1. Any citizen, n qualified voter according lo
the requirements of the " Act to provide for tho
more efficient government of the rebel States,"
posted March 2d, 18G7, and tho Act surmle
incntary tbcroto, passed Marob 23d, 18b,, ia
eligible to offioo in thc provisional government
of North and South Carolina. All porsonsap
pointed to office will be required to tako thu
oath prescribed by thc Act ulbresaid, and to file
the same, daly subscribed and sworn, with the
Post Commander, '
2. All citizens assessed for taxes, and who
shall have paid taxes for tho current year oro
3u til i tied to serve as jurors. It shall, bo tho
uty of the proper civil officers charged with
providing lists of jurors, to proceed within their
several juridictions, without delay, and ascer
tain the names of all qualified persons and placo
them OD the jury lists, and from such ro7?sed
lists all jurors shall be hereafter summoned and
drawn in the manner required by law.
3. All citizens aro eligible to follow any li
censed calling, employment, or vocation, sub
ject to such impartial regulations as may bo
proscribed by municipal or other competent au
thority, not inconsistent with common right
and the constitution and laws of the United
States. The bond required as security shall not
exceed the penal sum of one hundred dollars.
One or more sureties, boing citizens, and worth,
in the aggregate double the amount of the bond,
over and above just debts, will bo sufficient.
?I. Ths m-ayors of cities and other municipal
and town officers, and all sheriffs, magistrates
and police forces are required to bo vigilant and
efficient in maintaining ordor ; and in tho dis
charge of their du tics they will be expected to
co-operate with tho military authorities,
5. Post Commander? may summon to their
aid w henever Che oml?nnry moans at their dis
posal shall not be* sufficient to execute their or
ders, such of the' ci'vdt officers, and as many Of
the citizens wi thro the-territorial limits of tho
military post as may be necessary ; and tho
neglect or refusal of any person to aid and as
sist in thc execution of the orders of tho com
manding officer will be deemed a misdemeanor
punishable by such fine and imprisonment ns
may be imposed by a milita,y tribunal, ap
proved by the Commending General.
6*. No license for tho salo of intoxicating li
quors in quantities less than one gallon or to
be drank on the promises, shall be granted to
any person other than an inn-keeper ; the num
ber of each liconsos shall be determined, and
tho fees to bo charged for each license shall bo
prescribed and collected by the municipal or
town authorities, aud appropriated exclusively
for the benefit of the poor. If any person shall
be found drunk on the premises whoro liquor is
sold, tho license may be revoked by any magis
trate. The tax imposed by thc internal reve
nue laws of the United States is an additional
charge, and does not exeu?e thc party from tho
observance of local regulation!!, nor exempt him
from the payment of such other license tees ns
may be imposed by municipal or other compe
tent authority.
7. All contracts hereaRor made for tho man
ufacture, salo or transportation, storage or in
surance of intoxicating liquors, shall, within
this Military District, be deemed and treated as
against public policy, nnd no civil notion, suit
or prop nc din g for the enforcomout of any such
contract shall be entertained in any court.
8. In public conveyances, 0% railroads, high*
ways, streets, or navigable waters, no discrimi
nation because of color or caste shall be made,
and the common right of all citizens therein
shall bo recognized and respected. Tho viola
tion of this regulation will bo doomed a misde
meanor, and render the offender liable to arrest
and trial by n military tribunal, to bo designa
ted by thc Commanding Gonoral, besides such
damages ns the injured party may suo for and
recover in civil courts.
9. Tho remedy by distress for rent is abolish
ed. Whoro lands aro lensed or lot out for biro
or rent, cotton, ?om, or other produce of tho
same, when severed from tho land, muy be im*
pounded ; but tho enm'e shall not bo removed.
And cotton, corn, or othor produce so impound
ed, shall bo hold ns security for tho rent or hiro
so olaimod, and may bo sold in satisfaction of
any judgment for the some: Provided, that
any unsatisfied claim for labor bestowed upon
the cultivation of such ootton, oom or other
Sroduco, shall in no onso bc postponed to any
omand for rent or biro ; but to the oxtent of
such claim for labor, thoro shall be a lion on
such cotton, corn or othor produce, having pro
foronco ovor any claim for Vent or biro.
