''Thc stone which tho builders rejected, is , become tho head of the corner." lt is but n yenr ugo that a convention re sembled in Columbia at the invitation'of the press conference, to fake a "new departure" in thc? politics of the State, upon thc basis of the resolutions of that conference. The conven tion adopted the principles embraced in those resolutions, iu tho following language of its own : *'l Tho fifteenth amendment of the Con stitution of thc United .Slates having been, by thc proper authorities, proclaimed ratified by the requisite number bf States, and having b?cn received and acquiesced in as law, in all tho States of the Union, ought to be fairly administered und faithfully obeyed as funda mental law. "2. Tho vast changes in our system of government, wrought by the international war between the two sections of tho States und following in its train, ere so far incorpo rated into the constitutions and laws of thc States, and of the United States, as lo require that they be regarded us accomplished facts, having the foroo and obligation of law." This step tuleen by a convention of the people of old South Carolina, wus justified in thc address of their executive committee by the following argument: The infamous char acter of ibo Government of South Carolina was attributable to the unhappy antagonism of the races, produced \y "'circumstances abd tho machinations ot selfish and corrupt polit iou I adventurers," whereby was arrayed prac tically, "thc w hole of the ono race in political hostility to thc whole of the other race." - One race owning all the lauds, Ibo other fur noshing all the labor and controlling, abso lutely, the/power of the Government ; a sub jection of capital to labor, necessarily produ cine ruin mid disaster, and tending to bloody conflict. lt was shown that there was ie hope of abolishing universal sn ff rugo, and that the ajtempt, nailer tho most favorable circumstances, would light thc fires of a oivi wur "fierce, bitter, bloody and disastrous."
