the requirements?of thc " Act tu provide for tho
more cflieient government of tho rebel Slates,"
passed March 'Jd, 1807, and tho Act supple
mentary thereto, passed Mareil 23d, 1807, in
eligible to ofliuc in the provisional government*
of North and South Carolina. All persons ap
pointed to office will be required to tuke tho
oath prescribed by tho Act aforesaid, and to lile
thc Miine, duly subscribed and sworn, with tho
Post Commander.
2. All citizens assessed for taxes, and who
shall have paid taxes for thc current year uro
qutt'''md to serve as jurors, lt shall bo tho
duty m proper civil ollicors charged with
provho. lists of jurors, to proceed within theil*
several jurisdictions, without delny, und ascer
tain tho names td* all qualified persons und piuco

8. In public conveynnees, on railroads, high
ways, streets, or navigable waters, no discrimi
nai ion because of color or. caste shall bo made,
and the common right of all citizens theroili
shall bc recognized and respected. Tho viola
tion of ibis regulation will be deemed a misde
meanor, and render the offender liable to arrest
i nnd trial by a military tribunal, to bc designa
j ted by the Commanding Cenernl, besidos such
