The Weather.
Winter*gave us a passing call on the morn
ing of tho 18th. The earth was white with
frost, and ico could bc seen in every pool of
water. This is unfortunate, as all our fruit
trees were in full bloom. Wo hoar conflict
ing statements as to its effect on the peaches,
in some seotions all being reported killed,
while-in others tho citizens say enough are
still left. Wo hope there is more smoke
than fire in those gloomy reports. The cold
snap was succeeded by a heavy fall of rain,
which flooded the h>w grounds, and stopped
for a while the operations of the fanner.
Tho weather is now fine, a genial spring
seem courting tho vegetation from mother
earth. Wo trust ugly winter, will hereafter
keep within bis legitimate bounds, and no

The Cattle Plague
In tho March number of tho "American
Stock Journal" is a long and valuable article
by Prof. John Gam gee on thc Lung Plague
in Cattle. Of all tho cattle diseases plcuro
pnoumonia is in tho long run the most des
tructive, because thc most insidious and the
least likely to rouse a people to united action
for its effectual suppression. To ignore its
presence is, however, to insure that the cattle
mortality of America liko that of England,
will bo at least doubled in a few years' time.
Rational means energetic action, and earnest
co-operations between the different States and
tho central government may, with a moderato
expenditure now, save many millions annually
in tho not distant future.
There aro nt present no proper restrictions
On tho salo of infected stock, and in another
year or two, unless somo definite and imme
diato action be taken, the disease is likely to
find its woy in so many parts of tho country
thai its eradication will bo almost a mnttor of
impossibility.

The juries adopted the principle of scaling
old debts in nearly every instance. We
know this course to bo equitable, und believe

bo adhered to. The Court passed off quietly.

Suspension of the Writ of Habeas Corpus
lu tho House of Kopresontatives on Wed
nesday "Webb introduced a joint resolution
to suspend the writ of habeas corpus iu the
Counties of Laurens, Newberry, Edgoficld
ind Abbeville." This resolution was roforrcd
lo the Judioiary Committee.
Webb, who introduced tho resolution, is,
we believe, a nativo of Connecticut, drifted to
mis Stato in 1806, and is now one of tho del
agates from Georgetown, Why Webb should
be particularly anxious to suspend the writ of
af habeas corpus is not known ; but it may
bc supposed that ho has caught tho contagion
af tho same old scare whioh for thc last niue
months has disturbed thc tranquility of his
Excellency tho Govornor and the majority of
the General Assembly. The whole, concern
is surely afraid. Our legislators cannot, the t
most of them, turn pale; but they quake, and i
?hiver, aud tremble. A rumor comes of tho i
{Host of a K. K. K. in Abboville, and there
IB a nail for tho loyal Militia. An old woman
moones in Edgelield, and there is a shout for
two thousand rifles of the most improved pat

)%If, however, the members of the General
\sscmbly believe that a suspension of tho
rrit of habeas corpus will intimidate the
ihite people of Edgefield, Newberry, Abbe
rille and Laurens, they are very much mista
ten. Thc people there arc intelligent, indus
nous and law-abiding This is the truth,
md these people will not allow themselves to
ac bullied by any Legislature, whether white,
alack or mixed. Indeed, they can fall back
m Section 17 of tho Declaration of Bights
u the State Constitution, which says: "The
privilege of the writ of habeas corpus shall
lot bc suspended, except when in case of in
mrrcction, rebellion or invasion tho publio
safety may require it." The members of tho
Legislature will hardly venture to say that
there is "insurrection" or "rebellion" in this
State, or that wc are on the eve of any "inva
sion" but that of travelers, pleasure seekers
and substantial business men. And yet who
knows? To declare that scvoral counties of
tho State wero invaded by thc K. K. K., that
the people were in rebellion and insurrection,
would bc no worse than the untruths whioh
have olrcady been published, and which it is
a part of the ltudical creed to gulp down
withouo doubt or hesitation.

stable Hubbard, by order of Governor Scott,
and lodged in jail, wore brought up beforo
Judge Boozer, yesterday evening, upon a writ
of habeas corpus, sued out by Messrs. Has
koli and Sloan, counsel for the prisoners.

prisoners, and Solicitor Talley on tho part of j
