Wo liuve before us a copy of the Acts ami Joint Resolutions of tho honorai Assembly of the State of South Carolina, passed at thc regular Session of 1889. The first Act is to "accept tho dovise ami bequest of Thomas (}. Clemson ami to establish an Agri cultural College" at Fort Hill. The institution is to be known as "Tho Clemson Agricultural College of South Carolina." The Act is welj guarded and requires a two-thirds voto of tho trustees in the expendi ture of money and the change of investments. An Act, to change the Constitti tiou to extend the term of ollie of the Judge of Probate from two to four years, recites that an amend ment to effect this purpose was voted by the people, and this Act confirms tho Act of the people. The Judge of Probate will be elected this year for four years,-ilnstoad of doo, as heretofore. Au Act to further empower County Commissioners to open and establish public highways provides : That in addition to thc manner now pro vided by law for opening anti i slttb lish'mg publie highways, County Commissioners arc horeb}" empow ered to order out all hands liable to road duty residing within three miles of the line of thc proposed highway, and require them to open and estab lish such, in the same manner that they are required to work upon and repair the common highways. The sum of 1(10,081.00 was appro priated for thc expenses of the Sen ate for thc Session. For thc same purpose, thc House required, *3I, 608.00. A Joint Resolution was passed to amend Article IV of thc Constitu tion of South Carolina, relating to the judicial department, by repeal ing Section 19, which provides a Board of County Commissioners. This amendment will be voled on at thc election this year. Wc hope the amendment will prevail. This will enable the Legislature to give us ?me or more boards to perfora thc duty of the present Hoard of County Commissioners. Wo would like to go hack to thi' law as it was years ago, whoa thc duties of the present Board was divided up among several Boards and the whole discharged without any cost to the people. We think this is righi inasmuch as every body within thc legal age is required to work the roads without pay or the "hope of reward." Wc also want the oflico of School C ninis sionor reduced to a legal, instead of a constitutional office, and thc duties thereby discharged, as they can be and have been, without cost to the tax-payers. An Act authorizes thc officers of all incorporated towns of three hundred inhabitants or more to sub stitute hard labor on thc streets of the town for fine and imprisonment, in cases of misdemeanor which come under their jurisdiction, hut in no ease shall such sentence lo hard i labor exceed a term of thirty days. These muns are in addition to the above amounts. The State tax is fixed at oj mills; for educational purposes, two mills. The levy for tho various counties is interesting: Charleston pays the lowest county tax, two and one fourth mills, and Union pays the largest, ten and one-half mills. We suppose the county tax in the various counties will amount to nearly as much as the State tax, or about the sum of two million dollars altogether. When the two mill school tax and the many district school taxes in the State arc added, two million would not cover our expenses in the way of taxes. The only remedy for this state of affairs is reduction in our expenses, economy and reform. These matters ought lo be living issues in the ensuing Stale campaign. The Act to amend thu law in rela tion to tbe voting precincts in the State gives Coonee the following: Fair Play, South Union, Tokccnn, Haley's Store, Sittou's Mill, Seneca City, Richland, Westminster, Cleve land, Tugaloo Academy, Holly Springs, Damascus, Mrs. I larker's, Rowland's, Little Uiver, Jocassco, Salem, High Falls, West Union, Walhalla. ' Democratic. Delinquency in Congress. On Wednesday, 5th instant, thu con tested election ease ol' Featherstone, Uupublicnn, contestant, against Cate, Democrat, representing the First Arkansas District in the present Con gress, was up for a hearing before tho House, after full and fair notice to all parlies. A count of Demo cratic noses three days before re vealed the absence of twenty-two members, sixteen ol' whom were within easy reach of their post of duty, nine being in New York City. It was further known to the Demo cratic leaders on the Sunday pre vious that enough Republicans would fail io support Featherstone, (be cause they were convinced lie was not. elected,) to enable Cale lo re tain bis seat, provided the Democrats could rally anything like their full voling strength. There was there fore a reasonable belief that these absent?es would respond with their presence, when notified of ibo ur gent necessity; but only two out of the sixteen pul in their appearance, and consequently a Democrat, who would otherwise have retained bis righi ful seat, was I urned ont by the small majority of four voles, several Republicans voling for Cate because they knew he was duly elected. There was a good chance for the Democrats to keep their man, but where were they? Thc voles ol' five of ibo Democratic, absentees would have saved Cate his seal, to which he was justly entitled, and of Which he was deprived by the de linquency of his Democratic breth ren in the discharge