Thc Political Situation.
Tho issue Ima been joined in South Caro
lina. Tho Domoorats havo put their ticket
in tho Hold and tho canvuss is wall under
way. Th ero is not much enthusiasm in tho
Taco, but tho whito people of tho Stato aro as
much determiner! us they over were to sue
cccd in tho content. Taking tho State at
largo there is not muoh defection in tho ranks
of tho party and wo can seo no reason for
doubt or an x io ty. Tho contest is for good
government and with our ezperienco from
1808 to 1870 wo aro willing to mako many
sacrifices for success.
Tho Oreenbncker. Iso havo thoir ticket in
tho field, endorsed and to bo voled for by tho
Republicans of tho Stalo. Tho issuo there
fore hos boen joined and it is for tho people to
say who shall rule for tho futuro in South
Carolina. This bargain between tho Greens
baokors and Republicans has produced as
corrupt a coalition as was ovor formed.
Tho Grocnbaukors aro a mers handful in tho
Stato and their only chanco of success lies in
tho voto of tho negro. Tho Greenback sky
linet a dark lining. Tho samo pnrty that
gavo us tho infamous government during
tho reconstruction period is at our political
doors knooking for admission through the
willing hands of a few deluded whito mon,
It is unreasonable to expcot that such a trude
and transparent trick cnn Bucoccd. To pre
vent success, however, on tho part of tho
coalitionists, tho Democrats must bo up and
doing. Spirit nnd activity must bo infused
into tho campaign and tho pooplo taught
from tho stump, tho fircsido, &o., that thora is
daugor ahead. Our adversaries havo tho
numbers against us, unless we call to our
assistance tho bettor class of tho colored poo
pie. At ovcry election from 1870 to tho
prosont moro or less of these pooplo havo
voted tho Democratic tioket. And why
should thoy not do so? Tho Domooratio
party is the party of progress and improve
ment, and this it has always boon. In all
our contests tho rights and liberties of tho
pooplo havo beon protected and prosorved by
this grand old party. It is also tho party of
reform and low taxes. Comparo tho present
with tho Radicnl pnrty and eco which pnrty
is with tho pcoplo and for tho pooplo. True,
it may bo that tho Logislaturo or somo
co-ordinate branch of tho government may
do something or omit to do something that
works hardly to sections or ci?eses of tho
pcoplo. All cannot bo pleased und all
cannot bo protected from wrong and injury.
In tho nature of things tho government bears
moro strongly on somo than others, but this
cannot last long. If errors orocp in or wrongs
are committed thoy will be corrcotod. If
representatives of tho pooplo loso thoir bal
anoo thoy can bo sent to the rear for
any length of probation. Thc country bc
longs to tho people and thoy can govorn it ns
thoy see fit and wc aro well untidied they will
do so.
In addition to tho issuo joined in tho Stato
cuivnss we havo opposition organized in our
county contest. Thc lines will bo drawn in
the county as woll as in the Stato, and the
battlo will rogo from tho mountains to tho
sea. Wo accept tho gnugo of battlo thrown
down in our midst. From 1808 to the
present timo wo have had good governmont
in Oconeo, except when a Radical treasurer
foll short in his accounts. Tho pcoplo do not
prdpoeo to surrender thoir decent, honest
local govornmont for tho Groonbaok or Repub?
Hean coalitionists to experiment with. Rut
to retain this governmont nn effort must bo
made-a united, dotormined effort of tho
Dcmooraoy of Ooonco. Tho canvass is now
going on. When tho primary election io over
tho canvass should bo commenced in carneen,
and ovcry man, black or whito, who is with
us in this emorgonoy, will rango himself
under tho Domooratio bannor to battlo to tho
end for good governmont, low taxes, pros
perity and general happiness.
The largest animal on earth will positively
be seen with S. II. Barrett cVCo.'s now show
at Walhalla, on Wodnosday, Octobor 4th.
Tho Grocnbaokors do not soom able to even
bull dozo straight. W. Walkor Russell,
hoad of tho party, recently wrote to Gen.
James P. Izlar, Democratic Chairman, to
warn Dem?crata against demanding joint
discussions. Tho lottor was directed to
"Oen. W. F.' Islar" and referred him to sec
tion 6,220. Roviscd Statutes, and "78 Otto."
Section 5,220 says: "Any nssoo'tation may go
into liquidation and be closed by the vote of
its shareholders owning two-thirds of its
stock," nnd thorn is no such law book ns
"08 Otto." Whether the Greonbaokors aro
going into liquidation or. nd ia not stated.
The Rep?blica ti Stale Cou
ve inion.
Tbis body of mongrols met in Columbia
lust week. All tho count ios ?ere represented
by delegates and more than tho usual inter
est wat manifested by them in tho proceed -
