"Wo haye been again called on by private
lcttor to give some information relativo to tho
Free school fund appropriated by Gen. CANUY
for tho year ending October 31st, 18G8. "Wo
published tho joint resolution of thc General
Assembly, aud called attention to it several
months ago. It requires tho accounts to bc
made out in tho usual form, for services from
31st October 1807 to 31st October 1808.
Thc claims so mado out shall bc cor ti Qed to
by thc Schooi Commissioner of thc County,
nnd approved by tho State Superintendent of
Education-with thc following proviso, that
all such claims shall bo presented for payment
on or before thc 30th day of June, 1SG0;
end provided further, that if iii any county
tho amount of claims shall exceed tho sum
apportioned tb such county, it shall bc paid
to tho teachers prorata. From this it will
bo seen that such ns have not rendered their
accounts should do so at once, to thc County
School Commissioner. Some teachers, wo
understand, havo already so done, and there
ls yet a few days of grace. Everyone should
hove road and followed thc instructions in thc
resolution, in tho failure of being specially
i notified.

County and Townships.
Tho bad condition of thc public roads
,! ^throughout our County, and thc rcsposibility
:* attaching to thc oUicers of tho County and
Townships, whose duty it is to supervise and
koop in repair tho highways and bridges, de
mands some consideration. Tho Act defining
.tho duties and jurisdiction of tho County
Commissioners provides for tho divission of
thc County into Townships. After a Town
ship is erected, these Commissioners shall des
ighato thc name thereof, and thc timo and
place of holding tho first meeting therein.
Th roo doctors shall also bo appointed whoso
duty it. shall bc to preside at such meeting,
opon and keep the polls &6. Thc County Com
missioners aro furthermore required to roport
their doings under tho above to thc General
Assembly for confirmation. All those re
quirements havo boon fulfilled by tho Com
missioners. The officers elect in tho various
Townships hnve qualified, or at least a suffi
cient number to discharge their functions, and
. s&itorcd upon their duties. At this stage thc
direct supervision of tho Commissioners over
tho roads and bridges in thc County ceases
-tho same devolving on thc respective Town,
ships. ??IMio Act organizing Townships, and
.' to define their powers and privclcgcs, in Sec
tion 42 requires thc selectmen to obtain from
tho County Auditor a certified copy of thc
list of persons, and taxable property in their
Srospectivo Townships. Without these lists it
1 is impossiblo for the Sole tmon to execute tho
provisions of thc Town law. Tho Commis
sioners'hayo roccntly received a letter and a
"circular" from tho Stato Auditor, in which
1iC says tho Townships cannot lovj a tax for
Township purposes, tho same having been
already provided in tho authority given to tho
Countv Commissioners to levy a tax not cx
'.?cootung tbreo mills on thc dollar for nil Coun
ty purposes. This authority was given to tho
"County Commissioners by tho Legislature in
'view of tho fact that when tho assessment was
mado Township organizations had been per
fected in but few Counties. Thus it seems
that although tho Commissioners in this
County bad perfected their Township organi
sations, yet they must levy thc tax nnd re
sumo ohargo of the County, until these or
ganizations havo been perfected throughout
tho Stato. Accordingly Commissioners will,
Qt an opily day, appoint Ovorsccrs of Roads,
and order tho working cf thc same under thc
old system, w'ach is tho law, until tho new
ig porfcoted and enforced. This is decidedly
botter, as tho now road law is dc1" tivo and
unsatisfactory, yet it is a busy senson now,
and tho work, although much neodod, should
bo deferred ar. long ns tho Commissioners can
do so consistently with their duty.

