsary law, without
eomobody boing arrested p.ud punished,
can bo vory roauily surmised. That such
opon and flagrant violations of tho law
havo boon indulged in frequently no sano
man can doubt. It is the system and tho
manner in which It is enforced that I am
aftor, not tbo mon.
By tho way, it has boon industriously
c.rculatod by some personal onomios of
mino and f rfends of the disponsary that
1 havo had whiskoy shippod to mo at dif
ferent times, and havo froquontly boon
on sprees myself. At a mooting at Lau
rons I donouncod such reports as false,
and my enemies dared not try to furnish
tho proof. 1 did stato at that mooting
that on one occasion, sorao timo last fall,
1 ordered for medicinal purposes a bottlo
of blackberry brandy and a bottle of rye
whiskoy. ? woro turned ovor to my
wifo, and some of tho contents havo boon
used as medicine. I also stated that on
sovoral occasions last year I bought w his
koy at tbo dispensary for my wifo's
grar lfatbor, Dr. Win. Dorsh, who was
an agod man, and sick for many monthe
boforo bo died. If euch conduct on my
part is a crimo I stand guilty. 1 furtbor
stated, and stato now, that I havo not
for yoars touched whiskoy as a bovorago,
nor havo I ovor boon on epreos, and any
chargo to that offoot is absolutely falso,
as can bo testified to by tho host pooplo
of Laurone. Suoh falBO ohargos show
how desperate somo of tho disponsary
pooplo aro, and to what dirty things thoy
will resort to carry their point. I regret
that it has boon necessary for mo again
