orders from Hoar Admiral Sampson, four
American war ships on Thursday after
noon entorod tho harbor of Nipo, on tho
northeast const of tho proviuco of San
tiago do Cuba, nnd, aftor a furious bom
hnrdmont, took possession of tho harbor
a? a baso cf operations for tho Porto Pico
campaign. It is understood, however,
that the' plans havo boon changed 8?U00
in consequence of tho occup?t hm of San
tiago by tho United States forces, and
that Nine will not bo usod for tho pur
pose originally intended. Tho Vessels
ongnged woro tho Topoka, Annapolis,
Wasp and Leyden. In tho courso of na
hour limy silenced th roo forts, sunk tho
Spanish gunboat Jorgo Juan (not tho
Juan Jorgo, as before reported), and
scattorcd Spanish ri ll onion wno had takoa
part ill tho engagement.
Tho channel loading in tho harbor was
vory narrow, and on a blutt to tho right,
called Galory point, was a fort and sig
nal station. As tho American ships
enlored tho Spaniards woro signalling ni
a lively fashion With a bluo ball ami Hag,
apparently notifying tho Spanish ships
in tho harbor, which woro tho Jorgo
Juna, two smaller gunboats anil an
armored launch. As tho Wasp and Loy
don rounded tho point tho fort lived a
dozon shots, nono of whioh, howovor,
foll noni' thom, and tho Topoka returned
t ho Uro with hor throo-poundors.
Almost immediately tho Spaniards do
serted thc fort and ran, whilo tho To
peka continued to sond shells into thom.
A body of ri lioinon on tho beach returned
tho Uro with a few wild shots, but tlioy,
too, were quickly dispersed by tho To
peka's smaller guns. Tho Topeka also
discharged two torpedoes. At tho samo
time anothor small fort to tho loft of tho
channel (ired on tho American ships, hut
it was silenced ns easily as tho other.
In tho meanwhilo, tho Wasp and hoy
den had talton up a position in tho north
western portion of tho harbor, and opon
ed I've across tho water at tho Jorgo
Juan, which lay to tho southeast, in
front of tho town of Mayari. Hor posi
tion was about a milo ami a quarter from
tho beach and bohind hor a third fort
stood on an oininonoo. This fort oponed
fire on tho Wasp and Loydon, and as the
Annapolis and Topeka came up the
Spanish gunboat joined in tho light, and
a general battle followed.
The Topeka- anchored in tho middlo of
-Llio harbor, about -1,000 yards from tho
Jor/UJ Juan, and "io other tinco Ameri
can b?aiN drew up on oithor side and
formed a semi circle. Thoy thou closed
in on the Spanish ship, pouring a
destructive Uro at her and tho fort boyond.
The Topoka sent four-inch shells clash
ing into thc .Iorgo Juan at such a rate
that she sank within twenty minutes.
When the firing became heavy thoofii
cers and crew of tho Spaniard put off
in small boats, mado tho shore under a
heavy lire and escaped into tho woods.
Two shot* from tho Topeka's bow Rim,
(ired on an elevation of 4,600 yards,
dropped squaro into Maynri fort, tho
Spanish pennanhs disappeared and a
white Hag was run up. This ended a
short , hut ono of the most vicious battles
of tho war.
All tho American ships sent small
boats over to the Spanish gunboat. They
found that (ho Jorgo Juan's forecastle
had hoon entirely nipped away by the
Topeka's four-inch sholls, and that her
fore and mizzenmasts and llagstafl* woro
carried off. It is thought the Spaniards
scutt led her before abandoning tho vessel.
Divers were sent down and quito a cu
rious collection of relics was found. Ono
was tho ship's motto: "He brave and you
will go home to Spain."
Pour or live cats, still alivo, wore cling
ing to the wreckage, and ono dog, which
had been chained to tho deck, was
drowned. That part of the riging which
protruded from the waler swarmed with
rahs, who attempted to renew tho battle
with tho Americans, but were driven
into the sea.
The harbor was found to he well mined
and two of tho mines exploded, ono
about UKI yards off tho Topeka's baw,
and tho other "jon yard? from her port
quarter. As tho sliips came out they
saw a contact mine (loaf ing on tho sur
face of tho water.
The engagement was hardly over when
the tor lied o boat. Dupont carno alon"
with dispatches from Hear Admiral
Sampson for Commodore ttohloy, and the
Topoka was sent with them to Key West,
arriving this morning. She had borne
the brunt, of tho fight, and bore herself
nobly. Uer captain Is Wm. S. Cowle?, n
brother-in-law of Col. Theodore Roose
velt.
The Jorge Juan was a three masted,
one funnel ship of '.)(?) tons and 1,100
horse power. She was 320 feet long,
:!"> feet wido and 12 feet draft. She
carried a crew of MU men and had 180
tons of coal. Hoi" battery was heavier
I han tho Topeka's, tho biggest of tho
four attacking American sliips, consist
ing of three 1.7 il on tori as, two 2.8 Krupp

Nipe harbor is 20 milos long and IO
miles wide. lt. is sarronnded by moun
tains, and is admirably adapted as a baso
for any cannaign.
The Topeka on her way into this port
passed the Terror, Puritan and Mont
gomery, heading for Nipe.

Tho world requires moro of us now than
that wo can morely do a thing; it de
mands that wo must bo able to do so
bettor and quicker than any ono olsn.
So let us endeavor, not to become con
tracted in our ideas, but strive, each of
us, to become a specialist along sonio
line.
At tho recent mooting of tho Stale
Teachers' Association, at Harris Li th ia
Springs, it was brought out by almost
ovory speaker thal tho greatest defect in
our educational system today was that
our common schools aro lamentably de
ficient, in tho work they aro supposed lo
do. In fact, many stated that wo have
no common school system.
That lhere is a certain standard, but a
very low one, in and for our common
schools, we must admit. Tho ninety-six
preparatory schools and sixty-eight
graded schools have a uniform system,
moro or less perfect; but tho common
schools, at which ninety-seven per cent
nf our pupils attend and finish their edu
cation, have no aim beyond a general
ono. Whilo only three per cent of our
pupils attend other than our common
schools, yet bow few advantages aro
off Ol'od to this othoi and larger por cent.
Does it. not look reasonable that wo
nliould concontrato mir bostonorgios in
ano supremo effort to arouse ourselves?
Lot us improve ourselves in every way
possible, by reading, studying and by
attendance upon the various institutes.
OooiiOO has had but th roo institutes,
none of which wero attended by tho
groat majority of our teachers. Several
years ago our county board, for good
reasons, we Rupposo, discontinued our
institute, but have given ns tho oppor
tunity again to show whether or not wo
ilcsiro to koop up this annual meeting.
