Mr. Waller is thc son of Capt. IC. Ii. Waiter, a successful and promi ncet planter of this county, and Mr. Walter himself has many friends in this city. Capt. Whilo tho din of battle is still ringing in my ears I will try to write you my expe riences in our engagement with thc forts at San Juan, Puerto Pico, yes terday morning. Wc left tho Cuban coast off Car donas on Wednesday morning, May 4, and was taken in tow by tho Iowa and towed eastward at tho rate of from 0 to ll knots an hour, until thc morning of thc 8th, whoo wc threw off thc Iowa's line and made fast to tho collier Niagara, from which wo got a full supply of coal. Wc were thou off thc northwesterly point of Hay ti, known as a Molo St. Nicholas, which is thc station where tho cable from New York to South American ports touches, and from whore thc admiral expects to get nows from Washington, having sent thc Mont gomery into Porto Prince to price coal ($27 per ton ;) nt 4 1*. M. wc got under way, under our own steam, and proceeded eastward at a nomi nal speed to allow us, monitors, to keep up. At midnight of tho 11th wo received our instructions, and thc captains called up thc chief petty offi cers and gave us a brief outline of a plan of a bombardment. At 4.30 yesterday morning wo were routed out hy the first bugle call I have heard since wc loft Key West, and which meant "man all batteries." It did not take long fori us to report to our stations, and wo had to wait nearly an hour before wo heard the first guns of thc engage ment groan out in tho stillness of thc morning air. Wc were formed into the follow ing order (tho admiral had shifted from thc Now York to the Iowa :) Iowa, indiana, Now York, Terror, Ourselves, then thc two cruisers came in last. THU PI KAT <?UNS Kl UKI), Tho first guns were (ired from thc admiral's ship at exactly f>.!0, and thc "Dagoes" had a hot awakening, for tho "brut J'' poured four tons of steel into th ; big fort ou thc right of tho harbor miranee and continued to pour forth her destructive lire until out of range. We formed a circle and thc next ship took it up whore tho last ono left off, so that thc forts lind thc benefit of a continuous lire for nearly two hours. Our ship fired her first shot of thc war at 5.20, and for six minutes we kept it up, when wo woro out of the arc of lire and were relieved by the Detroit. I think the reveille was v sudden ono for the Spaniards, and that t hey for got to blow their usual morning'soall and took our salutation instead. The first shot fired from tho forts was fired from a sand battery on tho extreme right, and is recorded in our log at 5.41, and is rated as a canister shrapnel. We, at least, took thc "Dagoes" by surprise, and judging from tho length of time between our first shot ami theirs they may be s.'iid to be slow, ns well as poor shots. Our orders wore to confino our aim ns much as possible to the fortifications of tho harbor, (a blue print of which was given every man firing a gt?).) I believe it was carried out ns near as possible. V Tho iast shot fired by us was re corded at 7.f)0, nt which time we put Wo sea and left thc "Dagoes" to bury their dead and repair, ns much ns possible, tho havoo wo mudo, so that I tho next timo wo show up wo will lmvo tho pleasuro of tearing it down again. I know you will appreciate my experience of the engagement ns viewed from my station down in tho bottom of the, turret, where tho tlc vii would have thought tho atmosphere rather close, and from which I havo formed an adequate idea of what thc lire of the damned is like. " Thc poor fellow was hang ing by his right arm from thc to round of the ladder, loading dow from tho gun platform, in an uncoil scions state, from which ho neve recovered. We wear just what we jilease, go where wo please, eat and sleep whero wo jilease. It is not an extraordinary sight to ncc the potty officers sitting, kneeling or standing in groups on the quarter deck, when thc sea will allow, with our dinners before UH; too hot to stay on the berth deck long enough to oat a meal oven. It bas long been known that tho brain is tho thinking organ, but j nat bow tho making of thought comes about bas boon a puzzle. A committco of British physicians, noting jointly, have been giving par ticular attention to this topio for ?omo years, and their researches, though not yet altogothor complete, already show somo very interesting results which, taken together with those of investigators on the Con tinent, let us soc a long way into tho intricacies of tho brain. It is shown unquivooally, for example, that a brain cell, which ?B the really important part of thc brain, actually looses part of its substanco during action. Tho brain Bells of persons and of animals that have died during a period of great exhaustion from over-exertion aro found to bo greatly changed from thc condition of tho normal cell during timen of health and vigor. Tho coll of tho exhausted