Terrible Homicid o near Fair Flay.
Wc learn that Turner Usborne, Jr., and David
Bradbcrry, in passing tho residence of Riobard
Compton, on Friday evening last, near Pair
l'lay, in this county, had a difficulty with Comp
ton in refcrenco lo his dog. Compton and his
wife were in their home when ono of these
persons (ired a pistol al (hem. Thc ball struck
Mrs. Compton in thc abdomen, producing death
thc next day. Osborne was arrested and made
his escapo on Saturday morning, l?radbcrry
has buen arrested since and is now in jail. Wc
learn that Osborne fired tho 1'alal'nhot. Efforts
aro being made, wo learn, lo rc arrest Osborne.
Trial Justice Seaborn, acting Coroner, with a
jury, held an inquest over Hie body of Mrs.
Compton. Tho jury returned as their verdict
that she came lo her death by a shot fired either
by Ooboruc or l?radbcrry.

Tho South Carolina Conference, al its resent
session in Charleston, in view of Ibo exigencies
of tho work in this region, created a new
charge, Cousisliug of Ibo following churches
and preaching places:

Tho General Assembly of South Carolina was
in cession just thirty days. Over two hundred
bills and joint resolutions became laws. Thc
Whole cost of (ho session was in thc neighbor
hood of forty thousand dollars. So far as wc
can discover (hero wa3 nc unwise or heedless
legislation. Tho measures which wcro not
finally acted upon do not appear (o bo of any
particular importance, excepting' thc different
bills in relation to Ibo rcgistrali u of voters.
It was wrong to neglect to comply willi tho
plain mandate of Ibo Slato Constitution, ami if
was impolitic, at least, (o loso a favorable op
portunity of limiting and roglaling, by luw, the
volume of ignorant voters. Against this omis
sion can bc set tho passage of several measures

Tho Joint Resolution amending thc Conslilu
(ion relative (o (ho homestead, authorizes an;!
requires such subsequent legislation ns shall
extend (ho benefits of (ho homestead (o every
head of a family in tho State, whether land

of (bc homestead exemption in personalty to
every person, whether ho is entitled to it for
lnr.d or realty, or not. This will obviate Ibo
hardship of thc present law which operates lo
doprlvo tenants and non.land holders of tho
protection of tho homestead,

tractors, and provides that they shall bo fur

tho Hoard of Directors of tho Penitentiary, but

Tho Hill to provide for thc investment.and uso
of tho Agricultural Collego Fund restores to thc
Fund an amount equal to tho procccdu of tho
Agricultural Lund Scrip, givcu to tho Stato by
tho United States, which proceeds were invested
in, Stulo bonds, which wero hypothecated and
lost to tho Stulo in Kudicul days. Tho Slnle
Treasurer is required io issue to Iho Hoard of
Trustees of tho South Carolina University a
certificate of Slate stock for $)01,800, bearing
interest al six per cent., which interest shall bo
used by the Hoard for tho purposes for which
tho bund Scrip was originally issued to thc
Slalo by tho United States. Tho Hoard of
Trustees is authorized to establish tl C?lTcgo of
Agriculture and Mechanics for thc benefit of
while students, using tho University buildings
aud grounds, and establishing scholarships lo
bc used equally by students from various sections
of tho Slate, either by counties or Congressional
Districts. Thc Hoard will also have power to
establish scholarships for white mule graduales
of chartered colleges of thc Stale, thc tuition lo
bo free. This new College of Agriculture and
Mechanics is in addition to tho Agricultural
College and Mechanic's Institute, for colored
students, which is ill successful operation at
Orangoburg; nml thc two colleges will bo here
after maintained out of thu income of (he build
Scrip Fund.
Tho Act to extend thc time for tho redemption
of forfeited lands provides (hat all lands here
tofore forfeited lo the Stale, for tho non-payment
of taxes, muy bo redeemed by tho payment of
one half of tho simple tuxes of ihc yenrs 187G
and 1877 and thc full amount of thc (axes,
costs and penalties of (ho year 1878, pun idell
thu! such payment bo made on or before the "i 1st
May, 1880. Aller that dato unredeemed lands
will bc sold for thc benefit of tho Sinking Fund
of tho Slate.
The Act repealing "tho Acl to niter and
amend (ho law regarding elections," repeals Ihc
"two-box" law, passed during thc session of
1878, providing for separate ballot-boxes when
ever there is un elect ion for both State officers
and Presidential electors. Tho old ouc-box
system is restored.
Tho substanco of thc bill lo provide for (lie
settlement of tho Consolidated debt of tho Slate,
thc Fichen bill, has been heretofore published.

I debt on tho basis of thc recent decision of thc
Supremo Court, lt provides for tho payment of
tho tutor est on thc entire debt for 1880, aiul tho
payment of thc unpaid interest for 187'J on thc

Coil, who will examino tho debt mulei- llierHrdii
of Ihc decision of thc Court, and report moulhly
lo tho Treasurer. For bonds and OOUpont
declared partly Valid, tho holders will

Provision is mado in a separate act for thi
funding of all Stato indebtedness, which bj
law is fondable, and for consolidation anil
funding of interest on tho unfunded valiil
debt from 1SY-1 up to and including 1879.
Thc net regarding tho funding ot tho billi
of tho Hank of tho Stato uuthori/.o theil
funding in Consolidation bonds at tho rate ol
lifty cents on the dollar, tho first coupon
being payable in 1S81. This relieves
Slate of another chronic trouble.
Tho act creating a department of agricul
ture places it under tho control ol' a board
consisting of tho Governor, thc Master of thc
Stato Orange, tho President of tho State
Agricultural and Mechanical Society, ".ucl

Gcnornl Assembly. Thc Commissioner ol
Agriculture and his clerk will bo under thc
control of this Hoard, which shall also havo
power to require County Auditors to furnish

superintend and quarantine diseased stock,

well attended by our citizens, who were
