Blue Ridge Railroad.
COLUMHIA, S. C., Juno 28, 1871.
I&n T. Wrightson, Editor Rditrpad Re
cord :-After muny vexatious delays, occn
atoned mainly by tho peculiar condition1
of tho finances of this State, and the distrust
of capitalists to invest in Southern securities,
tho Bluo Ridge Railroad is again in a condi
tion, I hopo, to press tho construction along
the lino moro vigorously. A new company,
composed of capitalists in .South Carolina and
New York, is now forming, who proposo to
complete thc road in a short time on certain
conditions. This proposition includes the
issuo of a preferred stock for ?2,000,000,
beariug 7, 8 or 10 per cent, until tho road is
completed, after Completion to have same pro
fercuoo over stock now issued. Tho new
company to hold or retire old stock. Thc
company in this State and in New York pro
poso to subscribe at once for one-half of this
preferred stock. With tho 82,000,000 of
preferred stock, und tho vt,000,1)00 mortgogo
Louds endorsed by tho State of South Caro
lina, this Toad can bo completed lu two years
from this dato.
Tho advantages of ibis direct connection
bolseen Cincinnati and tho nearest Atlantic
port havo boon demonstrated for tho last
thirty yonrs, und aro being sUongiucuod aud
fortified by tho oxpericuco of each succeeding
year. Tho excess of freights on your pro
duce ?nd manufactured ort icios by the cousu
mer iu tho Southern States, by way of Balli
more or New Orleans, would pay for the
construction of this road every tl)roo or five
years, to say nothing of tho profits made
?brough a direct trade with thc South, West
lodi? Islands and South America.
Tito connection hy way of thc Blue Ridge
Railroad is deemed so important by tho peo
ple of Georgia, that no less than four roads
have been recently chartered with liberal
Stato aid, viz., 315,000 per mile : thc Au
gusta & Hartwell Railroad to Clayton ; thc
Athens & Clayton ; tho Cai tersvillo & Clay
ton, and thc Macon & Clayton or Knoxville
Railroad Company. So that you will perceive
that when once in connection with Knoxville
you will have the most direct and cheapest
communication with North Carolina, South
Carolina and almost all of Georgia.
With great deference I would suggest that
the true policy to bo pursued by Cincinnati,
iu endeavoring to establish close railroad
communication with the South is so clear as
to render argument or demonstration almost
unnecessary, lt is, in a word, to malee use
of the road already constructed from Cincin
nati to Paris, and thence to build u road via
London, to connect with tho Knoxville ?is
Kentucky Railroad at the State linc-a dis
tance to build of 150 miles, at a cost of s JV
$5,000,000; or, following thc road already
builta little further, to Nioholasville, complet.;
tho connection to thc Kentucky & Knoxville
Railroad, by constructing LAO tuiles of road
ot about thc same cost.
tt would seem that when returning reason
calls thc people of Cincinnati from following
the KlNI.s I" AT fl.'s of the direct road to Chat
tanooga, a scheme which looks to others as if
it had been devised mainly for the purpose of
duding a place to spend ton millions of dol
lar.*, to accomplish an object that coull bo
gained more quickly and easily by the expon
' dlturc of half that sum, they will turn their
attention again to their first project, viz., a
connection with tho Southern section via
Knoxville, which oilers all they need at so
BioaM a comparative cost.
Bub pardon this digression. What we
now proposo ta to appeal to thc citizens of
Cincinnati, either as a corporation or indi
viduals, to como to our aid, and subscribe nt
luost ono million dollars of this preferred
stock. Tho State of South Carolina, city of
Charleston, and individual stockholders, have
already paid in and expended on this road
nearly throe millions of dollars. Wo propose
row to retire this old stock and permit new
parties to como in with $?2,000,000 preferred
stock, aud by thc uso of S 1,000,000 mortgage
bonds guaranteed by tho State of South Car
olina, build thc road and own it after it is
completed. Surely the people of South Car
dina arc in this giving a su Ilici?n t guaranty
of their great desire for this western ooo nee
tion. And if after moro than 80 year*?' advo
cacy of this road on thc part of your people,
thoy should decline now to aid to this small
extent, we may well doubt their sincerity, or
the itnportaneo of the connection to them.
