Bill to provide for modo of proving State
Bank bills tendered for taxes was taken up.
Mr. Taft spoke against tho bill and said
it 'would placo impediment in the way of tho
tender of bills by poor tos payers, anet would
not hinder thc holders of large quantities
of them, who could afford to employ lawyers.
It would causo great expenso to thc State in
tho way of costs, and would enable many
parties to ovoid payment of their taxes
altogether. Ho sold that tho very sa^o
bills had boon tendered last rear, by more
th?.n ono person for tasca. They were bor
rewed from tho brokers for that purpose.
Ile thought that thc bill would bc of great
benefit io thc brokers, but not to thc State.
