This gigantio outcrprisc, now incomplete,
of suoh vital importance to our own, as well
as tito lower sections of tho State, has been
made thosubjcot of Special Message of Gov.
SCOTT. Inasmuch as wo arc particularly iu

fore our readers est weck, ilo lucidly and
at length surveys thin the "most magnificent
and important public work projected in our
country the sum already expended end the
estimated cost of the work necessary to its
oomplotion ; and lust, though not least, as to
the mauuer in whioh the money, requisite for
this completion, is to bo raised. TJpou this

will thu3 bo put iu po.isctsion of au activo
Working capital. Every dollar oxpouded up
o? tho ro?d will tints increase tho vuluo to
the General Govern mo?t of tho soourity.?
Aud, filially, when the road is completed, tho
government will have a lien upon property
Worth nearly eight millions of dollars, for
.which it has really advanced less than half
that amount, whilo tho State will huvo do
OuTn Ving boon compelled to pay interest on
tho bonds issued. Iu a few yoars the vast
business done upon the lino will enable the
Company to pay ull'?f its indebtedness. This
is a subject of tho groatcst importance, and
greatly affects tho mutorta! interests of the
State. Wc hope that our Stalo, which h is
hithorto been so backward in woiksof ouior
priso, will arouse herself in this grjud under*
taking and make every effort to ad/r.ucc in
this line with her sisters.
Emigration? Enterprise, &c.
Wc c ill the attention of our readers to tho
communication of " VIATOR," which appears
in our issue of this week. The subject is one
of vit?i importance to our people. The de
velopment of the agricultural, manufacturing,
and mineral resources of the upper Dist rict of
our State, demands tho earnest consideration
of our land-owners. Every inducement should
bo hold out for capitalists to mako investments,
aud for "bona fide" ?migr.mls to scttlo
nmonget us. Thoso land-owners who possess
largo tracts of unimproved lauds may find it
to thoif interest to give away one-third or
moro of their lands to industrious omigranis ;
for tho cnlianccd value of the remaining two
thirds, will moro than compensate for the
diminution of acres. The example set by
Mr. Jones is worthy of imitation.
There is another point whioh deserves at
tention. Tho insecurity and distrust inoitlcnt
to tho negro problem} will necessarily divert
capitalists as well as settlers towards tho upper
Districts of our State, whero tho whites pre
dominate. Tho wavo of emigration will roll
from the mountains to tho sca-board. Wo
aro all awaro and bolicvo, aud havo every roa
eon for so behoving, that our section of Stato
abounds iu minorai resources unoqualcd.?
Rich spool incus of gold, silver, iron and cop
por havo boon found, but capital is necessary
to promoto theso newly begun and promising
mines. This our pcoplo havo not, consequent
ly one of the richest, most romantic and do
lighlful soottons of the Stato lies ttnuotioed
and neglected.
Qov. Scott's MessAgo,
Appealing to tho citi/onsof tho State to