ings. The first contest was for tho control
of tho convention. E. W. M. Maokey,
white, and Smalls and Leo, oolored, were
the aspirants. Lee was successful through
tho help of Smalls, both being willing to
fight Maokoy in all preliminary contests.
The disgraceful scones, - common to this body
in former days, woro ro-ennoted on porhnps a
dirtier And lowor seale.
Tho principal discussion was over tho
question of making a nomination of their
own, or of endorsing the Greenback tiokot
for State officers. The delegates not
ooneeal their opinions. Politically, tl? were
opposed to tho principios of the Qrconbaok
party, but, being poworless themselves, tboy
wore willing to voto for and moko com?
mon cause with tho Oreenbaokers for the
purpose of defeating the Bourbon Democrats,
as they aro pleased to call thom. Very few of
tho spoakcrs believed tbut the coalition would
be succosstul thia (imo, but they looked
upon it as the ontering wedge that would in
tho ond band tho Stato over to tho Republi
can party. Not very much consideration
was shown in the discussion for tho Green
backers or what was to become of thom in
tho future. Clearly, tho objcot of tho Republi
can leaders was to uso ibo Groonbaokors to
"pull tho chestnuts out of tho fire," and
then they expected to reap the substantial
fruits of tho operation. Finally tho Repub
lican convention endorsed tho Stato Green
back tiokot and for a timo at least promised
to east their fortunes, bad as they are, with
tho Grccnbaokors.
Tho angriest and fiorcest contest was mado
over tho Chairmanship of.tho Stato Exccu*
live Committee. Mr. Brayton, of tho rovenuo
department, took a hand along with Mackey
and Sam Leo for this position. The "rovenuos"
wore routed ns troll as Sam Loo and Mackey
was successful. Charges woro openly mado that
Maokoy purchased his way into tho position
and no ono has don ?cd it. This gives Mao
key control of tho party machinery and will
onnblo him thereby to handle tho ready cash
of tho campaign.
Mackey, Smalls and Leo aro making a
desperate effort to secure tho nomination for
Congress in tho 7th or "Black District."
From appearances Mackey will bo success*,
ful. The convention endorsed Col. Cash for
Congress from tho Fifth District, thereby
blasting tho hopos of T. J. Mackoy for tho
position.
Tho Groonbaokors rofrained from making
nominations for Congross in tho "Black
District," which shows that the coalition
between them and tho Republicans is com?
plcto and ns ro ttcn and offousivo as trading
in politics cnn bo.
County Convention of the Green
backers.
Tho county convention of tho Greenback
party of Oconco County mot in thc court
tinoso at Walhalla on Saturday last. Tho
convention WOB called to ordor by Mr. Henry
Harbin, who seems to bc tho generalissimo of
tho party in Oconco. A temporary organi
zation was effected by electing Mr, James
B. Phillips Chairman and J. Chu kc Hunni
outt Seorotary.
Tho roll of dclcgatos was called whon it
appeared that niuo clubs were represented by
fifty-six delegates, bixtccn of whom were
colorod. Tho largest club was represente.''
by twenty delegates on tho roil coll, though
all of them did not answer to their names.
The delegates wore eaid to represent five
members each, which would givo the Soncca
club ono hundred members. Tho other
clubs wore smaller, some of them running
to ono or two delegates. Tho clubs repre
sented wcro Seneca, Doublo Springs, Little
Uiver, Salem, Center, Walhalla. Long Crook,
Holly Springs and a oolored club, tho name
of whioh escaped us.
Mr. W. J. Harbin was mado pormancnt
Chairman and Mr. Hunnicutt was con
tinued as permanent Seorotary of tho con
vention.
Nominations for tho Legislature and county
nflie.es being in order, tho names of MoBsrs.
Goorgo R. Chorry, Jamos M. Hunnioutt and
Robert Craig wore announced by their
friends for tho Legislature. Messrs. Cherry
and Hunnioutt wero nominated by large
majorities-that of Mr. Cherry being unani
mous. Tho chairman of the convention
stated that ho had had an interview with Mr.
Cherry, who stated that tho announcement of
his nnmo in thc primary election was with?
out his consent, and that ho would accept thc
nomination of tho Grccnbaokors.
Tho convention refused to mako a nomi
nation for Probato Judge. Tho reason for
this as stated was highly creditable to tho
convention and Judge Lewis and will not
prejudice him with his party friends.
Mr. J. Clarke Hunnioutt was nominated
for School Commissioner.
Messrs. Johnson R. Cleveland, Charles W.
Hunt and John W. Cannon wore nominated
as candidates for tho office of County Com
missioners.
Mr. J. B. Sanders was nominated for
Coroner.
An ozoontivo oommittoo of ono from each
club was appointod and woro authorized to
fill vacancies of nominees if any shall do
oli no.

