A dispatoh from Berlin, August 28, says
the disposition of the different Golman annies
is as follows :
These sro 18 corps d'armeo containing
40,000 moo oaoh.. The First army, undor
Steinmetz, has tbe First, Sevonth, and Eighth
Corps st Metz; tho Second army undor
Priuoe Frederick Chorlos, the Second, Third,
Nigth, and Tenth Corps at Metz; the Third
army under tho Prussian Crown Prinoo, tho
tho Fifth, Sixth, and Elovonth Corps, and
two Bavarian corps, marohing on Paris ; tho
Fourth army undor tho Crown Princo of
Saxony has the Fourth and Twelfth Corps,
and the Saxon and Prussian Guards ; tho
Fifth Army, under Gen.* Werder, has the
Wirtemburg and Baden Divisions, and is on

The special oorrospondent of the Now Trib
uno at McMahon's headquarters sends advices
from Rethol, doted 25 inst., as follows :
We left Rheims on Wednesday at 5 in thc
afternoon, and arrived at Bethel at 8 o'clock
this (Thursday) morning. Tho troops had
proceeded us. Tho town and surrounding
country ?re ono great camp. Ail McMahon's
army is here-tho First, Fifth, Sevonth, and
Twelfth Corps, and thooavolry of Canrobort's
Sixth Corps. Tho Emperor and Brinco Im
perial aro here.
We shall move on Friday to Moiercs.
This afternoon tho troops oro already started.
By 2 o'olock ou Friday morning the whole
army will be gone. Tho movement is rapid
toan extreme; but tho troops are fresh and
in good spirits.
On the 28th the train of American ambo
lances, under thc direction of Dr. Morior
Sims, left Pori! for Motz Dr. Pratt and
many other members of tho United Stato Sani
tary Commission accompanied tho train in
uniform. Tho daughters of Dr. Sims mareil,
ed at tho bead of tho procession bearing thc
banners of France and the United States.
A great sonsation was oreatcd among thc spec
tators as the train moved through thc streets,
Crowds cheorod and gave liberally to those col
looting money for tho wounded. This ambu
lance servioo will bo str'otly impartial ia,its
ministrations, treating French and Prussian
?rounded alike.
One of tho Paris journals on Saturday
ovoning hod a remarkable editorial, of which
the following is aa extract : "Next to thc
news of the near approach of tho Prussians
to tho walls of Par's, that whioh most occu
pies the public altogether is tho possibility of
aa open rupture between the Government
Hud Goa. Ti'ochu. It is reported that thc
Empress has demanded the dismissal of Gem
Troohu from his position as Governor ol
Paris, but we can affirm nothing positivo. Il
is nevertheless truo that a person lins beer
permitted to express carelessly thc opinion
that Troohu, in the presence ol t ho Empress,
had boen asked to retire."
A late oopy of tho Journal of Na?oy says :
"That which wounds us moro than all oise
ls the condition of our unfortunate farmers,
dwellers in our country. Our tears flow at
the sight of long Hoes of wagons ladon with
oats, bay, and provisions of ovory kind, to be
given over to tho Prussian army. The fine
horses which wero to prepare tho earth for
the seed of tho future harvest have been har
nessed to the Prussian cannon. Since every
thing is soattorod and destroyed on tho da]
after tho harvest it equally follows that a ro
markablo barrenness of tho oountry must ou
sue; The difficulties of an ontiro year an
crowded into ono moment. Tho ruin is com
pleto and unspoakahlo. Long years will b
nooeasory to repair tho damages of these fev
days of invasion."

foe which I have long been hunting, viz : A
medicino, or medical appliance, that might

