Special and Local. THE NEW POSTAL LAw.-After the 1st January. 1875, editors have to prepay all! papers from their office. Of course no pi lisber can afford to pay postage for a subs( ber in arrears. We give this timely not to all delinquents that we will not let th names encumber our books after that peri( DEcIsIONvs OF THE COURTs.-Any pers who takes a paper regularly from the Pc Office-whether directed to his name or aT ther, or whether he subscribed or not-is : sponsible for the pay. If a person orders I paper discontinued he must pay all arre ages, or the publisher may continue to sci it until payment ft fnade, and collect t whole amount, whether it is taken from t office or not. The Courts have decided tb refusing to take newspapers and periodica from the Post Office, or removing and lea ing them uncalled for, is prima facie eviden of intentional fraud. 44-tf.
