Tho christian soldier und gentleman, is no

The 8eigc of Puris and Metz continues, with

WAMIAT.LA, S. C., ) I
October 3, 1870. J \
Tho Oconco Agricultural and Mechanical
Society was called to order by tho President.
Minutes of lust meeting wcro road and adop
ted. Tho President, in a very able and itu
Iprossivo manner, appealed to tho mombors
[and farmers gencrully in behalf of tho claims
of thc Society. The letter of Ucn. Ilatnptou,
in reply to an invitation to address tho Socie
ty, on tho subject of establishing an Agricul
tural College, was read, in which ho declined,
for tho want of timo, caused by a dctcnt'on
of tho invitation until a few days previous to
tho meeting. Tho lotter expresses a hearty
approval of tho object in view ; ascribes praisoj
mid honor to tho Society for inaugur?t i ug'
such a movo, aud tho willingness of ibo writer^
to contributo at any lime all tho assistance in'
his power to promote our undertaking. Tho!
Committee appointed to consider tho "practi
cability of establishing an Agricultural Col
lego in Walhalla," made through their Chuir
mun, Maj. 13. Sloan, tho following report :
Mu. PRESIDENT t-Your Committeo being
fully impressed with tho importance of tho'
subject submitted to them for report, desire1
to express their conviction, in tho Qi st place,
of tho necessity of such an institution, not
only to tho County, but to tho State, and in
fact to tho entire South
In technical knowledge, tho Southern peo
ple uro sadly deficient. How many fanners
have any knowlcdgo of the character of tiiej
soils of their fields, or of the constituent ele
ments of thc crops they grow ? In this region
of streams, how many of the land owners can
uivo you any approximate estimate of the
work tho struutU8 flowine through their prem
ises can perform? Who on tell anything
of the minerals or metals nbounding in thin
mountainous region t How ninny hnvo thc
faintest, conception of thc wealth which drain
agc and irrigation can produce? How tnanv
h ive the requisite knowledge of tho laws ol
mechanics to save them from tugging, Sysy
phus like, at some everlasting stone ? Should
not these deficiencies iu education bc sup
plied, and nt once, to our people now strug
tiling against so many adverse circumstances i
! To those men who shall take tho first stops
towards clearing nway these obstacles will bi
duo everlasting honor. And should thc Col
lege once bc rightly established its stabilitj
?will bo secured. The roll call of its student!
Swill be auswered from every State in the South
gntid au era of prosperity will at once begin tt
?dawn upon thc country. In proof of thu
behold tlio wonderful and astounding succ?s!
of tho P russians in tho war which they ari
now waging, which success can be attribute?
to nothing under Heaven but the universality
in that country of just such technical knowl
edge ns it is thc object of this school to dis
seminole.
Many difficulties arc nt first to ba encoun
tored in thc establishment of thc College, i
is to be expected, but thc greatest will be ti
drstroy old ideas-to get thc people- out o
thc old educational grooves, lt has boen th
custom to consider that thc Agricultures
stood in no great need of ah education, when
as there is no culling which stands so obst
lutcly in need of thc most varied and extet
sive knowledge of thc laws nnrt ????r??t? r
us turo.
! In spite of thc difficulties to bc encounte;
! ed, however, it is believed by your committc
that there can bc no more propitious iiiomcti
for thc inauguration of this movement tba
the present. On nil sides the people ar
eagerly seeking for thc moans to ret nov
their fortunes They wish imniigrutiui
whorons they hnvo immigration. Can it nt
bc made clear to them that un enlightcnc
and scientific cultivation of thc soil will muk
their barren old fields teem with vegetab1
productions? That our forests may bc mac
to yield up their hidden treasures? An
that it is not improbable that there may I
discovered to them beneath their very fcc
?mines of untold mineral wealth; and tin
then, with educational advantages on all side
no power on earth can turn back thc *esis
less tide of immigration which will surely s
I in upon them.
In this important work, then, os a fir
step, your Committeo is of opinion that i
[Executive Committee, composed of five ge
tlcmcn, taken from different sections of tl
State, and known to be thoroughly imbin
with tho spirit of this enterprise, should
once bc appointed, and nil details of finan
and of organization bc entrusted to it.
As a second step, lot thc County bc ca
vusscd, and the peoplo bc persistently urg
to give according to their moans. Whatev
can bc done in this way, should bc done
once, nnd thc result declared by the 1st
November, and, if favorable, then thc li;
should be opened throughout the entire Sta
md in fact th rou tr h out thc South. At t
same time no efforts should bc spared to i
euro the State share of thc land appropri?t
by Congress for the establishment of su
colleges. Nor should an effort bo spored
secure a share of tho "Peabody fund."
should be remembered however, that tho si
cess of all these applications depend eulin
upon tho amount raised in tho County. A
whether all of theso projects nrc successful
not, it is recommended that ns soon as a s
ficicnt sum of money has been subscril
and collected for tho poymcot of a few P
fc83ors in tho most important branohes, (i
Chemistry una its application to Ayricultu
Mineralogy and Q oology, llotany, Math om
ios and tho mechanics of solids and fluid
tho College bc opened, thus forming a nm
us for futuro work.
It is especially urged that tho Collogo
not crippled at tho outset by the cxpendit
of groat sums of money, or worse still,
contracting a heavy bonded debt, for hi
piles of md staring brick, or vast rcotanj
of pine boards called college buildings, ll
1er let thc funds bo applied, first, ns bel
recommended, to securing tho very best ]
fcssional talent, and, second, to procur
complote sots of philosophical and other ar
ra tus for the prac tic il exemplification of
subjects to bo taught,
i y Tho students at (irst might obtain bo
among tho citizens of tho town, and some i
nomionl provision bo mada for class, lecti
or recitation rooms, leaving tho orect?oi
tho main college building? tosueh time w
tho institution shall bo self supporting,
ito financial lifo secured,
j An experimental farm should also bo
tablishcd in connection with thc Collogo,
win short, no moans be spared to illustrate
^theoretical by prnctioni Instruction; for
^mottet how highly tho intellect may bo ci
"vated,, thc edacation which fuite to co
tho inim. to apply this oulturo to tim com thou ;
und practical purposes of lifo L deficient, jg
Your Committee is, turthor, of opinion thu td
tho College feos should be so moderated as tog
muster ut first a largo number of students;*
from various scot ions of tho Stuto in order that
its character and o?lloioncy may bcoome wide
ly known ut tho earliost possihlo momont-'
cspeoial oaro being taken to hnvo it under"
stood at onco that tho institution is not for.
thc county alone, but for tito entire State, and
in fact for tho South.
In closing their report, your Committee
cannot refrain from again dedaring that tho
ontire sucoess of tho enterprise depends upon
tho nmouut of money raised in tho county,
and upon a happy selection of tho Executive
Committee, tho members of w'doh being ta
ken from different parts of tho State, 00uld|
do much in getting material uid, and perhaps^
would bo of infinite sorvioo tn divesting tho
enterpriso of any iippearanco of narrow scc-?
tional selfishness.