ensos, whether real or imaginary, with whioh
I am afflicted. And us I havo many friends
in Edgeficld, (aud so havo you,) diseased be
yond tho power of Drugs and Dootors to cure,
I hope you will publish tho statement I maleo
bolow, whioh I assert to bo truo of many of
tho parties, having soon thom aud heard their
own statements by themselves, and these
stntomonts corroborated by witnesses whoso
testimony cannot bo doubted.
I shall lot thom speak for themselves, iu
most cases. Mr. Wm. Tate, Baptist minister,
says :
I was taken about niuo year;.' ngv> with
aouto Rheumatism-symptoms, sudden und
aouto pain iu tho back of tho neck, produoing
insensibility iu u short time, followed socn af
ter, by the same sort of pain in enoh ankle and
wrist successively, und dually iu almost all tho
joints of tho body. I wus relieved in the
usual way, by Misters &o., by tho aid of a
Physician, but was not ourcd, all tho joints
boiug left in a inore or less stiffenod state,
with the hoad drawn back and to tho left sido.
Tho hands woro turned ucarly up sido down
-tho feet twisted in opposite directions
could ouly walk by uso of orutohes, and was
unable to do any kind of work. I remained
in this condition, with tcudous and muscles
permanently contracted, for six yours. I com
menced tho uso of those waters, both by drink
ing and bathing, about thc 1st of.June 18G9,
and was permanently cured in six weeks.
Mr. Tato is now Fifty-niuo years old.
Mr. Tate's wife also was ourcd by thc usc
of tho waters, after being au invalid foi
thirty years. Her disease wa3 Indigestion
accompanied by faiutiug lits and vertigo,
similating Epilepsy. She has had no'spcl
since sho commenced thc use of this water.
Mr. Mulinnx, who had, it appears, Gone
ral Dropsy, and an accumulation of fatty mat
t r, arrived at the Spring iu August of las
year, weighing upwards of four huudrot
pounds, and was unablo to walk a step, with
out thc assistance of two men. Ho romaine*
about six wcoks, and returned homo cured
he is now well, weighs less than twohundrei
pounds, and can walk as well as he ever could
Mr. Lcadford, who was affected with O/.cna
considered incurable, with loss of genera
health, so much so as to bo unablo to do on
work whatever, was ourcd in about six weekf
but is herc now with some sign of his malad
returning, he having blown a scab from hi
nose soiuo two weeks ago. lie is othcrwis
in lino health.
Mr. Fowler, of Dawsonvillo, Ga., bavin
boen indisposed for something like ten year
with Indigestion and diseased kidneys, spei
a few weeks hore last summer, returned hon
cured, and has felt no signs of disease sine
lie is hero now for tho benefit of his wife
health, being able himself to climb Ced:
Mountian with thc greatest ease, and ro
rocks down its sides for amusement, whil
others, who accompany him, sit oxhnustci
Mr. Fowler left for home, July 26th, li
wife's health being much improved.
Mr. MoKoy, from S. C., visited this plac
this season, with an old indolcntsorc, uloeratic
of tho leg. Ho bad not been able to wa
without assistance in thrco years. Ile r
maincd some five or six weeks, and retinue
to hts home, sound and well.

An educated and well informed Irishuu

from Atlanta, 80 miles from Athens, 27 mil
from Clark8villo, ll miles from Dahlonog
68 miles from Walhalla, S. C., and abo
100 miles froai Abbeville C. IT., S. C. Th
arc full 70 miles from any Railroad. Th
arc perfectly inaccessible by any other mo
of travel than n wagon. And a pretty stro
wagon it must bo ot that, to go over tin
rooks and mountains. And what adds tot
difficulties it is a very poor country, inh?bil
by very poor people. Whoever comes bc
must como prepared to camp out, and fi
their own "grub." Thcro arosorao 15 or
oabins however, which are almost all tho ti
occupied. Ono man boro is keeping a vt
rough boarding housoj tho best, however,
oan do. About 70 invalids aro hero now.

preparatory to the collection of taxes, Mr.

"lt cannot bc doubted that the Assessors,
ns a body, neglected their duty in tho assess
ment of Real Property for 18G8. Suoh neg
Icet should not occur again. It is tho As
sessor's duty to visit ond ;Cxamiuo caoh picco
of Kcal Proporty within his District; to as
certain noourntoly tho number of ncrcs of 1
land-properly classified-- aud the number of ^
buildings thereon. It is. Iiis duty to fix thu
valuo of tho proporty, without any reference
to tho vnluo placed upon it by its owner. lu
doing this tho Assessor must dismiss from his
mind entirely tho old system of valutations.
If he believes a given piooo of land to bo
worth ten or twenty dollars per aero, he must
plaoo that valuo upon Vi, regardless of thc
fact that it was formerly assessed, probably, at
two or thrco dollars per aoro. It was also his
duty toseouroan wjnaiassessmont of tho Real
Properly of his District.* Ho must discard
all por8oual or partisan considerations, in
whatever guise they may present thomsclvcs.
No discourtesy on tho part of tho owner of
tho property should prejudice tho judgment
of thc Assessor in tho slightest degree. Ho
should also be oaroful to got tho name of thc
ownerof tho property correotly,andalso careful
ly avoid all disputes with""property owners res
pecting thc value of their property. In cases
where there is doubt ns to tho description
and quantity of a piece of property, tho As
scsssor may, under Section GI of thc Tax
Act, call on thc owner or occupant thereof to
furnish tho samo; and in cnac of his refusal
or neglect to furnish the information re
quired, the Assessor may employ a competent
surveyor to perform the duty, and thc expense
of such surveyor will b? added co thc value of
tho property on tho "County Duplicate."
Although, under the law, tho Assessor is in
dependent of tho opinions of the tax payer, in
fixing the value of tho Real Property, still
hearty co-operation on the- part of ihc proper
ty owners will do much toward scouting an
equal and satisfactory assessment of tho prop
erty of tho State. Tho chief complaint made
of tho first assessment under thc present law,
and in many instances justly made, was as to
its inequality. If a property owner in any
assessment District in the State, has reason to
bclicvo that certain property in his neighbor
hood is being assessed unequally, as compared
with his own or that of others, it is his right
and his duty to cull the attention of thc As
sessor to it, and to insist upon a proper assess
ment of the property in question. If thc
property owners will thus assist the Assessors
in their work, a fair and equal assessment
may bc secured, and thc State Hoard of
Equalization will not only ho relieved from
thc performance of a disagreeable duty, but
the complaint and dissatisfaction consequent
upon its enforced action will bo avoided.
All property must be assessed in thc name
of tho person owning or controlling it on thc
1st day of September, 1870."

