Terms of Agreement for Surrender of Santiago.
Tho agreement consists of nine articles. Tho (?rsl doolaros that all hostili
ties shall coaso, ponding tho agrooinont of final capitulation.
Second. That tho capitulation includes all tho Spanish forces and tho sur
render of nil war material within tho prescribed limits.
Third. Tho transportation of tho troops to Spain at tho oarliest possible
moment, each force to bo embarked at. tho nearest, port.
Fourth. That tho Spanish officers shall retain their sido arms and tho en
listed moir their pomonal property.
Fifth. That, after tho tina! capitulation tho Spanish forces shall assist, in
tho removal of all obstructions to navigat ion in Sant iago harbor.
Sixth. That, after tho final capitulation tho commanding ofllcors shall fur
nish a completo inventory of all anns and munitions of war and a roster ?if all
tho soldiers in tho district.
Seventh. That tho Spanish general shall bo permitted to tako the military
archives and records with him.
Kighth. That, all guerillas and Spanish irregulars shall bo pormittod to re
main lu Cuba if they so elect, giving a parole that they will not. again take up
arms against, tho United States, unless properly released front parolo.
Ninth. That tho Spanish foroos shall ho pormittod to march out with all
tho honors of war, depositing their arms to bo disposed of by tho United
States in tho future, tho Amorionn commissioners to recommend to their gov
ernment that tho arms pf tho soldiers ho returnod to those "who so bravely
defended them."
The articles were signed yesterday afternoon after a four hours' session of
tho commissioners, who agreed that, tho terms of capitulat ion should await, the
sanction of tho Madrid Government.
Gen. Tomi's Lamentations.
(icu. Toral, the while haired commander of tho Spanish forces, was present,
throughout tho session and appeared to bo heart-broken. Ho spoke bitterly of
the fate which compelled him to sue for peace, hut had no word to say against
tho gallant nion who lind conquered his anny. Ho declared that be had lit tle
chanco to win, "1 would not. desire to see my worst, enemy play with the cards
I held," he said loone of tho commissioners, "livery one of my generals was
killed or wounded. I have not, a single colonel loft and am surrounded by a
powerful enemy. Wo have counted sixty-seven ships off this port.. And,
besides," ho concluded, wearily w aving his hands toward t ho eily, "I have

Speaking of the battle of tho 2-1 th of Juno, in which tho "bough Hiders"
and a part, of Gen. Young's command participated, (ion. Toral said (hal. less
than two thousand Spanish troops were engaged, tho loss being two hundred
and sixty live. Ile would not. say how many Spaniards were, killed at Fl Caney
and before Santiago. "Heavy! heavy I" ho said, dejectedly.

brigades now at Charleston aro embarking today on transports to take them to
Porto Rico. All the force at. Tampa, Ki,Odo strong, embracing artillery, will bo
put aboard ship as rapidly as transports can bo golton there and sent to rein
