McCall would not only make a good Chairman of the Executive Committee, but bc would not insist that he should he elected Govomor or Judgo simply because bc had done his duty in this highly honora ble position. Hy all means let us have Col. McCall as Chairman of thc State. Democratic Executive Committee Mr. A. W. Zachary, of Cashier's Valley, N. C., is in Walhalla in tho interest of a new mail route from hero to Cashier's Val ley, over tho now road through Chochee, lt is proposed to havo tho route estab lished at an carly day, and the distanco being only thirty-ono miles, tho trip can be made up in ono day and down tho next, thus giving three arrivals and de partures of tho mail each week. A pe tition for this purpose, addressed to thc proper authorities, is hoing circulated and signed by many citizens of Walhalla, Cashier's Valloy, and residents along the proposed route This seems to be a move in thc right direction, and one which will greatly increase thc mail fa cilities of a largo section of country, when tho route is once successfully es tablished. Dr.A it Conmen: Tho chango of the weather from almost summer heat to a very respectable winter temperature was quito sudden, and ill consequence a great number of persons have colds. Tho mumps continuo to flourish with uninterrupted regularity in this section, and very few people havo escaped them. The recent heavy rains have somewhat interrupted our farmers' preparations'for planting crops. Tho Hov. Mr. Hayes preached in tho Picket Dost school house Sunday, March 2, as tho Pleasant Ridge Baptist church is undergoing repairs. A very interesting entertainment was given on Friday, February 21, by Miss Maggie R. George's school at tho Picket Post school house, as a closing exercise, and celebration of Washington's birth day. A large audience, including School Commissioner Striblilig, was present, and enjoyed tho occasion highly. Miss Goorgo and her pupils deserve much credit for the excellent manner in which tho programmo was carried out. Tho Rev. It sots forth in good stylo his fitness for tho position and gives what ho conceives to bo good reasons why he should bo supported. This thing, taken asido from tho man's connection with tho Alliance, would not cause any comment upon our part, but when mon try to uso the Alliance as a stopping stone to office, we most seriously object. Tho nspiraut is not in any way connected with the State Alliance, cither UB an officer or a committeeman, and does not aspiro to bo governor, but ho wants a position of public trust, and his printed letters give tho name of tho Alliance to which he belongs. If a man wants thc nomination of tho Democratic party, wc want to see him seek it as a Democrat, but not to constitute himself an Alliance candidate, and send his printed cam paign circulars to different Alliance men of prominence, seeking their en dorsement, which be in turn would add tb his campaign literature. If a brother is so well known and his fit ness for a position is so evident that the people throughout the State want him to serve them, ho will not have to send out letters to the order tell? mg them who ho is and how he is needed in office. These of our breth ren who are now or over expect to indulge in that kind of policy will find that they have made a great mistake* Simply being an Alliance man does not fit ono for office any moro than it unfits him for it. On each and every person who shall open any room, teni, both or car, for tho purpose of taking photographs, daguerrotipes or other likenesses, the sum of $10 for the year; $1 per month, for a less period, in discretion of tho Intend ant. Oj That each and every per son liable to road duty, under the laws of the State, other than minis tors of the gospel, teachers of schools, and students, shall work on tho stroots ten days (or pay at the rate of fifty cents per day) under the direction of tho Intendant or some one in his stead, under the same penalties as prescribed by the laws of thc State for any refusal or neg lect to perform said work : Provided, that any person shall bo permitted to pay on or before thc 15th day of April a commutation of $4. Thal thc tax on red and personal properly, as provided in Section 1, shall be paid according to 'the assessments, returns and valua tions made for the State taxes: Pro vided, thal in every ease any party shall have the right of an appeal from such assessments or valuations to the Town Council any time before tho first Wednesday in April next. Any property in town on thc first of May, not returned to tho County Auditor, is to bo listed by the Town Treasurer for taxation. SKC. ll. SKC. 18. It shall bo tho duty of the Marshal lo arrest all persons guilty of misdemeanor or lighter erimes within the incorporate limits of the Town of Walhalla, by viola tion of tho laws of the State of South Carolina, or by violation of any Ordinance of the Town of Wal halla and bring them before thc In tendant or a Warden acting in his stead, who shall have such power to pass such order in the premises as in his opinion justice may require, con sistent with tile authority of thc ?ottn?il in such ease provided. SkO, 10. Bc it further Ordained, That it shall be thc duly of thc Mar shal or Policeman, after tho arrest of any person, whoso violation of any law interferes with tho pence and good order of the Town of Walhalla or the conduct of the person arrested after the arrest is made is such as to impair the peace and good order of tho town, to closely emiline snell person ami produce him as herein after directed for examination or proper administration of criminal justice as the ease may require. SKC. '20. It shall be tho duty of the Marshal lo prevent hall playing and other amusements hy a collection of hoys or men in thc Main Street of thc Town of Walhalla, and he is, to effect this, authorized to arrest all nelsons so engaged and bring them before thc Intendant for examination and punishment. Ile shall also dis perse any crowd assembled on the sidewalk. SKC. 42l. Ile shall arrest all per sons found throwing lire-balls, or shooting guns or pistols or other fire-arms or fi re-era ck ers and sling shots, within the incorporate limits of tho Town of Walhalla and bring them before the Intendant for exam ination and punishment. SKC. 22. Any person found guilty of injuring shade trees by hitching horses thereto ov otherwise, inside thc incorporation, shall be lined in a sum not exceeding $.r> in the discre tion of the Intendant? SKC 23. The Marshal is further authorized to arrest any person found on (bc streets between 10 o'clock i*. M., and f) o'clock A. .M., who cannot give a satisfactory reason for such presence on the BtroOtS during these hours. SKC. 24. It shall bea misdemeanor for any person to cul trees on any of the streets of Walhalla. SKC 25. That any person who shall bc guilty of running a horse or mule on Main Street shall be subject lo a fine c?r imprisonment al thc dis cretion of thc Council within the limits of their authority.: Provided, Thal this section shall not apply to a (piiet canter. Sue. 20. That any person "or per sons having claims against the town must present them within 00 days or the same will be debarred from 'pay ment unless a satisfactory excuse if rendered. S KO. 27. That any dog running at large within the corporate liinitsof the town, bet ween 1st of August and the 1st of October, without a muzzle, is liable to bc seized and retained by thc Marshal for a period of twenty four hours, during which time his owner can redeem him by paying the sum of I wo dollars, and if not so redeemed the dog is then to bc killed. SKC. 28. All residents and owners of properly within thc corporate limits are expected to keep their premises in a dean and healthy condition, and any one failing to remove nuisances, when requested to do so, is subject to he fined in thc discretion of thc Intendant or Warden acting in his stead. SKC. 20. That it is milawfid for any person to leave melon rinds or'othoi such trash on the streets of this town, and any person so doing and refusing to remove thc same U Ufibh to bc arrested and punished within the discretion of thc Intendant.