wing of an immense army was engaged, say
40,000 out of 250,000 mon, two hundred
miles off, has thrown Paris, a city of two mil
lions of souls, into apparent consternation.
An easy promenade there by the Prussians
in the course of a few weeks is anticipated hy
m my journals in this country and in Great
Britain. If such an event is realized it will

tho South, which did not exceed six million
of white peoplo, as the Prussians have to

They woro repeatedly bonton and turned back.

oitizens in tho South, who were opposod to
tho government, oontendod for their capital
Cnliko Paris, it did not havo in its own pop
ulation mon sullioiont to combat an army of
hundreds of thousands. Rut tho Southern
people woro desperately in ournest, and fought
in that spirit. If Puris is taken in a short
timo it will bo booauso tho Frouoh nation arc
not united, and will not rally in behalf of tho

keep all Europe at bay for years, if fchoy wore
united among themselves.

A Veritable ?boat ?tory.
Many of our roudors rctnombor tho during
exploits of Joroiue Clark, alias Suo Muncty,
tho notorious guerrilla aud robbor during tho
war, aud his subsequent execution in this
city by tho inilitury authorities. Tho story
of his lifo and crimes havo been rovived in a
very singular manner. For sumo weeks past
tho people living near Eighteenth and Broad
way, tho place of his execution, have been
startled by strange sights nod sounds. Tho
ghost of Suo Mundy has been seen flitting
across tho com mons, in tho vicinity of the
fatal tree, at all hours of tho night. Some
times alone, with his hands piuioncd behind
him, and thc fatal cap drawn over his eyes;
again, dangling in tho air with u ropo around
his neck, struggling as if in thc agonies of
death. At other times ho was accompanied
by the girl who so fondly lind truly loved
him, all steeped in crime as ho was, and to
whom he wrote so affectionately with his niau
I holed hands a few hours before his death.
Many of thc people were skeptioul ott thc sub
joot, and attempted to solve tho mystery.
? Tho strange couple were soon by hundreds of
people, but always when olosely approached
mysteriously disappeared-vanished into thin
air. Every attempt to solve tho mystery
only tended to deepen it, and many of tho
people of the vicinity finally believed that the
objects that they s;;w were Sue Mundy and
his phantom bride. The phosts pot to bo a
veal terror, and tho nervous maidens ni.d
children were afraid to venturo out oftt?
dark. Tho ghosts finally got to bo such an
annoyance that thc police were appealed to,
and on Sunday night last Lieutenant John
Shelly was informed that the ghosts were in
full view. Ile went to the spot sure enough,
and saw the tall form of a niau, with a female
all dressed io white hanging on bis ann,
walk slowly in thc direction of tho fatal tree
and finally take a scat, lie went up to them
rapidly, when thc female in white suddenly
disappeared, or at least seemed todo so. T!io
Lieutenant hastened on and seized hold of tho
man, and the ghost story was at an end.
The man was real flesh and blood, and thc fe
malo in white had not disappeared. Shu had
only thrown n long black cloak over her white
I dress, thus concealing her from view, except
upon n close inspection. They were a couple
of lovers, who, for lack of n better place, had
chosen the fatal tree as a trysting place, not
knowing its history. As there is no law pro
hibiting courting, thc lieutenant released
them and explained thc matter to the terrified
people
WHEN DII>- YOU SUAVE?-In ono of thc
towns of Arkansas, a mau had been drinking
until a late hour at night. When he started
for homo honest folks wore in bert, and tho
houses were ail shut and dark. The liquor
lie had taken as too much for bim and he
did not know where to KO. Ile at last stag
gered into ah empty wagon shod and fell upon
the grouud. For a long lime he lay in the
unsciousncss of a drunken sleep, and would
have frozen (for thc snow on the ground
showed tho night to bc very cold) had not
others less insensible than himself been
around him. This shed was a favorite ren
dezvous of the hogs : they rushed out when
tho new comer arrived, but soon returned to
their bed. in thc greatest, kindness, and
with tito truest hospitality, they gave (lo ir
biped companion tho middle of thc bed.

prevented him from being injured by tho ex
posure. Towards morning he awoke. Find
ing himself comfortable and in blissful igno
rance of his whereabouts, he supposed him.

out his hand and, catching hold of the bristles