brain, instead of being plump and full of nervous matter, is found to bo hollowed out or "vacuolated," a cavity within its substance having formed and being filled with water. This moans that a part of tho cell substance has been actually consumed during the timo of brain activity, precisely as coal ?B consumed when one got? heat from a furnace. It ia found, further, that if an ani mal whoso brain cells are th UH ex hausted ?B permitted to rest and to Bleep, ita cells rapidly recuperate, now material hoing suppled from tho blood until thc vacuolation baa dis appeared and thc coll ?H practically as good ap, now again. This explains why sleep ?B necessary to our exist ence. During waking hours our brain is literary worn away, and sleep in the Htatc during which tho repair shops of tho brain makes good thc damage of tho waking hours. Thus the brain of a person who Buf fers from insomnia ?B in tho condi tion of a locomotivo which is run night and day without going to tho repair shop; disaster must ultimately result. But not all parts of tho brain are involved in any ono kind of mental effort. Tho man who docs not givo himself suffi oient hours of sloop, or who is unable to Bleep when bo makes tho effort, is literally burning away his brain substanco and can no more koop on indefinitely in this way than a locomotive can run on indefinitely without getting frosh supplies of fuel, In this now view it appears that oaoh brain ooll is a sort of storage battery, which can perform a cer tain amount of work and thon must be recharged. This likeness to a battery is further emphasized by the fnot that tho naturo of tho brain col!'? work oonsists, like that of any otbor battery, of the sending out of ohargos of ohorgy along oonneoting wires, or, at least, along fibres that may be likonod to wires. Brain colls, when oxamiued under tho microscope, aro found not to bo simple globular bodies, like many other kinds of cells. On tho contrary thoy aro irregular in shape,, and whoa properly strained, littlo wire-like fibres can bc seen jut ting out from them in various direc tions. It is along theso fibres that tho messages como to tho coll, and othor messages aro sent out, much ns messagos go and como from a tele phone control office. This likening of tho brain to a telephone central ofllco is a compari son that may be carried to a remark able length. Indeed, no othor com parison serves so well to give one a correct notion of tho method of brain action. But until rccontly thoro was one pb.aso of the matter that could not bo explained. How is it that tho various messages that ai'o surging through tho brain aro directed^ to proper channels among those multi tudinous wires ? When you call up tho central office you give a certain number, and tho operator connects your particular wiro with that num ber. Whoo you are through talking tho operator breaks tho circuit, and you can no longer communicate nlong that linc. But is thoro anything similar to this making and breaking of curronts possiblo in tho brain ? Astonishing as it may seem, tho answer is yes. There ?B prccisoly such a serio." of changes in tho cir cuits of tho brain cells ns is effected by tho operator with thc telephone wires. 'Thc manner of it is this. Recent studies of thc brain cell, particularly those made by tho Spanish physiolo gist, Hanum Cajal, have shown that many wires which load, out from a cell do not go on uninterruptedly to a termination in somo other distant cell, as they wore formorly supposed to do, but instead terminate in "blind onds." That is to say, they point out toward other colls, but do not reach them. Such a fibre dearly can not convey any message, because, like a telephone wiro that has been out, it does not load anywhere. But under certain conditions of stimulation a very extraordinary tiling happens, Tho "blind" fibre, under stimulus from its central cell, longtheim out until it touches a fibre of a neigbor ing coll, and presto, with Buch contact, a circuit is completed and a message flashes between tho colls. Sometimes the tolophono girl doe) not understand your order, or report that the number you wish is "on gaged," and you cannot send you message. Similarly, in the brain, i seems sometimes as if certain circuit ono wishes to URO aro engaged ii other channels ; for how often doo one "puz/.lo his brain" to recall : fact or a name, which he feels tba ho knows perfectly, but which wil not come at command. And thci how, perhaps, hours afterward, th elusive name will Hash before him, a if the tolophonc giri of his brain col had nt last succeeded in gotting th right connection. When ono rolleot that each of these wonderful brail cells is microscopio in size, requiring indeed, a high power of tho micro scopo to make it visible, and th a there aro billions of them in a cubi inch of brain substance, ono is led t wonder that such mistakes of con neotion, or failures to connect, do no ooour oftener.
