Stale. Mr. Veiner has boon loath to

again in the field. Wo aro not at all sur
prised that Oconoo county should insist
on scuding Mr. Vernor back, for he has
been been both persistent and consistent
in pressing what bo concoivod to be to
tito interest of his people. Ho has mani
fested oxoollont judgment in determin
ing what was well for his people. When
ho had once determined what was thu
interest of lil? people he has hod] honest
and fearless in pressing the same. Mr. I
Vernor's moral ideas aro as leaven which
should permeate the whole lump. Ile
has in the past two years made us a capa

county can loso nothing by his re-elec

and that he will accomplish much during
the next two years.
The War Revenue Act.
Congress has passed tho War revenu?!

people that war is not without ils conse
quent evils, aside from the loss of lite
and hardships of camp. If la!<cs mono)
lo pay tho exponaos of war, and that
money must lu; raised by taxation.
Wo bad trusted that in this emergency
thc Congress of tho American people
would havo risen to the task of thc oc
casion and have enacted a law that would
have distributed the burden so that all
(dasses wmdd have borne their sh: .." of
.Vxntioil alike, according lo'lim protec

but, alas ! as wo see it, Congress has
again stopped short of its full duty to
tho whole pooplo. 'The law ns it now
statuts places a tax on many transactions
which can bear taxation, bul we feel that
tho property of Ibo millionaire should
contribute largely to the expenses of
the war. A tax in some shape should be
levied on the income of tho wealthy.
We are blandly told that an income tax
is unconstitutional. If BO, why not sub
mit an amendment to the constitution
for ratification, ami if it fails, then thal
question will have been settled, as (ivory
person will readily submit.
Under this Act, after the first of -Inly

The Situation.
The Spanish were given a sample of
American grit at Santiago last Friday.
If was only a pi .dimiuury skirmish, and
thal, (00, with thc Spaniards in ambush,
bltt it was a salty affair for lb?! Dons be
fore they got through with it. The way
had to ho cleared for the advance of tho
American troops and right valiontly did
the Rough Kiders, limier I {ouse volt, and
the Regulars, under Wood, perform the
task. For nearly two hours the lead
was poured into them by Spanish sold
iers under cover of brush and bramble
so they could not be soon. Rut their
shots were returned in the direction
from which they carno, and finally a bril
liant dash was made into tho Spanish
lines, a rout was thereby effected and
thc Spaniards Med in disorder, suffering
nil ignominious defeat, notwithstanding
they out-numbered tho Americans two lo
one. Thus they wore driven back into
tho lort ideat ions immediately surround
big the eily of Santiago, and tin; open
count ry was loft for occupation by (Son.
Shaffer's army. Since tuen Ibo Ameri
can army has been fast, drawing up be
fore the city and making extensive pr?p
ar?t ions for a battle royal, which may
now bo expected ut any moment. Th
most bloody battle of the war, so far,
will probably bo fought before tho end
of this week. Tho Spaniards aro strongly
entrenched, and it will lake heavy light
ing to dislodge them. Thc outposts aro
within two hundred yards of each other.
This is easy ride range and a collision
may occur at any moment, thereby pre
cipitating a groat battle. Winni thc op
portune hour comes, both the bun! and
naval forces will co operate in the al hud;
on tho city, lt will be a memorable bat
tle, but. the city is doomed, and the fall
of Santiago is certain, sooner or later.
Wo do not think it will be many days.
The probability is thal, before next Mon
day, tho Glorious Fourth, tho American
dag will be planted on the bal (lenients
of tho city, and tho Spanish Hag will bo
hauled down never to bc hoisted lhere
again. After thc fall ol Santiago, tho
cry will be "On to Havana," while Porto
RICO Olid tho const of Spain herself will
come in for a full share of attention.
Thus far, tho authorities have handled
tho grave military questions wisely ami
Well, notwithstanding varions newspaper
criticisms and yollow journalism. No
war can bo fought in a day, and when a
(danoo is taken at what has already been
accomplished, if is evident that Uncle,
Sam means business, and a Spanish
Spanking is going to bo administered in
a most emphatic manner ere many moons
como and go.

-The initial light of Col. Wood's Rough

10th regular cavalry, will bo known in
history as tho hattie of LA Qtiashia.
That it did not cud in tho complote

I to any miscalculation in tho plans of tho
Spanumts, for as perfect an ambuscade
as was over formed in tho brain of an
Apacho Indian, was propared,and Lieut.
Col. Roosevelt and his mon walked
squarely into it. For an hour and n half
thoy heh! their ground under a porfoot
storm of bullets from tho front and
sides, and then Col. Wood at th< right,
and Lieut. Col. Roosevelt nt tho loft, led
a charge, whioh turned tho tide of battle
and sent tho enemy Hying over tho hills
toward Santiago.
lt is now doliuitoly known that sixtoon
men on tho American sido wore killed
ami sixty wore wounded or nie reported
to ho missing. J tus impossible to calcu
late tho Spanish losses, hut it ix known
that they wero far heavier than tlioso of
tho Americans, at least with regard to
ctual loss of lifo. Already t'lirty-sevon
Spanish soldiers have been found and
buried, while many others aro undoubt
edly lying in tho thick underbrush on tho
side of tiie gully and on tho slope of tho
hill, where the main body of the enemy
was located. Tho wounded were all re
moved. That tho Spaniards were thor
oughly posted as to the rou to to lie taken

toward Sevilla was evident, as shown hy
(he careful preparations they had made.
Tho main hedy of tho Spaniards was
posted on a hill, on the heavily wooded
slopes of which had Peen erected two

At the bottom of theso hills run two
roads along which I dent. <\>1. Roosevelt's
men, tho eight troops of tho 1st mid 10th
cavalry, with a battery of four howitzers,
advanced. Tb080 roads aro but little
more than gullies, rough and narrow,
and at places almost impassable. lu
these trails the light occurred. Nearly
half a milrt separated Roosevelt's men
from tho regulars, and betweoii them and
on holli sides of the road in the thick
underbrush, was concealed a force of
Spaniards that must have heirn large,
judging from the terrille and constant
lire they poured in on tho Amorieans.
The light was opened hy tho 1st and