1 have addressed you on this subject, be
cause I know your great desire, and have road
your constant appeals for this great enterprise.
Pienso pisco it ngaiu before your people, and
if likely to bo successful, the Bluo Ridge
Railroad Company will aid in any maunct
Which may be suggested.
I have for thc last four years devoted my
timo to fostering and encouraging this enter
prise, and now feel that the road may bo sc
pured beyond a doubt, with n snail arnot)ni
c-S aid from your city. But if \ should fal!
io the cud, the people of South carolina will
always remember with gratitude tho unceasing
efforts you have made in a common causo will
thain. Yours very truly,

Revival of Kuow-Nothingism
Ono of tho results of the lute Orango riots
in New York is the formation of ii protestant
longue, and an effort to revivo thc old Know
?Nothing crusade. It has been repeatedly
predicted that tho Radicals would havo a new
victim pretty soon, and that Roman Catholics
would probably bc the party selected, lloncc,
it is greatly to bc deplored that n seeming
provocation to that end has been givou.by the
attack on tho Orange procession in New
York. The Roman Catholic Archbishop and
tho clergy did their best, it is said, to pre
vent it, but thc lawless clement involved were
outside their influence. Whilo the elorgy,
in tho estimation of right minded men, have
cleared their skirts of all responsibility, til o
misfortune is, that the fanatical and tho vio
lent will persist in making them aniiwcrublo,
and in retaliation upon the Roman Catholic!
Church for the ruffianism of n few evil and
misguided men. The preponderance of Prot
estantism in this country is so enormous that
it may, in a certain souse, be called a Prbtes
tuiit country. Rut religious liberty is one of
tho fow franchises still loft us, and Il??taught
to bo secured, not only theoretically but
practically. To this end, n spirit of*^ora
tion and charity should bo cultivated by
Christians of ail denominations. And it
would be well for both Orangemen and Ro

"After the w ir of 18G0 tho results achiev
ed by tlio Prussian needle trun gave rise to
au absolute storm of imitation, which extcn
tb'd even to China and Japan, lind now the
success which accompanied tho cutir? novel
method of employing tho Gcrmun cavalry iu
tho late campaign seems likely to give rise to
a similar movement. The Hnglisb and Hus- '
siati boise lia\'c already booti pul through ev
olntiouson tho Prusso-Gcrmnu system, und
it may be considered certain that most of tho
other St; t'. will follow theirox a tu plo. This
is the mbio importuut us the general udopliou
of breech loaders and rille cannon had led tc
tho conviction that Itt fniure tho employment
of eavaliy must bo confirmed to reconnoiter-'
ilig and to services intended to secure the*
safety of the arin y ; so that, in tho years*
succeeding 1SG0, Russia, France ao l Austria
effected more Ol' less important reductions ia
thc st i engt li of tho cavalry. This view of tho
question, which at tb? time Prussia altino op .
pos d. may now bo considered entirely aban
doned,
"Thc Prussian ayate m consists in forming
j tho Cavalry into divisions of middle strength,
whioh are divided into brigades of two or
three regiments, and which, as a whole, orin
(hoir part-, may bo employed with the great
est freedom, as well for scouring the country,
securing thc safety of the anny, and p "su
ing the enemy, MM for an attick on the btuvlo
liold. 1'he system has boon p u ticul irly calcu
lated to secure a lightning rapidity i'll attack,
and its results have been so brilliant that,
while in 18GG scarcely a single attack oil tho
closed rinks of the Austrian infantry proved
successful, thc CS orman cavalry in the battles
of lioaumont, Amiens, the second battlo of
Orleans, and the Ilapeaume, broke up and
dispeised intact French squares, in spite of
the rapid lire of the ohasscpots, and took bat
teries willoh were engaged in tiring, sword or
lance in hand. The new organization h?>s
proved even more effective in scouring tho
country and securing the safety of the army,
so that the entire change which has taken
pl ice in thc opinion;) of military authorities;
abroad cannot cause us any surprise."
