Tho supervisor of registration for Orangebutg County having refused to regis ter a number of negroes who bed boon convicted, somo of grund and some of petit larceny, they appealed to Judgo Pressley. On Tuesday lost Judge Pressley rendered a decision sustaining thc action of tho su pervisor for the following reasons: That tho disability of such persons to " - - hold any office, or volo or testify in courts of justice existed boforo tho adoption of tho Constitution of 1868 and no legislation on the subjcot was necessary. In respect to tho crime called petit lar cony, that was a disabling offensa when thc Conslitutitn of 1868 wus adopted Since then tho Legislature has chanced its pun ishment and mado it a misdemeanor. .Nevertheless our Appeal Court has twice dcoided that this chango duos not toko away tho disability, and persons convicted of petit larceny aro therm.., disqualified from testifying in courts of justto* . Much stronger is tho reason that they should be held disabled from poisoning tho fountains of law at thc ballot box. Tho. Flatform of the Demo cratic Party. Tho Demooratio Porty of South Carolina, io State Convention assembled, reaffirming tho principles and declarations of tho State platforms of 1876 and 1878, and their continued devotion to tho principles of thc National Demooratio Party, and pledging to that party their earnest co-operation and support, declaro thc following principles ns formulating tho policy of the South Carolina Democracy in Stato and Federal affairs, and invite tho nid und support of all good citizens in oarrying them into effect: 1. Wisc and just legislation, tho impar tial administration of equal laws, economy with cfltoienoy in every department of the Stato govormcnt. 2. Popular cduoation is the bulwark of free institutions. Liberal appropriations for tho publio schools for thc.whole, people 3; Thc systematic efforts of tho llcpubli lioan party to obstruct reform and destroy good government in South Carolina by turning to partisan purposes the appointing power of thc Federal Government is a standing menace to thc people of this Stato and a growing danger to good citizens in every part of tho Union. Tho Federal offices in this Slate aro mudo political in firmaries and training schools for tho defeat of honest government in South Carolina. 4. Honest homo rulo. Tho Democracy of South Carolina, representing tho tax payers of tho Stato and n majority of tho whole pcoplo, invite and havo tho right to expcot tho sympathy and support of their fellow country men in their stronuous efforts to preserve on intelligent and equal admin istration of tho government. 6. Tho prootioo of pocking juries in political caaes in tho United States Courts in this Stato is a criminal violation of tho inalienable right of every citizen to a fuir trial by a jury of his peers. 6. Tho extension of tho franchisa, as a political result Of tho lato war, has enlarged enormously thc number of prcsont and prospeotivo voters requiring education in the publio schools. Tho burdon wt.s in oroased, whilo the ability of thc Stato to bear it was diminished. Tho Federal Go vernment, by liberal appropriations from the Treasury, on tho basis- of illiteracy, V,'' fchould help tho Southorn States to euro the evil of non-intelligent auftrage. The duties ou imports should be deoreased, and au early repeal of tho duty on oottou tics, on the machinery used in tho manufacture of cotton and wool, and OD tools and agri cultura! implements, viii stimulato manu factures and bo a weloomo relief to tho farmer and laborer. 10. It is moat dcsirablo that tho internal rovenuo taxation bo abolished, so soon as this osa bo aoootnplished without rendering permanent tho existing proteotive system. Only within the Democratic party and by party uotion can defectivo legislation be remedied with out imperiling the safety and well being of the Stato. In tho Union, no sec tionalism in policy or fecliug. An indisso luble Union of indestruotiblo States. Ono flag, one oountry, ono destiny.