cal error of this idea, and now regard tho
prosperity of different countries, related to
and dependent upon each other. Whatever
affects injuriously tho interests of America, is
felt as far nB civilization aud commorco aro
known, per contra, whatever increases
Amcrioau prosperity gives additional impetus
to thc interests of every nation in any way
connected with us. Whilo wc admit that ev
ery people should chielly pursue that avoca
tiju best adapted to their soil and climate, it
is equally clear that industry should bc so di
versified, as to make every people a self sup
porting ono. Just as tho highest character
of civil liberty and self government is found,
whero justice and law arc administered local
ly, to a great extent in every County, so thc
highest state of national wealth and strength
can only bo realized, where individual indus*
try is so diversified as to mako each section
independent. In thc late war, thc South
possessed no manufactories or shipping, and
hence her weakness. Even as n Union, indis
soluble and perpetual, in wars with foreign
powers one section might be separated from
the other, and should possess, resources for
such an emergency. Apar!, from these conside
rations of policy, it has been clearly demon
strated that wo can convert cotton into yarn
hero cheaper than, it eau bc done at thc
North.
Every one is aware that the manufacturer
and tho merchant, thc ono by converting it
iuto cloth or yarn, thc other by giving it a
market, add a new value to the raw material.
At present this new value is lost to us. If
wc ship our cot "ou North, its value is often
quadrupled by tho process of manufacturing,
and thc money originally obtained for thc
whole, is returned for a new substance of one
fourth thc amount. If wc had manufacto
ries not only would tho value of thc raw ma
terial remain among us, but also tho super,
added values arising from thc manufacture
and shipment of it. Thc effect of this on
Southern prospcrty is incalculable. Wc want
immigration. This would bring it, for tho
population of a country will keep pace with
thc facilities for employment aud thc abun
dance of mouoy. Wc would becomo thc
growers of thc great staples of thc world, its
manufacturers and exporters, and mouey
he plentiful. Again in increasing our popu
lation, wo would iuereasc our wealth, for it is
an undisputed maxim, that thc wealth of a
country is in thc direct ratio of its population.
If wo could double our population, wo would
double thc demand for lands, and hence their
value. It is another fact, that taxes uro in
thc inverse ratio to wealth. In other words
if wo should become twice as rich ns
now, our taxes would be only half as much,
or thc per cent would be reduced one half.
From this wc sec, that manufactures increase
thc population and wealth of a country and
rcduco its taxes. Thc prosperity of thc Nortli
is built upon thc lost opportunities of thc
South. This should not bc and wo trust thal
thc time is not far distant when the Soutl
will avail itself of thc natural advantages bc
stowed on it by Providence. This woulc
give it power in thc Government which migh
servo to build up anew thc foundations of rc
publican liberty.

cents. Prom thc statistics of taxes for tho year
ending 30th Soptcmbov, 1S59, wc extract (he fol
lowing for Pickcns District.

This shows thc State (ax for 1859 to bc only a
little over ono sixth of tho present Slate Tax and
that thc present tax on Real Estate is about fifteen
and ono third times greater than in Hie year 1859.
Wc have made lids est?malo of thc two Counties
together, because this is thc first lime they have
paid sep?ralo taxes. If any one acquainted with
this section will examine the calculation, (hey will
find that while Pickcns has guttered Oconoe is
crushed. Thc Roal Estate tn Oconcc is nearly
thrco limes tho valuation of Pickens and Ibis loo
while Oconcc is composed largely of mnmlains
and poor ridges. Wo do think (his County has
greater cause of complaint (han any wo have ex
amined. Many farms in this County which have
boon sold on credit sinco thc war al prices, which
Ibo purchasers aro today willing to take for them
were so roi urned and that return doubled. Wo
notice in Whitewater Township two farms of this
kind which brought respectively $0,600 aud 7,
200 making 13,700. These farms arc now assess
ed at doublo these prices making $27,400 noarly
one third of tho valuation of real Estato of that
entire Township. ^Yc know that any ono wishing
to inv?st in real Estate can purchase these farms
at thc original assessment.
Thc County Treasurer informs us that Ibo
laxes for this county exceed tho amount of money
returned ns on hand. Now as this money is largely
in thc hands of merchants and capitalists, whore
will thc farmers raino tho means to pay those op
pressive laxes. Wc fear a large quantity of land
will bo forced into market for taxes. 'What reme
dy if any exists, is doubtful. We suggest that
in cases of great hardship an appeal lo tho Slate
audilor might result in somo rolicf. Wo oannot
say so positively.
Death of Dr. P. M. Wallace.
Thc "Spartanburg Gazette," and "Carolina
Spartan," como to us clothed in mourning?
for thc death of Dr. P. M. WALLACE, Editor
of tho "Gazette," and in times past of thc
"Spartan." Thc"Gazotto" is a new paper and
under tho direction of Dr. WALLACE, rank
ed among thc first weeklies of tho Stato. His
experieuce in writing, together with a fund of
goncral information acquired in n long and
useful lifo, gavo to his editorials r> degree of
unusual intorost. His death is certainly a
loss both to thc Press and tho Stato
Court.
At a meeting of thc Dar of Oconcc County
held at Walhalla on Saturday thc 17th inst.,
it was unanimously agreed to continue all liti
gated business in tho Common Picas to thc
November term of tho Court. It was also
understood that Equity business would ho

