Oconeo County to turn over to thc County
Commissioners of said County all their nets,

thc prcsont year everything connected with
schools is still moro n matter of speculation.
Tho Legislature has uudor consideration n
most "infernal Bill" to pr?vido a system of
Public Schools for tho Seato. Tho Bill has
passed tho Sc m. t), nod is now on its second
reading in tho House It covers twonty pa
ges, and will, if passed, bo a sourco of oxponso
greater Mum any meusuro heretofore adopted
by that " progressive body." Tho least esti
mnto I hnvo heard made as to tho amount
necessary to carry out its provisions, is soven
hundred and ifty thousand dollars, and tho
greatest estimo to is ouo million dollars. I
will give you two items in tho Bill, aud oaoh
ono can cotuputo for himself. The sum of
fivo dollars for each child in a township be
tween thc oges of six and sixteen years, is to
bo raised for free tuition. There arc nt least
one hundred and twenty five thousand voters
in the State, and granting an equal number
of children between the prescribed ages (aud
every ono must agree this is too small), and
wc have, at five dollars each, six hundred and
twenty-five thousand dollars. It also require?
an annual meeting of all tho School Commis
sioners in tho Stato ut Columbia, and gives
them, during the meeting, thc same per diem
and mileage us members of thc General As
sembly, makes tho salary of the Suporint?m
ileut of Education twenty-five hundred dollars

if not, our public sohools will bc like Jacob's
oattle, all " fiug streaked and striped," a color
not in good odor among democrats.

DHAN COUUIKU: Prom tho progress it is
making in tho business before it, 6ecms to
havo a pious regard for thc old adage "Hash n
slowly." Its daily sessions vary in length
from two to live hours, thc hitter rarely In p
pnning unless eases of fillibustcriug. It has
now becu in regular scssiou sixty days, and
has accomplished but a small part of the
work contemplated. The cost of tho two
sessions will probably bo ou thc shady side of
three hundred and G ft y thousand dollars,
against thirty thousand our usual expenditure
(before thc war) for law making. What is
that to a great and wealthy State like South
Carolina, whose sand hills produce goober
pease, and hilsidos {l yaller nubbins" in pro
potion; Have lier people any right to com
plain ; Have not the Puds of tho Stato ad,
van cod steadily in value, while the Bills KP.
ccivuble are now bringing ninety cents on tho
dollar. Is not this an evidence of prosperity ?
Who can doubt but reconstruction, though a
costly business is thc hen that lays thc golden
egg 1 Their arguments, designed to provo
our present happy and prosperous condition,
aro as fallacious ns the opinions propagated
by tho early political economist, that the itu;
position of heavy taxes would promote wealth,
by stimulating tho citizen, in order to.live
and meet his taxes, to put forth every effort
to create products-; while on the contrary ex
perience proves, that nothing so much crip
ples and piralyzcs thc productive industry of
tho people as burdens over taxes. Public
credit is based firstly, upon thc idea of thc
permanency of the Government, next upon
its punctuality in meeting its obligations;
and lastly upon its population ana inherent
sources of wealth, as compared w'th its an
nual expenditures. If thon wc had a frugal
government, is it not probable, n ty even cer
tain, that, our bonds and bills would rate, nt ill
higher in thc market ? Or does a reckless
luttravngnnoo, a waste of thc public money
Hihnncc public credit ? With thrcc-fourtha
RH our property swept away by a resolution
leaving us entangled with public and private
obligations, with twofold greater legislative
expenses, with three hundred paid oillcials
not known to our days of prosperity, and
with an increased salary voted to every officer
existing before tho war, and who eau reasona
bly say that public credit is strengthened ?
Who can deny, but there are natural causon
for its wane ? Still the Leg isl it uro sits roll
ing up tho vast mass of debt, by laws crea
ting now fields of expenso Our course now
resembles that of a prodigal, who possessed,
in his inimagination inexhaustible wealth,
sc ittcrs unremittingly, until tho day of account
ing finds him a bankrupt. If the more intel
ligent would but estimate the amount neces
sary to meet tho expenses resulting from ex
isting legislation, they would surely say, hold,
enough. Put this is not probable from thc
expensive school system, attempted to bc in
augurated by thc Pill now under considera
tion, to provide a system of public schools foi
tho state. There is some hope of defeating
this Bill in thc House.
Tho leading measures before tho House
during this week was thc consideration*of thc
Bill to re-enact and validate the Act of 1803
giving additional aid to thc G. & C. Ii. lt
company with tho accompanying veto of tht
Governor. It was taken upon Wednesday,
and tho reading of tho Veto Message oalloc
for. When tho reading clerk roached tin
clause. " If it is understood by corporation
or individuals that all that is necessary to sc
cure thc success of their schemes is to pres

of young Smith last summer. Tho testimony
is finished and tho cuso will bc argued to-duy.
Tho Criminal docket was unusually large,
comprising nearly every grade of crime, from
murder to sim plo larceny.

er, his only fault being, tho " hasten too
slowly," which I supposo he learned in thc

The Female college Buildiug, known as
Burhuinvillo in the vicinity of this city, was
burned a few days back. It had not been
open ns a school for some timo, but was va
cant. Thc loss iii some #40,000 without iu

Corn is bringing from $1.35 to 81.-10.