Abstract of Minutes of South
Carolina Presbytery*
The Presbytery of South Carotina met at
Richland church, Oconeo county, September 14
and continued its sessions till September 10.
The opening Hermon was preached by Hov. S.
L. Morris, last moderator.
There wero present during the session forty?
two delegates, vis : Seventeen ministers and
twenty-five ruting elders. Rev. J. L. Marlin
was eleoted moderator and Hov. W. Q. Nevill
reading clerk.
Rev. F. P. Mullally, D. D., was received from
Lexington (Va.) Presbytery and Uer. A. P.
Nicholson from Enoree Presbytery.
The name of Westminster eburoh was en
rolled, having boen organised since last meeting
of Presbytery.
Carmel church presented a call for thc services
of Kev. A. P. Nicholson, which was plaoed in
his hands, and he was granted permission to
retain the call till noxl meeting of Presbytery.
Call for the servioes of Rev. J. P. Marion, of
Bethel Presbytery, was presented by Rock
church, which was returned lo tho church
because irregular in som o respects.

D. E. Friorson, T. C. Gower, Col. W. C. Keith,
James McCarcy. Rev. A.P. Nicholson, John W.
Shelor and J. D. Verner.
Petition was received from Pelzor requesting
organisation of a ohuroh at that plaoo.
Six overtures wcro presented to (ho Presby
tery.
First, proposing lo change tho constitution, so
as to maVo tho minister and one ruling elder a
quorum of session where there aro but. two
elders in a church, was adopted unanimously.
Second overturo, whether a eburoh session
oan discipline a member without tho presence
of a minister, wns answered attn [natively, but
tho session was recommended not to proceed for
prudential reasons, unless impossible to secure
tho pr?sence of a minister.
Third overturo, whether the salo of Intoxicat
ing spirits in n publio bar room as a bevcrngo
by a member of the ohuroh was a disoiplinablo
ofionco, wno answered : Thal io the Presbytery
it seemed difficult to imagine such a cuso where
the act was not sinful, bul each ohuroh session
must bc tho judges of the circumstances of
each particular case.
Overtures four nnd five related lo the estab
lishment of fraternal relations with tho Norlhorn
ohuroh, and thc Presbytery disapproved of tho
basis accepted by the Atlanta Assembly by
passing (he following paper almost unanimously:
Whereas tho establishment of fraternal rela
tions with thc Northern General Assembly by
tho Southern General Assembly upon a basis,
al least questionable if not positively dishonora
ble to the Southern church, lins caused great
dissatisfaction and much debate nnd uncertainty
in our minds in regard to the basis of the fra.
tcrnal relations; and whereas tho notion of the
Atlanta Assembly was based upon tho " concur
rent resolution," which the Springfield Assem
bly, whilst professing to accept, did, by passing
tho " Herrick Johnson resolution," really and
even fundamentally modify, by declaring that
they only adopted it in n restricted sense; and
whereas real friendship cannot exist where the
terms aro equivocal and thc basis dishonorable
lo either parly; therefore, bo it
Jittolved 1. That (his Presbytery, whilst not
questioning the motives which guided tho
Atlanta Assembly to its conclusion, bul believ
ing that it acted conscientiously according to
(he light then before it, when tho quesliou was
sprung suddenly upon it in its modified form;
yet in tho exercise of its olear constitutional
right to review tho proceedings of its commis
sioners, does hereby overture tho next General
Assembly (o ask un ollicinl interpretation of
thc " Herrick Johnson resolution," which shall
bo satisfactory lo thc Lexington Assembly before
our appointed delegates take their seats. '
2. That hereafter fraternal correspondence bo
by letter and not by interchange of delegates.
Overture six, in regard to appointing a com
mittee of ono to aot with thc parties having
charge of tho "Southern Chatutiqua Institute,"
wns withdrawn.
Rev. W. G. Nevill was elected Presbyterial
Sunday School Superintendent instead of Rev.
E. P. Davis rcsigucd.
Rev. J. R. Riley, Rev. W. F. Pearson and R.
C. Gilliam were appointed to preparo n suitable
memorial on thc death of Rov. John Mci.ces for

place of Ibo next meeting of Presbytery.
Tho Dame of " Hopewell Pendleton" church
was changed to Pendleton.
A commit (ec, consisting of Revs. J. L Martin,
E. P. Davis, F. P. Mullally, S. L. Morris and
Elder L. W. Perrin, was appointed lo consider
and report lo tho ncxl Presbytery touching the
overture of tho General Assembly in regard to
the marriage of ono with his deceased wife's
siatcr.
Thanks of Presbytery were tendered Richland
community for their generous hospitality and

WALHALLA, S. C., Scplomber 19, 1882.
MKSSUS, EDITO S: In your last issue "Tax
Payer" requests an expression of Ibo views of
the different candidates for tho Legislature on
tho question of tho proposed constitutional
amendment, providing for thc formation of new
roomies. In compliance with this request I
havo to say that 1 am opposed to Ibo amend
i ment, shall volo against il and hnve already
been exerting myself, and shall continuo to
* tlo BO, (0 detent it before the people. If lt
i should bo adopted by tho people, and 1 nm
I sent to thc Legislature, I shall lhere endeavor
3 to prevent its ratification, unless a majority of
the pcoplo of Oconeo county volo for il, in
which ease I should feel bound to enrry oui
1 the will of tho pooplo fairly expressed by a
t majority volo, though il should bo contrary to
. my own convictions. If it should finally bo
t como a part of tho constitution, in spite of
efforts to defeat it, 1 should then try to pre
vent Ibo taking any part of Oconeo county to
form a new county.
Thc arguments for nnd ngiinsl this amend

boen so fully discussed in Ibo papers nnd in
Ibo canvass by myself nnd others, that I shall