ol' their high and honorable duties. The Washington Post has the fol lowing biller comment on this inci dent : "In view ol' this case, complain! from the Democratic side ol' the I louse as to the course ol' the ma jority will coine in very poor grace in the future. Il' the Democratic minority is not possessed of enough energy to help itself, it must not expect any sympathy from the people. The action ol' thc Dem ocratic minority of thc present House is ?li striking contrast to tho vigilant action ol' the Republican minority of the last House. However, il may be thal the absentees ol' yesterday have special instructions from their const it uenls on this point, which they are faithfully carrying tmt." lt is with gratification that we learn thai the two distinguished members from South Carolina, whose naines unfortunately appear on the list ol' absentees, were duly paired, and their voles therefore were not. lost. Sonic o'' the oilier absentees nvty have good excuses for their delin quency, but after ?ill, excuses from our members of Congress are not wanted by their constituents. The people want Congressmen to remain at (heir post of duty, and be ready lo meet all exigencies that may arise. Ktcrnal vigilance is the price (d' lib erty. It is to I ie hoped that this misfortune will lead to more thor ough Organization ami belier dis cipline among thc Democratic mem bers of Congress. The Spai'tanbui'g correspondent (d' the Xin'H um/ Courier says that Con gressman W. II. Perry ot Greenville will accept the nomination l'or Gov ernor if offered to him; which means no doubt that Col. Perry is a candi date. Col. D? K. Norris Seriously 111. lt has hoon learned horo that Col. D. IC. Norris, of 1*011(1101011, lins boon the victim of a partial stroke of paralysis, depriving him of thc uso of tho right side of his faco. Kow particulars have been received of tho unfortunate affliction. Colonel Norris, who was ono of the three Clemson College Trustees who went to Slarkville, Mississippi, to examine into the State Agricultural college there, was stricken while at Stark ville. Ile was brought home by his colleague, Col. li. W. Simpson, and reached Pendleton last Thursday. It is stated that his pbysiciaiiH, while not being apprehensive of immediate serious results fron: tho stroke, pre scribe for tho patient absolute rest and quiet and freedom from excite ment. It is supposed that this un looked for and sudden illness will result necessarily in tho withdrawal of Colonel Norris from the race for Judge Col h ran's seat in Congress from the third District in which he he was fairly entered. Colonel Nor ris being a prominent Farmers* .Movement man and an activo Al liance leader, was regarded as a strong candidate, and bis enforced withdrawal, so much to bo regretted, would probably make a decided L'hangc in thc outlook.- Greenville ?Ve irs. -?>.?-. . C., March 8. - A homicide which occurred at Val ley Falls on Lawson's Fork, yester day afternoon late, is the sensation to-day. George S. Turner shot and killed his brother-in-law, Fd Finger. The shooting was done with a pis tol. As nearly as can be ascertained tho particulars aro ns follows: Fin ger was going homr and as ho was passing Turner's st vt o on tho publie road Turner cam., out. Angry words ensued, when pistols were drawn, though reports are conflict ing as to who shot first. Finger's pistol was a self cocker, and in draw ing it thc weapon is said to have been accidentally discharged into tho ground. Upon this Turnershot him in tho abdomen, when Finger tired at Turner, and went down the hill a few steps to the bridge, Tur ner claims, it is said, that Finger lircd at him twice before he shot. At the foot of thc hill is a bridge over the river, where Finger stopped, grasped the rail and fell to thc floor. Several wagons with their passengers, were on the public road, and there was no lack of witnesses. Turner came in this morning and gave him self u|> to lin- Sheriff and is now in ?ail. Ile is thc same mau who about three years ago killed a poor foreigner named Metzkia, at his mills. The trial made a great sen sation. The community was very much excited by the homicide, but ruiner, after two trials, was acquit ted, after having been convicted of manslaughter on thc first trial. On Monday an attempt was made to lynch Turner, bul the prompt and loeisive action of the Sheriff and Mayor of Spartanburg and their Icpolics foiled the mob in their ifforf lo lay hands on him. The Cireuit Court being in session. Judge Boyd placed a strong guard around the Court House, lint notwithstanding this, thc factions opened fire in thc Court House yard. I An investigation is being held into] causes of the recent wreck on the South Carolina Railway he'if West's, about six miles from this city. The wreck was a costly one to the Old Reliable. There is an ugly rumor afloat to tho effect thal tin? collision was purposely caused by one of the train men, who had received notice of his discharge; but it is not cred ited. It does not seem possible that a man could do such a thing-. Dave Peach, a young mau about thirty years of age, committed sui cide at Kershaw Tuesday by laking morphine Ile had laen drinking the night before, and no cause can bc assigned for his rash net except that he was probably demented from drink.