by tho prevailing peculiarities of these times
of licentiousness, arson and murder, mora
depravity, political rottenness, distrust, envy
and avariciousness. Tho latter of theso ap.
ply to individuals, are indiosyncratio and ex
tensively prevalent. If thcro exist any laws
divino or positivo and instituted to regulato,
dofino and presoribo tho duties of man as a
moral, and social being, they aro certainly
much abused, and thc divine, like thc munic
ipal, is no moro regarded than if it was tho
offspring of mongrclism. Has thc moral
codo been so rovisod, now-modelled and
amonded, is human tinturo growu so depraved,
that thc vilest sins, duplicity not thc least,
may bo acted without awaking thc sleeping
faculties of a seared conscience ! It may bo
abused and silenced but when death awakes it,
it will proy intolerably upon tho guilty soul
and incrcaso a thousand fold tho anguish of
utter despair. Individuality is morged in
that damnable parasitism, that characterizes
this ago, and is sapping the foundations of
civil government, moral rccfitudo and social
worth. May all this bo attributed to defec
tive education ! Instinctive meanness and
ignoranoo propagates vice. Much of tho dis
order is but thc result of tho lessons inculca
ted by that miscrablo crew, that infests our
country, vulgarly called "Carpet Daggers"
who embarked to make a fortune out of tho
ruins of thc country ; but who have oviticed
that they uro fit for nothing but to cloan a
stable or sweep a chimney.
If thc late municipal elections in Wash* j
ingtou, that pandemonium of earth, with the
militia .scenes of Tcnncs.'cc re enacted in
North Carolina don't widen the breach that
already portends a collapse of mongrclism;
then wc know of no antidote, but time for i
thc cup of wickedness to bo exhausted, that
the dregs may poision its vitality.
Angels of mercy bend in-no, no, stoop
not, wc imploro you, lest you shrink in hor
ror and startle Heaven with your cries.

place yesterday, by virtue of a warrant under
thc hand and seal of a magistrate in Abbe
ville, on the oath of thc United States Con
stable Hubbard. They aro charged with
being implicated in thc murder of Willard,

apart by the friends and patrons of a school
under thc vigilant supervision of Miss MAT
TIE ALEXANDER, for Examination and Ex
hibition. Thc morning came with bright
sun and cool mountain breezes, and thc carly
meeting of so many smiling faces and warm
hearts made thc ocoasion decidedly interest
ing. Thc Examination was good ; after
whioh wc enjoyed one of tho very best baskot
dinners-old ham, fresh pig, chicken pic and
all sorts of "sweet doins" and "last but not

Ile is extensively known in his nativo Dislriot,
and stood high in thc estimation of alibis acquain
tances, as a man of tho strictest inlogrily, a friend
ly neighbor, gonorous to tho noody, and hospita
ble and ontortaining to visitors at his homo. In
his death a good and worthy oilizon la lost, as woll
as a kind and providont falhor to his ohildron.->
Ho did not nltaoh himself to tho church until
within a fow weeks of his (loath, bul wo think it
was because ho feared insincerity. Ho naturally
shrank from anything Uko protonso. Ho was long
a constant roador of tho Bible, often wept over Hs
pages, and repeatedly declared his rclianoo upon
(ho Savior thcro rovoalod, who, wo trust, has
transformed him into tho divino Imago, and taken
him into his glorious and blissed prosonoo.

The enumeration of tho inhabitants is to fur
nish a basis fur thc apportionment of represe 1
talion in tho next General Assombly, in aocoi
lanoo with Section 1 of Article ll of the Con
stitution, and tho necessity for its correctness
will commend itself to citizens of all political
views.
In connection with this work thc statistics of
thc agricultural productions of hist year will
he taken, and it is eminently desirable that
thoy should bo returned as fully and intelligi
bly as circumstances will permit, as it is ex
pected that they will furnish valuable data in
ibo future agricultural history of tho State.

SUCTION 3. That it shall bo the duty of each
ind every person appointed lu taki the census
by virtue of this Act to call personally on the
bend or some member of each family in the
County, 01 portion of County, for which he or
[hey shall nave boon appointed, and obtain
from such head of a family or tuomhor thereof,
ii s aforesaid, tho nu ni bor of persons contained
in such family, and such other information as
may bo roquirod and directed by the Cominis
stonor of the Bureau of Agricultural Statistics.
SEC. 4. That each head or member of a fam
ily shall, whoo summoned thoroto hy the per
sons appointod under this Act to take tho cen
sus at his, hor or their residence or pince of
business, make, on oath or affirmation, a correct
return of all poisons of whom his or her family
is composed ; and also report snell other infor
mation to said census takers as may 1)0 required
bylaw; and tho porsons HO appointed to take
tho consus are hereby authorized to administer
such oaths; and upon thc failure of arty person
to make such returns or reports when required,
ho or she shall bo subject to a penalty of twen
ty-five dollars, to bo recovered in any Court of
oom colon t jurisdiction.
